Public En Banc Meeting Notice – A Public Hearing on General Order 156 – The Supplier Diversity Program

The purpose of this hearing is to hear from the CEOs and Presidents of California’s investor-owned utilities – these leaders will discuss their company’s supplier diversity programs and activities to encourage inclusion of diverse suppliers in contract opportunities. In addition, the leaders reflect on their General Order 156 programs and they will share their views on creating supplier diversity programs entrenched in economic development and job creation for the 21st century, and beyond.
The Commission has also invited distinguished guests from the California Legislature, ethnic chambers of commerce, community organizations in support of supplier diversity, and emerging firms.

The Commission will host a workshop in Rulemaking 11-11-008 to explore the potential for a comprehensive realignment of ratemaking for water utilities. The workshop will examine goals, a proposal, and a Policy and Planning Division paper. The purpose of this workshop is to refine the scope of issues to be taken up during Phase 3 of the Smart Inverter Working Group (SIWG). Phase 3 will consider development of additional advanced inverter functionality beyond the seven autonomous functions developed in Phase 1 and the communications protocols developed in Phase 2, and will also consider development of the foundational technical requirements surrounding operational protocols or transactional models that are needed to enable the provision of DER grid services. The workshop agenda will entail:

1)Brief review of Phase 1 functions and Phase 2 communications protocols, and of related CPUC proceedings such as DRP, IDSR, Rule 21, and CAISO stakeholder initiatives such as ESDER and DERP

2)Discussion and taxonomy of envisioned DER-provided grid services in an envisioned future distribution marketplace

3)Discussion of possible operational protocols or transaction models that could enable the provision of grid services, and what should be scoped into Phase 3 of the SIWG

4)Further categorization of additional inverter functionality to be developed over the course of SIWG Phase 3

On September 1, 2015, Pacific Gas and Electric Company filed its 2017 General Rate Case (GRC) Application 15-09-001.
Pursuant to Commission Decision 14-12-0425, PG&E shall hold a public workshop on its overall GRC application within 45 days of the filing date. This workshop complies with that requirement.
The purpose of this workshop is for PG&E to provide parties with a roadmap of PG&E’s GRC filing, summarize the contents of the exhibits, and answer questions about its GRC proposals. A description of cost data and models used to develop PG&E’s proposed GRC revenue requirements will be included in the workshop presentation.

This two-day workshop will be broken into four half-day sessions in which a number of specific topics at issue in the open Rule 21 interconnection rulemaking will be discussed:

1)A follow-up to the September 22, 2015 workshop on Rule 21 treatment of energy storage load, and other revisions to streamline or improve Rule 21 for non-exporting, behind-the-meter storage

2)Potential modifications to the Rule 21 definition of “Non-Exporting,” and a consideration of further Screen I options that can be elected to ensure non-export

3)Expansion of the current Rule 21 Pre-Application Report to provide greater visibility into the types of upgrades and associated costs that projects may trigger

4)Publication of a distribution interconnection equipment unit cost guide in order to give insight into the component costs of typical distribution upgrades and utility facilities required to interconnect generation and storage to the utility grid

Discussions will be informed by straw proposals from various parties that were submitted to the R.11-09-011 service list. These workshops are being held in conjunction with ALJ Maribeth Bushey’s August 19, 2015 Ruling Setting Dates for Filing Final Motions and Granting Motions for Party Status: detailed agendas will be submitted to the service list in advance of the workshops.
