Bylaws of the Islela Motte Recreation Department

BYLAWS OF THE ISLELA MOTTE RECREATION DEPARTMENT

Section 1. That under the authority of Vermont Statutes Annotated, 31 VSA Sections 201-201, there be and hereby is created in the Town of Isle La Motte a Recreation Department, the members of which shall be appointed by the Select Board and shall consist of three (3) members who must be residents of the Town of Isle La Motte.

Section 2. The initial members shall be appointed for three (3) years. The Town Treasurer shall serve as the Recreation Department Treasurer. All subsequent appointments, except to fill vacancies, shall be for a term of three (3) years, or until a successor is appointed and qualified. All appointments for the purpose of filling vacancies shall be for the unexpired term.

Section 3. Immediately after appointment, the members of the Department, shall meet to elect a Chair, a Secretary and other such officers as may be necessary for a period of one (1) year or until such time as new elections are held.

Section 4. The Recreation Department shall hold meetings as necessary, the date, time and place to be posted at least three days in advance at the Town Office and to all members. Meeting minutes will be posted at the Town Office.

Section 5. The Department shall be charged with the development of recreation programs in the Town of Isle LaMotte. Programs and any future facilities shall benefit townspeople of both sexes and all ages. All activities shall be publicized so that all citizens will have an opportunity to participate. It shall have the power to expend for these purposes any funds appropriated by the Town for such purposes and any funds donated or bequeathed for recreation and/or park purposes by private individuals or organizations. The Department may conduct fundraising programs to support recreation and parks activities and may expend said funds. The Department may appoint, with the approval of the Select Board, committees to undertake work of a special nature such as planning, grant writing and fund raising.

Section 6. The Department shall have the power to conduct outdoor recreation activities on the grounds of the RecreationPark.

Section 7. The Department shall, at a designated time each year, make a written report to be included in the Town Report relative to the work of the Department for the past year and the goals and objectives for the following year, and shall submit other reports as may be requested by the Select Board.

Section 8. The Department shall keep a record of the minutes of all meetings, proceedings and accounts of the Department. As a public body, the Department shall follow the provisions of the Vermont Open Meeting Law, 1 VSA 311-314.

Section 9. The department shall maintain an Isle la Motte Recreation Department checking account to carry out Department functions. All Department revenue will be deposited in the Town general fund checking account. On a monthly basis the Select Board will approve transfer of funds from the general fund account to the department account for payment of expenses incurred during that month that are not invoiced. Receipts will be kept for all payments, and turned over to the Town Treasurer by the first day of every month. The Town Treasurer will pay all invoiced expenses from the Town account.The Department, at a designated time, shall submit to the Select Board an estimate of the anticipated revenues and expenditures for the ensuing fiscal year to be approved in whole or in part by the Select Board and included in the budget. Said Department shall operate within the approved budget.

Section 10. The Department, in carrying out its responsibilities, shall consider the utilization of all local, state, federal and recreation and park organization resources providing financial and technical assistance.

Section 11. These bylaws may be amended by a majority vote of the Department and of the Select Board.

Section 12. The powers and the duties of the Department shall be exercised and performed as herein provided and in conformity with the laws of the State of Vermont.
