C/416 SPEC WRITER CRANE REQUIREMENTS

If, in order to meet the work requirements of this contract, the Contractor elects to bring a mobile crane onto Naval Station Everett, the following requirements are to be met/complied to.

A. Crane Safety Reference: Contractor shall comply and strictly adhere to all applicable requirements specified in the Army Corps of Engineers Safety Manual EM 385 1-1, being especially cognizant of the requirements of Sections 15 and 16. Additional Crane Operations requirements are as follows:

B. Post-award Conference: During the post-award conference, clarify the technical and administrative complexities of the NAVFAC P-307 manual.

C. Crane Notification: Notify the Contracting Officer at least fifteen (15) working days prior to bringing any crane equipment on-site so that the Contracting Officer may arrange for any additional quality assurance spot checks necessary by the Government.

D. Certification: All cranes provided shall be in good working order and shall have a current weight handling certification of capacity as required by Federal, State, and local laws. The certification shall be on the crane and readily available for inspection upon request.

E. Operator Certification: Effective 1 October 2001 for mobile cranes with Original Equipment Manufacturer (OEM) rated capacities of 50,000 ponds or greater, the Contractor shall provide verification that crane operator(s) are currently designated as qualified by a source that qualifies crane operators (i.e. a union, a Government agency, or an organization that tests and qualifies crane operators).

F. Outrigger Limits: Cranes used on piers shall observe the caution lines and signs to keep outriggers off utility doors.

G. Spills: All cranes, regardless of location, shall have adequate oil absorbent material staged at the crane to contain a hydraulic component/system failure and/or leak. Contractor is solely responsible for cleaning up oil spills from the Contractor's equipment in compliance with Naval Station Everett Hazardous Material requirements.

H. OSHA Certifications: Contractor shall provide a completed Certificate of Compliance (see NAVFAC P-307) certifying that the crane and rigging gear meet applicable Office of Safety and Health Administration (OSHA) regulations. The certificate shall be posted on the crane (in cab or vehicle) and shall cite the applicable OSHA regulations (i.e., CFR's).

I. Bypassing Safety Devices: Contractor shall also certify that all of it's crane operators working on board a naval facility have been trained not to bypass safety devices (e.g., anti two block devices) during lifting operations; and that crane operator(s) is/are qualified and trained for the operation of the crane to be used.

J. Pre-Operational Inspections: Contractor shall perform, at a minimum, the following pre-operational inspections. For work performed on Government property, such inspections shall be conducted in the presence of a designated Government representative, who will observe the Contractor perform inspections of initial crane condition, crane wire rope, and rigging gear.

K. Crane Inspection: Contractor shall complete a pre-operational crane inspection, in compliance with all applicable contractual, COE EM 385 1-1, and OSHA requirements prior to commencing work on Government property.

L. Wire Rope Inspection: Contractor shall complete a wire rope inspection in accordance with the applicable contractual, COE EM 385 1-1, and the manufacturer's inspection requirements prior to commencing work on Government property.

M. Rigging Gear Inspection: Contractor shall complete an inspection of rigging gear in accordance with all applicable contractual and COE EM 385 1-1 requirements prior to starting work on Government property.
