This format is for organisations who want to apply for a policy influence and networking activity, aimed at giving Southern partner organisations a voice on political issues related to disability. This includes carrying out campaigns etc. or participating in conferences or networks on a national, regional or international level with the aim of sharing experiences and learning from one another.The format has two parts which must be filled out:

This part describes the development project applied for, and presents the reasoning and analysis you and your partner(s) have made to definethe objectives, outputs, activities, budget etc., which make up the project.

Instructions

A comprehensive guide explaining the requirements and methodologies of the application format can be found on the DPOD website ( The guide comprises explanations of the purpose of the different elements and methodologies in the application form. Furthermore, DPOD offers different types of counselling and technical support in relation to the formulation of an application.

A.1. Description of the organisations

A.1.1. Basic information of the Danish organisation

The Stuttering Association in Denmark (FSD) is a not-for profit charitable organisation with the aims of

• disseminating awareness of stuttering and the conditions of stutterers
• informing and counselling about the causes, prevention, and treatment of stuttering
• supporting research in stuttering and the treatment of stuttering
• facilitating the treatment of stuttering
• serving the interests of stutterers in every possible way

The FSD was founded in 1971; it is governed by the President and the Board of Directors elected by the Annual General Meeting.

The main activities of the FSD and its about 600 members are

• active parent group arranging summer camps for children and adolescents
• running a publisher and a book shop with publications and other material on stuttering
• issuing a quarterly magazine called “Udtryk” (meaning “expression”)
• entertaining a web site
• entertaining a profile on Face Book
• maintaining a corps of ambassadors-at-large telling interested forums about stuttering and the Stuttering Association
• supporting local chapters
• Reviewing and commenting upon upcoming legislation of interest for stutterers, eg. work market, stuttering treatment, teaching/special needs, disability matters
• counselling adult and adolescent stutterers as well as parents, teachers, and other professional staff on stuttering matters
• actively taking part in the work of the international stuttering community in The Nordic Countries, in Europe (ELSA), and worldwide (ISA and IFA)
• partnership with The Nepal Stutterers’ Association
• actively playing a role in the general disability work through membership of DPOD, The Disabled Peoples Organisations Denmark

A.1.2. Basic information of the partner organisation

Nepal Stutters Association, NSA, is a non profitable and nongovernmental social organization established for the promotion of the rights of persons with stuttering. Legally this organization was registered in 2003. NSA has been registered in the district administration office Kathmandu under the institution enrolment act 1982 and affiliated with the social welfare council as well. Since NSA is an organization run by the stuttering people themselves it is an active member of national umbrella organization of disabled people - NFDN.

NSA was initiated by seven energetic and enthusiastic young people with a stuttering problem. Then, these people had been supported and motivated to be active and organized for the rights of stuttering people by representatives from FSD and DPOD. Formally NSA was initiated in 2003 by formulating nine members' ad-hoc committee a workshop organized in Kathmandu and it was registered in the district administration office of Kathmandu in the same year.

Mission:

a) Establish NSA as an effective and able leading organization of the country for promoting and protecting the rights of persons with stuttering.

b) Eliminate discriminations against people with stuttering in the society.

c) Make the state accountable for providing countrywide stuttering treatment services and fulfilling the other needs as well.

Main Activities:

The key beneficiaries of NSA are persons with stuttering and their parents. NSA has been carrying out mainly two types programs for persons with stuttering through central office and district branches. First is related to bringing possible improvement in the speech of persons with stuttering. For this, NSA provides counselling and referral service to get access to the speech therapy to the needy persons and conduct basic level self group speech therapy which is done by the persons with stuttering themselves. Secondly NSA has been organizing persons with stuttering in the network of NSA, building their capacity, raising awareness about stuttering problems and issues of persons with stuttering and advocating to include the issues of persons with stuttering in the policy and program of government.

A.2. Experience of collaboration

A.2.1. Describe how the partnership began.

NSA and FSD started their collaboration in 2003 when members of a Danish team made a workshop-visit to Nepal. This led to the establishment of NSA, and to fruitful and ongoing project cooperation.

NSA started working for the rights of stuttering people since 2004 through a Mini-Project in the partnership with FSD which is still continue in renewal basis. At the beginning, under the mini project, NSA carried out awareness programs about stuttering.

Since the establishment of NSA, NSA and FSD have jointly developed medium scale projects. All projects have been implemented by NSA and monitored by NSA/ FSD.

The most recent ones are:

2. Organizational Development (2006-2008)
3. Awareness and Training for Stutterers (2006 – 2008)
4. Ambassador’s Pilot Project (2008 – 2010)
5. Awareness and strengthening the NSA (2009 – 2011)
6. Rights and Responsibilities of Stutterers in Nepal - Towards a sustainable DPO (2012-2014)

A.2.2. What is the added value of the partnership?

