CALL TO ORDER:

First Selectman Kervick called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE:

The Pledge of Allegiance was observed.

First Selectman Kervick reminded everyone that Public Input would be limited to 3 minutes per person.

PUBLIC INPUT: None.

APPROVAL OF THE NOVEMBER 1, 2016 REGULAR MEETING MINUTES:

Selectman Balboni moved to approve the November 1, 2016 Regular Meeting Minutes as presented. Selectman Kervick seconded the motion. The vote was two in favor (Selectmen Kervick & Balboni), and one abstention (Selectman Hill). Motion carried.

CORRESPONDENCE: None.

OLD BUSINESS:

a. Police Officer Retiree Health Insurance Benefits

The Town is obligated to pay 100% of the health insurance premium for the police retirees subject to the December 12, 2012 Employee Retired Incentive Program and the August 29, 2016 Agreement with former Captain DeGray for the remaining term of those contracts. Now that the only insurance plan available to these retirees is the high deductible HSA Plan, the unresolved issue is whether to fund the deductible. The contracts are silent on this issue. Projections show that the Town would still realize a savings if 100 percent of the deductible was deposited into each of the retirees HSA accounts.

The matter was brought before the Board of Finance for review but no action has yet been taken, nor advice given.

Discussion followed and it was noted that, as for current police officers, the Town will contribute 100% of the deductible to the employee’s HSA for the last year, and 50% per year thereafter.

Selectman Balboni moved that the Town will continue to provide 100% of the retired police officers insurance premium that are currently under contract with the Town, and that the Town would also reimburse 100% of their deductible up to the policy limits ($2,000.00/individual - $4,000.00/family), upon submission to the Town of proof of deductible expenses, for the remainder of their contracts. Selectman Hill seconded the motion. All were in favor. Motion carried.

b. Update on Town Vehicle Policy

Selectman Balboni is continuing to work on the Policy, however her thought was that she didn’t feel that anyone should be driving a Town vehicle home unless it’s contractual. Although some possible exceptions should be considered. Human Resources will research other towns to see what their policies are.

c. Update on Employee Handbook

The Human Resource Director has completed her review of the suggested comments and changes and has forwarded them to the Town Labor Attorney for comment.

NEW BUSINESS:

a. Adopt Region 3 Homeland Security MOA Resolution

The Board of Selectmen are being requested to adopt the following Resolution as an annual requirement for Emergency Management to be able to share the Town’s emergency information with the State of Connecticut.

RESOLVED, that the Town of Windsor Locks may enter into with and deliver to the State of Connecticut Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate; and

FURTHER RESOLVED, that J. Christopher Kervick, as First Selectman of The Town of Windsor Locks, is authorized and directed to execute and deliver any and all documents on behalf of the Town of Windsor Locks and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.

Selectman Hill moved to adopt the MOA Homeland Security Resolution as presented. Selectman Balboni seconded the motion. All were in favor. Motion carried.

APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS: None.

TAX REFUNDS:

Selectman Hill moved to approve the November 15, 2016 Tax Refunds in the amount of $26,117.81 with Selectman Balboni seconding the motion. All were in favor. Motion carried.

A copy of the November 15, 2016 Tax Refunds is attached to these Minutes as Schedule A.

A Town Meeting will need to be scheduled to transfer funds to cover the prior year’s tax refunds that have been submitted over the last few months.

PUBLIC INPUT:

Norm Boucher, 115 Bel-Aire Circle – spoke to a recent burglary at his home, blight in his neighborhood, and the road construction taking place on Bel-Aire Circle.

Bob Charrette – inquired on trimming the curbing around the drainage area by houses.

Selectman Kervick stated that the Blight Officer is working on “Version 3” of the Blight Ordinance. He urged Mr. Boucher to file a Blight Complaint for any properties that he felt were in violation in his neighborhood.

Paul Harrington – suggested that a Holiday get together be planned for all employees and all of those that serve on Boards/Commissions as a “Thank-You” for their services to the Town.

SELECTMEN’S COMMENTS: None.

COMMENTS – FIRST SELECTMAN:

● The property at 252 Main Street (John’s Shoe Repair/Old Post Office) has been foreclosed on.
The new owner is interested in developing the parcel.

● A Credit Enhancement Agreement (CEA) has been submitted by Beacon for consideration by the Board of Selectmen.

● Windsor Locks is still being strongly considered as a site for a casino. Two properties are being
looked at.

● The Selectmen reviewed the proposed meeting dates for December (December 6th & December
20th)

● The State will not be removing the traffic signal at the corner of Main & Elm Streets.

A motion to adjourn the meeting at 6:57 p.m. was made by Selectman Hill and seconded by Selectman Balboni. All were in favor. Motion carried.
