PARTICULARS OF EMPLOYMENT

SPECIFIC PURPOSE FULL TIME FINANCE OFFICER

County Roscommon - Ref: (CF/12/14)

The Brothers of Charity Services empower people with intellectual disability / autism to live the lives they choose. Our focus going forward is to form a relationship/partnership with each individual and their family, enabling them to design their own service so that they can enjoy a real meaningful life in a real place with a healthy balance of supports. We wish to create opportunities for people with an intellectual disability to have valued social roles in their communities and to have the chance to form real friendships. In order to assist us to achieve this vision we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.

1.Location

Assignment to Roscommon Services based initially in Roscommon Town. Future developments within the Services may require that you are prepared to transfer to another work location as the service needs demand.

2.Tenure of Employment

This is a specific purpose two year contract due to National Re-structuring. The position is full-time and pensionable. We would like to commence this position immediately.

3.Probation

A probationary period of six months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probationary period may be extended at the Employer’s discretion.

4.Character

Each candidate must be of attested good character and maintain that status during the period of employment.

5.Health

The appointee must be free from any disease or defect which would render him or her unsuitable to hold the position and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. In order to satisfy this qualification any applicant may be required to undergo a medical examination at his or her own expense by a doctor nominated by the Brothers of Charity Services Roscommon.

6.Qualifications, Experience, etc.

Each candidate ideally should possess the following qualifications and experience:

a)A relevant 3rd level qualificationpreferably to degree level e.g. Qualified Accountant, ACA/ACCA/CPA/CIMA.

b)At least three years relevant managerial or supervisory experience to enable him/her to carry out satisfactorily the duties of the post.

c)Experience of managing and developing staff within finance environment (minimum one year).

d)Experience of presenting budgetary and financial matters to senior managers and budget holders.

e)Experience in working with people with an intellectual disability is desirable.

f)A full clean current driving licence and provide his/her own car.

7.Skills and Abilities

  • Excellent knowledge of financial accounting systems and process development;
  • ability to appraise legislation and other guidelines/technical releases;
  • excellent interpersonal and teamwork skills actively involving colleagues across the organisation;
  • excellent self-management skills and the proven ability to meet deadlines and targets (planning and organisation skills / time management skills);
  • ability to engage and communicate with Directors, Senior Managers and the HSE;
  • excellent IT skills, essentially email, spreadsheets, such as Excel and Work Processing;
  • adapts well to change, adjusting priorities as required (ability to analyse, creative and innovative approach to problem solving);
  • ability to work responsibility within a changing environment, to work well on own initiative (ability to encourage, motivate and empower);
  • ability to use systematic approaches to make efficient use of time and manage workload;
  • excellent organisational and communication skills including planning and decision making (persuasive and influencing skills);
  • ability to manage and lead a team to operate successfully (ability to negotiate and liaise with others).

8.Pay Grade

The administration grade VII scale ranges from €47,015 to €61,417 gross basic per annum pro-rata.

9.Hours of Duty

Normal working hours will be 37 hours per week. Starting and finishing times will be notified by the Director of Services. The appointee must be flexible with regard to hours of duty, which will be determined according to the needs of the service.

10.Annual Leave

Annual leave will be 31 days per annum pro-rata.

11.Travel

The person appointed must provide his/her own car and must furnish the organisation with an indemnity from Insurers in favour of the Services. Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty and in accordance with our Travel Policy.

14.JOB DESCRIPTION – Finance Officer

Accountable to:Director of Services or any other person designated by the
Director of Services.

Reports to: Director of Services or any other person designated by the
Director of Services, Board of the Brothers of Charity ServicesRoscommon and other members of the National Team of the Brothers of Charity Services Ireland.

Specific Conditions

  1. A positive attitude towards working with persons with an intellectual disability is a pre-requisite, thus enabling them to have a positive fulfilling lifestyle.
  2. Each person with an intellectual disability must be treated as an individual, at all times acknowledging their personal dignity, according them their full rights and privileges.

