I – SPECIFIC CONDITIONS

1 – PURPOSE OF THIS TENDER

Lease of a property to serve as the offices of the Consulate General of the Republic of Argentina in the city of Hong Kong, PEOPLE'S REPUBLIC OF CHINA.

2 - HOW TO SUBMIT BIDS

The bid must be submitted in an envelope or tightly wrapped package designated as "SINGLE ENVELOPE" and in its covering will be written the following information:

3 – CONTENT OF THE BID

The bid must be drafted in ENGLISH.

The erasures, amendments, scrapings or any blank lines, if any, should be properly signed by the signatory of the offer.

The bid must be signed on each and every page by the bidder or their legal representative

The bid must contain the following information:

3.1 Full Name/name and surname, address, telephone number, fax number and e-mail address of the bidder, where all the notifications to be done are valid.

3.2 Quotation sheet form must be completed and signed in accordance with Annex A hereof.

3.3 If the offer is signed and presented through a legal representative, a copy of the granted power or the documents proving on which status the such representative can sign the proposal must be attached

3.4 Description of the offer. The bid must contain a detailed description of the property according to the details of the Technical Specifications.

3.5 The proposal must be maintained for a period of thirty (30) calendar days. This period shall be extended automatically for an equal period, unless the bidder expressly manifest his will on not to renew it. In the latter case, he should send the notification with a minimum anticipation of ten (10) running days from the expiration of each period.

3.6) A draft of the “LEASE CONTRACT ” has to be provided, it will have to include the following conditions:
a) Term of lease.
b) The currency of payment
c) Monthly amount of the rent.
d) Form of payment.
e) Deposit in guarantee.
f) Indicate the services included in the total amount of the rent.

The bidder will have to bear in mind that the Representation will be able to request, during the period of analysis of the offer, clarifications on some detail of the service, including the presentation of complementary papers, without it representing additional or causal cost of any claim to the Representation. The presentation of the offer implies, on behalf of the bidder, the full knowledge and acceptance of the clauses that govern the present tender and the interpretation of its exact scope, and must present the Sworn Declaration as found in ANNEX B, here below enclosed.

4 – QUOTING METHOD

The bid will be presented as part of the proposal and it will have to be signed by the bidder or its legal representative.
The quotation will be expressed in HONG KONG DOLLARS.
The quotation will have to show the total price of the line, and the total bid of the offer, expressed in letters and numbers. If the total of the offer expressed in numbers was not corresponding to the total expressed in letters, the last one will be taken as the quoted price.
Any other error in the quoted total denounced by the bidder or detected by the contracting organism before the awarding, will produce the rejection of the offer.
In the cost, the bidder will have to include such concepts as: deposit in guarantee, real estate commission, taxes, and any others item that could affect the final value of the contract and that should be paid by the Representation.
The bid will have to be expressed in the Quotation Sheet that is part of the present tender as ANNEX A, it will have to be presented as part of the proposal and will have to be signed by the bidder or its legal representative.
The total price quoted in the mentioned Quotation Sheet will be the final price that will pay the Representation under any concept.

5 – OPENING OF BIDS

At the date and time established, bids will be opened in a public meeting, in the presence of the officers appointed to that end and of any persons wishing to attend the meeting. The relevant record will be drafted and signed by all acting officers, as well as by any bidders or interested parties present and wishing to do so.

6– REVIEW OF BIDS

The evaluation of the bid will be made by the Direction of Procurement and Contracting and the General Office of Infrastructure, Services and Property Management of the Ministry of Foreign Affairs and Worship of the Argentine Republic.During the bid review period, bidders may be requested to rectify any amendable errors or omissions in their bids. Bidders may not amend errors or omissions in any way that alters the substance of their bid or improves it in order to gain advantage over other bidders.If a bidder fails to act upon the rectification request within the term established, that bid will be deemed abandoned.

7– AWARD

The successful bidder will be notified of the award, by any of the following means: email, fax, direct access to the relevant file by the bidder or their legal representative.

8 – TERM OF PAYMENTS

The payment of rent will be paid in accordance with the provisions of the lease agreement.

II – TECHNICAL SPECIFICATIONS

NECESSARY CONDITIONS

1) AREA:

1. 1) – A rentable area of approximately 235 square meters.

2) LOCATION:

2.1) It must be located in the same building where the Consulate is at the moment.

3) CONDITION OF THE PROPERTY:

3.1) The building could be newly released or recycled / renovated, which will have to guarantee the perfect functioning of the existing facilities (water, gas, electricity).

3.2) The building will have to offer perfect conditions of conservation, that will allow its immediate occupation, within THIRTY (30) days of signing the contract.

4) INSIDE DISTRIBUTION:

4.1) The proposed building will have to count with divisions, that should allow to use an area next to the access of the building for waiting and attention to the public, a reception area, a meeting room, a conference room, a minimum of SEVEN (7) spaces, for offices, one space for the Server, and an open area

4.2) Provide space and sanitary services for both genders.

5) FACILITIES:

5.1) It has to indicate what facilities and characteristics are there in the building (Individual Air Conditioning, Centralized Air Conditioning, heating, fire system extinction, information network, telephony, CTV, power unit, access control, safety camera, alarms, etc.).

6) FURNITURE:

6.1) Tenders must be properties without furniture.