Due to Partnership NSA is registered as an organization of the stutters in Nepal and due to strong lobby and advocacy of NSA stuttering problems are incorporated in the category of speech and sound disability in the revised definition and classification of disability by Nepal government. Stutters are getting a disability card and benefit as disabled persons.

A.2.3. What have you learned from collaborating with your partner organisation?

NSA learned many things from partnership like how to run organization, what are main components of the organization; beside that

• Speech Therapy training; There are 13-14 speech therapists in Nepal, these are connected with the hospitals and not readily available for NSA’s members and beneficiaries. FSD experts transfered the knowledge, idea of the most up-to-date techniques for speech therapy to use in the NSA districts for the benefit of stutters.
• National and district level monitoring system; Until now, monitoring of national and district level NSA project activities has been done by project coordinator and board members on an ad hoc basis, without formal M&E systems in place, and with no project indicators to monitor. FSD team have a better understanding of the M& E; NSA capacitated on project monitoring tools. NSA developed a project M&E system.
• Sustainability; In order to ensure the sustainability of an organisation, FSD provided the opportunity to discuss 5 year strategy, as well as the proposed funding strategy for its implementation.
• Mutual understanding; FSD provided a discussion forumon nov. 2012 to understand each other’s organisations better (including for example resource and continuity problems within FSD), trade information on both technical and organisational issues.

B.1.1. Describe the process which led to this activity.

From NSA Mr. Sanjay Kumar Jha applied for the scholarship with "Abstract" below to participate in the 10th world congress in Netherland.The ISA committee endorsed this and approved the application providinga scholarship of 1000 euro. Though encouraging, thescholarship covers butpart of the expenses by participating in the Congress.

Mr. Sanjay Jha is giving a presentation at the Congress, the abstract is quoted here:

Abstract:

A continuing strong advocacy effort is needed to transform the NSA (Nepal Stutters' Association) into a sustainable DPO.

Nepal Stutters' Association (NSA) has the important responsibility of raising the issues of stuttering people in society as these issues are new to the Nepalese society. The importance of this issue has increased as stuttering recently was incorporated into the category of speech and sound disability by the Nepali government. Further the Nepali government (National census 2012) published data on the population of disabled persons (1.9 percent of the whole population in Nepal). According to the census, the number of persons with speech and sound disabilities amounts to 11.5 percent of the population of disabled people. These numbers seem rather small as compared to the disabled population in other countries. NSA is the only organization of PWS in Nepal, the services being delivered by NSA should be easy to access for stuttering people. A continued advocacy is strongly needed to get the issues of stuttering people addressed through the various responsible governmental agencies thus making the services and facilities available on community level. The other important responsibility of the NSA is seeking for and networking with national and international partners and donors to secure the sustainability of the NSA, its programs and services. Organization building and human resource development are also the important issues to be addressed by NSA. Simultaneously the NSAshould mobilize its district branches for strengthen the rights of stuttering people by increase the participation of PWS in various local formal and informal institutions and settings.

Theactivity will beled in 3 phases:

Phase 1 Preparation:

NSA will prepare a presentation to present in congress and approved by NSA Board and also the suggestion of FSD will be incorporate there. (By the mid of May 2013)

Phase 2Presentations/Networking:

1. On Behalf of NSA Mr. Sanjay Kr. jha will present a paper in the congress.
2. On the behalf of NSA Mr. Sanjay Kr. Jha will attend the members meeting of ISA.

Phase 3Reporting:

After the congress Mr. Sanjay Kr. Jha will write a report for NSA/FSD/DPOD/ISA.

B.1.2. Which specific issues will be addressed?

The following issues will be addressed through the members meeting and paper presentation; Sustainability and networking with the slogan "friend raising is fund raising"

• Paper presentation on congress about the achivement of NSA and lacking of NSA and a small video clip will be added with english caps and signe language.
• Participation in members meeting.
• Individual meeting with participents/ orgaizations

• Mainly Mr. Sanjay Kr. Jha will participate in the congress but Mr. Jha will also prepare a draft for presentation and all the board members, some general members from Kathmandu district and FSD will provide the feed back and suggestion.

B.1.5. Do men, women and young people have different interests for participation in the activity? How will you ensure that the different needs are taken into consideration and met?

Yes, in the process to finalize the paper presentation there will be at least three female, five young people from Kathmandu district and 11 Board members to provide their own view.

NSA expect to find partners and start networking with international organizations.

In the entire program from the NSA Sanjay Kr. Jha –President and all the Board members are involved in some part like to finalize the presentation and NSA will request to FSD mainly to Mr. Hermann Christmann, Vice President and International Liaison Officer of FSD to provide counselling because he has lot of knowledge about ISA congress.