Role Description

The FinanceOfficer is responsible for managing the finance team, providing accounting and system support to the finance team.

Principal Duties and Responsibilities

1.Operation of the Finance Department

  • Management of accounts payable andaccounts receivable functions.
  • Management of travel expenses function.
  • Management of payroll function.
  • Provide hands on cover as required for Finance Department staff.

2.Management Accounts

  • Preparation of quarterly management accounts.
  • Ensure that quarterly management accounts are communicated to managers and budget holders.
  • Ensure that managers and budget holders understand and operate within their annual budget and quarterly management accounts.

3.Budget

  • Preparation of annual budget.
  • Ensure that the annual budget is communicated to managers and budget holders (please note the timing of completion of the annual budget is dependent on the timing of the notification of the annual allocation by the HSE).
  • Ensure managers and budget holders understand and operate within their annual budget.

4.Annual Financial Statements and External Audit.

  • Facilitation of interim audit.
  • Preparation of draft year-endfinancial statements.
  • Preparation of audit file and facilitation of final audit.
  • Ensure that all financial regulatory matters are fully complied with.
  • Ensure that all financial matters raised by the auditors (or other regulatory authorities) are followed to completion.

5.Cash Flow Management

  • Cash flow and treasury management including preparation of cashflow projections, anticipation of cashflow requirements and taking of appropriate action.
  • Develop and maintain the bank account register.
  • Maintenance of bank accounts including updating of bank mandates and VISA purchasing card applications.

6.Purchasing of Goods and Services

  • To provide information, policies and procedures to mangers and budget holders to ensure that services engage in effective resource procurement and utilisation having regard for:
  • Value for money principle.
  • Brothers of Charity Services Procurement Policy and Procedures/
  • Public Procurement Guidelines.

7.Service Level Agreement

  • Completion of the service level agreement schedules relating to Finance.

8.Production of Financial Information

  • Preparation of costings and other financial information required.
  • Production of periodic financial statements as required (e.g. by agencies that provide grant funding etc.).

9.Financial Systems and Controls

  • Review and strengthen systems of internal control including documentation of systems.
  • Develop and implement the services financial and accounting policies, procedures and guidelines.
  • Assist in the identification of financial risks facing the organisation and implement policies to give effect to risk management strategies.
  • Visit centres to monitor the implementation of financial and accounting policies and address any financial and accounting issues arising and provide appropriate support to managers.
  • Develop and maintain the fixed asset register.

10.Adult Service Users Personal Assets

  • Review of controls regarding client’s personal assets.

General Duties and Responsibilities of the Post:

  1. Keep up to date with developments specific to financial and accounting matters and the wider service objectives.
  2. Co-operate with and develop effective working relationships with:
  3. members of the senior management team;
  4. other members of the finance department;
  5. all other members of staff involved in the provision of services, and
  6. co-operate with and develop effective working relationships with all relevant government agencies, departments, external agencies and bodies.
  7. Identification and management of risks from accidents / incidents which require reporting to insurers.
  8. Establish and maintain relationships with the individuals who use our services that are based on respect and equality and that promote quality of life.
  9. Maintain confidentiality of information and records.
  10. Having knowledge of HIQA Standards and there relevance to your work.
  11. Ensure that all accidents are reported promptly to the Director of Services.
  12. Attend all training that is offered to you, so that you fully understand and work with all the procedures and guidelines within the organisation with a particular emphasis on those concerned with alleged abuse.
  13. It is your duty to report any concerns you have for the safety and welfare of the clients of the Brothers of Charity Services Roscommon to the Director of Services immediately.
  14. Perform such other duties as may be assigned from time to time by the Director of Services or any other person designated by the Director of Services.
  15. As the duties and responsibilities of any post in the services are likely to change with the ongoing needs of the Service, staff are expected to have a high level of flexibility, and a willingness and an ability to develop new approaches to their work. The context of this post may change as the organisation grows.
