Position Summary

The assistant General Manager is an administrative position that assists the General Manager by providing services that support and facilitate coordination and cohesiveness in the efforts of all departments. This is management/professional engineering work responsible for activities associated with water and electric systems operation, planning and development. Any person employed in this position shall reside within the designated residency limits of McPherson.

Education and Experience Requirements

Applicant must have a bachelor of science in engineering degree from a four-year college, plus four years of increasingly responsible administrative experience. This employee must possess a valid Kansas Driver’s License. Preference for employee to maintain a professional engineering license in the State of Kansas.

Essential Functions

  • Plans, delegates and evaluates the work of clerical, administrative and/or technical support staff providing a variety of services.
  • Prepares, oversees and/or administers engineering plans, system design, work orders, contracts, and cost estimates for system additions or modifications.
  • Provides analysis, evaluation, engineering and design for additions/modifications to BPU facilities to ensure safe, reliable, efficient and economic operations.
  • Evaluates, develops, modifies and/or implements departmental financial and administrative support processes and procedures.
  • Monitors and ensures compliance with organization level policies and procedures and initiates change as needed.
  • Complete understanding of rates and their calculation.
  • Analyzes and summarizes information as needed to support the utility in project planning and/or responding to public issues.
  • Coordinates special projects involving multiple departments.
  • Performs or supervises system requirement forecasts, distribution network flow analysis, and special studies.
  • Acts as the utilities NERC compliance officer and insures all NERC requirements are being met.
  • Prepares detailed engineering reports/analyses of water and electric operations/facilities.
  • Makes complex engineering computations and solves complex engineering problems.
  • Possesses considerable contract development and negotiation skills.
  • Responds to customer complaints.
  • Interacts with commercial and industrial customers to determine necessary electrical and water service.
  • Assumes General Manager duties when appropriate
