Annual Inspections: Biosafety

To maintain and enforce compliance with the various regulations and the mission of this plan, annual inspections shall be performed under the jurisdiction of the Institutional Biosafety Committee of any and all laboratories which operate within the scope of this document. The inspection will comprise of a written checklist, located in the appendices of this document and will become part of a permanent compliance record for the lab which is subject to be viewed during federal compliance inspections. In addition to inspections, all SOP’s will be evaluated annually to ensure continuity and compliance.

Inventory Reviews

For labs which use regulated materials and based on the outcome of a Threat Assessment Matrix (TAM) are required to keep an active inventory log of those materials shall conduct a quarterly inspection with the lab PI. An annual inventory inspection will be performed by EH&S to ensure all inventory quantities are reconciled appropriately.

Fire Inspections

All State facilities are subject to annual inspections from the Deputy State Fire Marshal of Cal Fire. These inspections are performed under the jurisdiction of the Code of Federal Regulations, California Code of Regulations, Fire Code, Building Code, Electrical Code, and NFPA. Reports are issued by the State Fire Marshal’s office where they are assigned to EH&S for dispatching. EH&S is responsible to dispatch violations to all responsible departments and to close out open violations by communicating with department contacts.

HazWaste Inspections

HazWaste inspections are performed by EH&S or the PI on a biennial basis and focus on all facilities which accumulate, process, store or generate any known quantities of hazardous waste. The inspections are performed to ensure that all applicable areas remain in compliance with local, state and federal laws regarding the generation, accumulation, storage and processing of hazardous waste. These areas include topics such as proper labeling, proper storage facilities, current training records etc.

Safety Inspections

All lab areas are subject to general lab safety inspection performed by EH&S or a qualified department representative. Inspections should be inclusive of all areas where functional hood systems and showers are present as well as any storage areas and offices. It is prudent to also conduct general safety inspections on classrooms as well. For inspection forms and guidelines, please contact EH&S. A qualified individual should be selected and declared to EH&S as an inspector of record. An electronic inspection document or report should be submitted to EH&S within 1 (one) week of the inspection.
