Minutes of the Parish Council Meeting held on Monday 12th December2016 atBraceborough & Wilsthorpe Village Hallat19.30.pm.

Public Forum

Concern was expressed about the number of bags containing dog faeces left or thrown in the dykes along Spa Road, Braceborough.

094/16 MINUTES OF THE LAST MEETING

It was proposed by Cllr. Mrs Burgoin and seconded by Cllr. Kentishthat the minutes of the last meeting held on Monday 7th November2016be accepted. It wasagreed that the Chairman Cllr Kentishsign as a correct record. All agreed.

095/16 CLERKS REPORT

1.082/16 (1) Braceborough-hedge between Walnut Cottage & Village Hall – Cllr Morriss reported that the hedge had been cut back but unfortunately there was still debris at the base. Action Cllr PM.

2.086/16 (2) Clerk has emailed Environment Agency ref- removal of debris in the river glen on the east side of Braceborough bridge. The previous correspondence was March 2015. Awaiting response. Action Clerk.

3.087/16 (1) BT Kiosk consultation – the clerk has written a response noting that the telephones should remain in situ as the mobile signal is generally weak and residents may require the use of phones to summon emergency services. The clerk also noted that the kiosk at Braceborough had not been included in the consultation. Monitor.

  2. The clerk has contacted the supplier of the reactive speed signs direct to obtain a quotation for clamps etc.

It was agreed that Cllrs Kentish & Burgoin sign cheque 408.

It was that there would be no purchase of plates & fixings for the reactive speed sign until Cllr Kentish had obtained another quotation. All Agreed. Action Cllr DK

097/16PLANNING

  1. S16/2608 P Preston, Spa Lodge Farm, Prior approval for erection of lean-to agricultural building. No representation. All agreed. Action Clerk.
  2. S16/2278 Braceborough-Kentish, The Elms, remove 2 Elders, 1 Sycamore, reduce conifer hedge to 2.4m, reduce apple tree, pollard 2 Beech trees to 2.1m, pollard Goat Willow, top Beech hedge to 2.1m and deadwood Acacia & Oak. Work allowed 16.11.16
  3. S16/2477 Colledge, Marstons, Church Lane-removal of 2 coniferous evergreen leylandii trees. Work allowed 01.12.16
  4. Late entries-Project funded S106 money wish list. It was agreed to include a Reactive Speed Sign, Entrance gates to both Villages, Layby between the Village Hall and Ivy Farm House.

098/16 HIGHWAYS -

  1. An abandoned car on the Braceborough Road, Wilsthorpe.
  2. Concern expressed about the poor visibility at the entrance from the Carlby Road onto the Main Road, Braceborough from the Cocked Hat.

099/16 Village Concerns–

  1. It was agreed that a note would be written asking dog walkers to dispose of their animals droppings at home. It was also agreed that this would be placed in the next issue of the Towers & Spires. All agreed. Action Cllr PM/Clerk.
  2. Cllr Shorrock gave a brief report on the events held at the Village Hall and those it hopes to hold in 2017.

100/16 CORRESPONDENCE

  1. LCC-self-help and aid in winter conditions. Placed on noticeboards etc.
  2. Langtoft Church – fund raising evening.

101/16 REPORTS FROM OUTSIDE BODIES

  1. C.Cllr Martin Trollope-Bellew reported that the County had decided not to go ahead with the Devolution of Greater Lincolnshire. He also reported that there may be an increase in council tax 2017 to help fund Social Care Services.
  2. D.Cllr Dobson reported that South Kesteven had also decided not to progress with devolution. He also reported that the district carparks had received an award.

Finally they both withed councillor’s and clerk a Happy Christmas & New Year.
