BLIND MURDERS SOLVED BY ARRESTING CONTRACT KILLERS.
A Team of Special Cell led by Inspr Subhash Vats under the supervision of Sh Bhisham Singh ACP/NDR apprehended two desperate criminals of Jaggu Pehalwan gang,a western UP contract killer, namely1) Naveen Kasana (aged 25 years) r/o Vill Jawli PS Loni, Ghaziabad & presently residing at U-283 Dilshad Garden, Delhi, 2) Udaiveer Singh @ Bhola (aged 24 yrs) r/o Sahibabad, Ghaziabad, a native of Etawa, UP. One motorcycle and a .32 bore pistol with 4 live cartridges have been recovered from their possession. With the arrest of duo, a blind sensational double murder case of Gurgaon which occurred on 26.06.2011 have been worked out. Apart from this both of them were also involved in a daylight dacoity of GTB enclave on 07th May 2011 at PS GTB Enclave Delhi. Navin is also wanted in a murder of Ballu which occurred on 3rd Jan’2011 and registered vide FIR No. 162/11 U/S 364/302 IPC PS Welcome, Delhi.
On 26.06.2011 at 9.30 pm two persons namely Rajkumar@ Raju and Dharmender Tanwar@ Dharmee were killed near Village Rithoj, PS Bhondshi in Gurgaon. There were gunshot injuries on the person of both of the deceased. Alto car in which the deceased persons were travelling was found abandoned on the spot. The criminals fled from the spot after the commission of crime. There was no clue in this blind double murder.
An information was received in Special Cell that the criminals who were involved in GTB enclave dacoity were also involved in the Gurgaon double murder case. On this specific information both the above mentioned criminals were apprehended on 29.06.2011 at 4.25 PM from Gazi Pur Delhi after stiff resistance by a team led by Inspr. Subhash Vats.
Double murder in Gurgaon
Interrogation of both accused persons revealed that on 26.06.2011 the gang leader Jagmender @ Jaggu Pehalwan who was hired by a councillor in Gurgaon namely Virender @ Binder for the murder of a group of criminals whom he suspect were involved in attack on him. An attempt on the life of Virender @ Binder took place in the recent past and he received five gunshot injuries and a case FIR No 294 dt 27.04.2011 u/s 302/307/34 IPC PS Gurgaon City was registered in this regard. Virender @ Binder’s associate Anil Kakran was murdered in this attack. Virender had suspicion that rival group of Sandeep Gharoli and Ashok Rathi are behind this attack. He contacted western UP contract killer namely Jaggu Pehalwan to eliminate the group. He advanced supari in this regard to Jaggu Pehalwan. A deal was reached and for each murder Rs 5 lacs were to be given. Jaggu prepared his gang members for this nefarious deal and took Rs. 10 lakh for the double murder.
The first target as per contract with Binder was chosen on 26.06.2011. All the four members of the group including Jaggu Pehalwan, Naveen, Udaibir@ Bhola and Arvind Tyagi assembled in DilshadGarden and started from there in a scorpio car. One Giriraj, a criminal of Gurgaon, who recently came out on parole and one of his associate were to be murdered on that day. Jaggu was known to them as he met them in Bhondsi jail. Jaggu asked them to came and meet. On reaching Gurgaon Jaggu made a call to the two persons who were known to jaggu already. They were assured by Jaggu to suppy them country made pistols. Both of them however said that they could not come today i.e. 26.0611and asked Jaggu to hand over the country made pistols to Dharmender Tanwar who is their associate.
Then Jaggu called Dharmender Tanwar@ Dharmee. Dharmee came with his associate Rajkumar@ Raju. They consumed alcohal in a farmhouse and then started from there. As per plan Jaggu and Naveen sat in the Alto car driven by Dharmee. Naveen was on the front seat with Dharmee and Jaggu was with Rajkumar on the rear seat. Naveen first of all killed Rajkumar in the alto car itself. When Dharmee objected to it and tried to run away, he was apprehended and was killed on the spot. Naveen and Jaggu initially fired on both of them. Then Udaibir @ Bhola who following in the scorpio with Arwind Tyagi alighted from the scorpio and shot Dharmee. After the commission of crime they fled from the spot.
Abduction & Murder in Delhi
Accused Naveen is also involved and wanted in murder case of PS welcome Delhi. In this case one Sumit @ Ballu r/o Babber Pur, Shahdara was murdered by Naveen and his associates namely Neeraj Arora and Appu on 3rd January 2011.A case FIR No 162/2011u/s 364/302 IPC PS welcome was registered in this regard. On 3-01-2011 Naveen (accused) along with his associate Niraj Arora r/o Ashok Nagar and one Appu picked up Ballu @ Sumit (deceased) from his house at Babbar Pur on the pretext of going to Haridawar in the Safari car of Neeraj. Neeraj along with Naveen had planned to kill Ballu as Ballu reportedly had illicit relations with the wife of Neeraj. En-route to Haridwar they took drinks and thereafter Neeraj and Ballu had heated arguments. At a deserted place on the highway in the area of Mansoorpur, near Muzaffar Nagar U.P. Neeraj stopped the car, Neeraj and Ballu got out of the car and started fighting. In the meantime Naveen also came out of the car and caught hold of Ballu and pulled him towards the car. Thereafter they both shot Ballu dead and to ensure that body of Ballu was disfigured they drove the car over his body twice.
A case vides FIR No.4/11 u/s 302/201 IPC was registered at PS Mansoorpur, Distt. Muzaffar Nagar, U.P. on 04.01.2011. On 16 January 2011 a missing report was lodged at PS Welcome, Delhi by the father of deceased Ballu. Subsequently on 14.02.11 with the help of NCRB the body recovered at Mansoorpur was matched with the missing report and thereafter the investigation of the case was transferred from PS Mansoorpur to PS Welcome, Delhi. A fresh FIR No 162/11 DATED 3.05.11 U/S 364/302IPC PS Welcome Delhi was registered and investigation was taken up.
Day light dacoity in GTB Enclave
On 07th May 2011 a dacoity occurred when one Sanjay Chauhan r/o Shahdara Delhi was going on his motorcycle carrying Rs.3,70,000/- received on account of payment from clients of the Copper factory in which he was working. At about 7.00 pm when he reached near SDNHospital towards Jhilmil Colony he was over taken by a Skoda Car and inmates of the vehicle robbed him at gunpoint.In this case three accused namely 1) Anoop (aged 41 years) r/o PS Sahibabad, Ghaziabad & presently residing at Mandoli, Delhi, 2) Udaiveer Singh @ Bhola (aged 24 yrs) r/o Sahibabad, Ghaziabad UP and 3) Mahesh (aged 35 yrs) r/o Nand Nagri, Delhi were arrested while Navin absconded and was the main accused in this case.
Virender@ Binder s/o karan Singh initially won election as an independent candidate and later on supported congress candidate, who has been elected as Mayor of Gurgaon. Binder is a native of village Pabla, Distt. Bagpat,UP, later on shifted to Gurgaon, having about 10 criminal involvements including Murder cases. As per record available he alongwith his two associates committed murder of one Rajesh, a restaurant owner in 2006 Vide FIR no.421/2002, PS City Gurgaon, On 15-01-06 he along with his associates killed One Sunil Malik , a property dealer vide FIR no. 52/06 PS City Gurgaon, On 23.03.2006 he along with his associates killed Ms Sangita w/o Rajesh, Vide FIR No.254/2006, PS City Gurgaon, Further record is being collected.
Joginder @ Jaggu Pehalwan s/o Dharamvir Gujjar r/o Vill Nithora PS Loni Ghaziabad UP is having 27 previous involvements including cases of murder, attempt to murder, robbery, extortion, NSA & Gangster Act etci n Delhi, UP, Haryana. He is a contract killer of Western UP and running a gang in the NCR. In Delhi he was involved in a case of murder vide FIR No 523/07 u/s 302 IPC PS Sarojini Nagar Delhi.
Special Cell is having track of Jaggu Pehalwan gang since year 2009, when Jaggu alongwith his associates has committed murder of one Amit Bhardwaj in the area of PS Sahibabad Ghaziabad UP. A case FIR No 2108/09 U/S 302 IPC PS Sahibabd Ghaziabad registered in this regard. Amit Bhardwaj was a member of their rival gang led by Dinesh Giri. He was recuperating in Nand Lal hospital in Sahibabad, when he was murdered. All the members of Jaggu Pehalwan were also involved in this case. The case was also cracked by special Cell.
Further investigation is in progress. Gurgaon Police has been informed about this arrest. A list of criminal cases against the accused is enclosed.

