Call for Expression of Interest for Civil Society Organisations (CSOs) experienced in working with/forChildren with Disabilities (CWDs)

The purpose of thisCall for Expression of Interest is to identify eligible Non-Governmental Organizations (NGOs)[1]and Disabled Persons’ Organizations(DPOs)[2]for prospective partnership with UNICEF in Turkey. Eligible NGOs and DPOs are invited to submit proposals for partnership to support achievement of results for children outlined in the 2016-2020 Country Programme and section 1.3 below. This initiative is part of the UNICEF Regional project “Protecting children from violence and promoting social inclusion of children with disabilities in Western Balkans and Turkey” which has established NGO/DPO Network for the Rights of Children with Disabilities and works to ensure synergies and cooperation among NGOs and DPOs working with/for CWDs.

Organizations that wish to participate in this Call for Expression of Interest are requested to send or deliver their submission in a sealed envelope clearly marked “CSO Call for Expression of InterestCivil Society Organisations (CSOs) experienced in working with/for Children with Disabilities (CWDs)” to the following address:

Applications will be assessed by an evaluation committee to identify CSOs that have the mandate, capacities and comparative advantage to support achievement of results for children using criteria outlined in section 3 below. It should be noted however that participation to this Call for Expression of Interest does not guarantee the CSO will be ultimately selected for partnership with UNICEF. Selected NGOs will be invited to review and finalize partnership agreements in accordance with criteria outlined in section 3.4 below and applicable policy and procedures on partnership with CSOs.
Applicant CSOs will be informed of the outcome of their submissions by communication sent out to the email/ postal address that is indicated in the CSO submission.
Section 1: Background
1.1 UNICEF mandate / UNICEF is the agency of the United Nations mandated to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.
1.2 UNICEF Programme of Cooperation Turkey / In Turkey, UNICEF works with the government and other partners to provide vulnerable children with increasingly inclusive opportunities to realize their rights to protection, education, development and participation.Further information on the current UNICEF programme in Turkey can be found at
The current UNICEF Turkey Country Programme (2016-2020) promotes equity, social inclusion and resilience building for vulnerable children, including CWDs, by supporting national capacity development, making available the best technical knowledge, promoting inter-sectoral cooperation and partnering with a wide range of stakeholders, including civil society organizations (CSOs).
To respond to the current needs of CWDs, UNICEF is engaged in capacity building of partners, knowledge generation, and policy dialogue and advocacy with stakeholders, includingNGOs and DPOs, to promote the equity and social inclusion agenda for CWDs in national and regional policy processes.
UNICEF has played a convening role to support and strengthen network building among CSOs that promote and protect the rights of children in Turkey. One such wider partnership example is the Partnership Network for Preventing Violence against Children (with 71 NGO members), which was established with the support of UNICEF to strengthen the civil society network around violence against children issues through advocacy, research and knowledge-sharing.
UNICEF now seeks a capable NGO/DPO partner to lead and contribute to a comprehensive capacity and network building process for CSOs experienced in working with/for CWDs in Turkey.
1.3 Specific results / Within the proposed framework and as set out in the UNICEF Turkey2016-2020Country Programme Document, working with government and other partners, UNICEF will contribute to achieving the following result:
  • By 2020, relevant human rights monitoring mechanisms have increased capacity to monitor child rights violations and activate redress actions in line with international standards and good practices.
More specifically, through this initiative, UNICEF will strengthen supportDPOs/NGOs to:
  • Maintain the established NGO/DPO network for the rights of CWDs,
  • Address/advocate for issues around social inclusion of CWDs in various platforms,
  • Strengthen the capacity of network member organizations to report onthe violation of rights of CwDs at local level;
  • Develop tools for NGO/DPO partners to monitor and report on the inclusion exclusion of CwDs;
The above results will be met through the close cooperation between UNICEF and a lead NGO/DPO that will be competitively selected based on the submitted Expressions of Interest. The selected lead DPO/NGO will serve as the secretariat to ensure that the work plan (jointly agreed) is being effectively and efficiently implemented.
Section 2: Application requirements and timelines

Section 3: Process and timelines
3.1 Review & evaluation of CSO submissions / CSO submissions are assessed by the Partnership Review Committee, using criteria outlined in section 3.2 and 3.3 below. The selection of organization(s) as implementing partners (third parties) in this Action will be undertaken in a consultative process between UNICEF Turkey Country office, UNICEF CEE/CIS Regional Office and European Disability Forum (EDF).
Only CSO submissions which comply with the requirements of the eligibility and exclusion criteria will be eligible for review.
Results from the review will be used for purposes of mapping and selection of CSOs in relation to the specific results outlined in section 1.3 above.
It should be noted that participation to this Call for Expression of Interesthowever does not guarantee CSOs will be ultimately selected for a partnership agreement with UNICEF.
3.2 Eligibility & exclusion criteria /
  • Eligibility criteria:
CSO must:
a)be registered in Turkey,
b)not be an entity named on any of the UN Security Council targeted sanction lists.
  • Exclusion criteria
CSO submission which:
a)are not sent in sealed envelopes;
b)are not sent or delivered by hand to the UNICEF office before the specified deadline;
c)do not include all required documents duly completed and signed or do not comply with specifications set in this Call for Expression of Interest;
d)are not submitted in English.

3.3 Selection criteria / UNICEF office will the CSO submission and assess applications based on the following criteria
Proposal relevance, quality and coherence (60%) / Includes review of the proposed programme:
  • Relevanceof proposal to achieving expected results;
  • Clarity of activities and expected results;
  • Innovative approach;
  • Sustainability of intervention;
  • Realistic timelines and plans to achieve the programme outputs

Institutional capacity and sustainability (30%) / Includes a review of the CSO:
  • Relevant technical expertise and experience in working with children with disabilities;
  • Expertise and experience in implementing advocacy programmes on rights of CWDs based on Convention on Right of Persons with Disabilities.
  • Proven ability (expertise and experience) in cooperating with a coalition of DPOs/NGOs for social inclusion of persons/children with disabilities;
  • Internal capacity to allocate human and financial resources to this partnership;
  • Local experience, presence and community relations;
  • Management ability;
  • Experience working with UN/UNICEF as an asset

3.4 Prospective partnership agreement / All applicants will be informed of the outcome of their submissions by communication sent out to the email/ postal address that is indicated in the CSO submission.
Applicants whose proposals are assessed as having a specific comparative advantage to achieve results for children outlined in 1.3 abovemay be invited to jointly review and finalise the partnership agreement based on the following criteria:
  • Prioritisation of proposed intervention in line with the national priorities and overall goals of the UNICEF programme related to social inclusion of CWDs;
  • Availability of funding to support proposed intervention;
  • Complementarity or proposed action with ongoing interventions;