RACKET OF FAKE SURETY PROVIDERS BUSTED : KINGPIN “GOLU JAMANATI” ALONG WITH HIS ASSOCIATE AND ADVOCATE ARRESTED
With the arrest of three accusedRam Avtar @ Hari Chand @ Golu Jamanti (48 years) s/o Udai Ram r/o A-532, near Hostel Sangam Vihar, New Delhi, Advocate Pradeep (32 years) s/o Manmel Singh r/o B-372, West Vinod Nagar, Delhi and Manmeet Singh(27 years) s/o Harpreet Singh r/o 995, 2nd floor, Dr. Mukherjee Nagar East, Delhi, staff of PS Saket, South District police has unearthed a “Fake Surety Racket” being run in various Courts in Delhi. Two computer sets used in preparing fake documents to be presented in the courts, printer, fake IDs of DTC, etc. have been recovered.
INCIDENT / BRIEF FACTS :
The Surety bonds in favour of accused Dev Thakur and Amar Singh in case FIR Nos. 18/11 P.S. Defence Colony, 13/11 P.S. Lodhi Colony and 16/11 Safdarjung Enclave had been presented in the hon’ble court to seek bail. The hon’ble court sent these surety bonds for verification and asked for the report from the concerned SHOs. The report received from all the SHOs disclosed that surety bail bonds presented in the hon’ble court are fake and bogus. Accordingly, on the observation made by the hon’ble court, a case vide FIR No. 189 dated 09.06.11 u/s 420/468/471 IPC PS Saket was registered and investigation taken up.
INVESTIGATION :
In order to apprehend the accused persons involved in the racket of providing fake sureties, a team consisting of SI Porsun, ASI Anand, HCs Satender, Billoo Singh, Ajeet Singh, Rajender, Consts. Prakash, Raj Kumar and Umesh under the close supervision of Inspr. Rajender Singh, SHO/Saket and Ms. Anita Roy, ACP/Hauz Khas was formed. The team visited various courts and developed intelligence regarding the persons who had been involved in similar type of rackets earlier and who had been involved in ill reputed advocates working on their behalf.
On 28.06.11, on receipt of specific information,accused Ram Avtar @ Hari Chand @ Golu Jamanti was arrested from outside Saket Court Complex while he was striking a deal with a new client. At his instance, his associatesAdvocate Pradeep and Manmeet Singh were arrested and recovered computer, printer and other incriminating material from the shop of accused Manmeet i.e. Shop No.46, Civil Side, Tis Hazari.
INTERROGATION:
On sustained interrogation, accused Ram Avtar @ Golu Jamanati disclosed to have provided fake sureties in around 80 cases. He further disclosed that earlier, he was arrested in 10 casesfor presenting fake sureties registered in PSs Subzi Mandi, Tilak Marg and Greater Kailash and he remained in jail for more than 4 years. The details of other cases in which he was arrested and cognizance had been taken by the court against him are being collected. In the present case, he along with Advocate Pradeep had presented bogus surety for accused Dev Kumar and Amar Singh involved in three cases of robberies and auto thefts registered at P.S. Lodhi Colony, P.S. Defence Colony and P.S. Safdarjang Enclave in Saket Court. In the instant case, accused hadpresented himself as Hari Chand.
It is worth while to mention that he had also given bogus surety for Aftab Ansari in past in case FIR No. 80/02 dated 19.4.2002 u/s 191/193/205/419/420/469/471 IPC P.S. Subzi Mandi. He is renowned as “Golu Jamanati” in court circle and having close and intimate relationship with a few Advocates. Further investigation is on to probe into the role of other Advocates.

He works as typist in Tis Hazari Court. He used to present fake IDs/documents in the courts to get the accused released on bail from the court.

ALERT PICKET STAFF APPREHENDED DESPERATE CRIMINAL AND RECOVERED BUTTON ACTUATED KNIFE
Alert picket staff of PS Malviya Nagar apprehended a desperate criminal namely Vinod Kumar @ Galkata(39 years) s/o Om Prakash r/o Red Flat, Anangpur Dairy, Devi Shahi Market, Sector-37, Faridabad, Haryana, who is previously involved in more than 10 criminals cases including murder, rape, etc. and recovered a button actuated knife from his possession.
BRIEF FACTS / INCIDENT :
On 28.06.11, in order prevent the incidents of snatching / M.V. theft, a picket was set up at S.L.House, Malviya Nagar and HC Sanjeev No. 1861/SD, HC Rama Krishnan No. 505/SD, HC Genida Lal No. 3124/SD and Ct. Rakesh No. 1416/SD were conducting checking of vehiclels. During checking at about 4.45 PM, they noticed one person coming from PanchsheelPark side in suspicious condition. On seeing the checking by police, he started walking briskly and tried to flee away from the spot. But the alert picket staff overpowered him after a minor chase. On search, a button actuated knife was recovered from his possession. On enquiry, he revealed his identity as Vinod Kumar @ Galkata r/o Faridabad. Accordingly, he was arrested and a case vide FIR No 247/11 u/s 25 Arms Act PS Malviya Nagar was registered and investigation taken up.
INTERROGATION :
On sustained interrogation, accused disclosed to have previously involved in various cases including murder, rape, etc. of South-East, South and West Districts. He further disclosed that he had come to meet one of his associates who had supposed to come in Saket Court for hearing but he did not come. Thereafter, he left Saket Court and was looking for a soft target so that he could commit a loot before leaving for Faridabad.

Vinod Kumar @ Galkata(39 years) s/o Om Prakash r/o Red Flat, Anangpur Dairy, Devi Shahi Market, Sector-37, Faridabad, Haryanais a school dropout. He originally belongs to Mathura, UP. Earlier, he was residing in Delhi and was externed. He is previously involved in the following cases :

DESPERATE BOOTLEGGER AND PROCLAIMED OFFENDER IN 5 CASES OF EXCISE ACT ARRESTED
Staff of PS Malviya Nagar apprehended a desperate bootlegger and BC of PS Ashok Vihar namely Pardeep Kumar s/o Shibu Lal r/o Jhuggi No. A 110,UdhamSinghPark, Ashok Vihar, Delhi, who was declared PO in five cases of Excise Act.
INCIDENT / BRIEF FACTS :
In order to apprehend wanted criminals involved in various heinous crimes and proclaimed offenders, a team consisting of HC Suresh No. 1830/SD, HC Hansraj No. 568/SD, Ct. Rajender 1855/SD, Ct. Rajesh Kumar 1512/SD was formed under the supervision of SHO/Mavliya Nagar who worked relentlessly and deployed sources to develop the information about such accused persons, which finally brought good results.
