2.DECLARATIONS OF INTEREST

2.1Richard Brodie declared an interest in the applications from the Annan Harbour Action Group for grant funding contained in item 6 by virtue of his membership of the Group and left the meeting during discussion of the application relating to Annan Harbour Improvements.

4.PERFORMANCE REPORTING EDUCATION SERVICES – Report by Head of Strategic Support (East) and Head of Strategic Support (West)

Decision

NOTED

4.1performance information at Annandale and Eskdale Area level;

4.2school meal uptake in the area;

4.3that Dumfries and Galloway Education Service were in line with national timelines for implementation of Curriculum for Excellence and that staff throughout the region had embraced the changes on the whole;

4.4that attainment data had been collected for primary 7 pupils and would be collected for other age groups to enable benchmarking and focus on areas for improvement; and

4.5that Moffat Academy pupils had entered a National Spelling competition and wished them well.

AGREED

4.6that school by school performance information is available on the Dumfries and Galloway Council website and to request that a summary of that information be included in future reports; and

4.7the request that Education Services research the possibility of funding cross border transport to further education establishments in England and whether transport links to colleges had an effect on take up of college places in Dumfries and Galloway;

5.PERFORMANCE REPORTING COMMUNITY SERVICES – Report by Service Manager Community Services Annandale & Eskdale and Service Manager Community Services (Area Framework) Annandale and Eskdale

NOTED

5.1the overall performance of Community Services;

5.2that the Council’s policy was to develop three year Business Plans and that the Business Plan including Key Performance Indicators was in the process of being developed;

5.3that the Council had bank hours in the new schools in the area and that this facility should be utilised to the full;

5.4that 26 organisations were receiving support from Community Learning and Development and agreed the request for a definition of support and a breakdown of the number of hours given in support;

5.5WELCOMED the report and progress to date in tackling anti-social behaviour in Lockerbie and Lochmaben;

5.6CONGRATULATED Leisure & Sport staff on their nationally recognised good practice and exemplary performance; and

5.7to recommend to Policy and Resources Committee to review policy on event sponsor’s publicity to encourage and maximise sponsorship opportunities;

5.8to request a breakdown of information on Acceptable Behaviour Agreements (ABAs) and Acceptable Behaviour Contracts (ABCs) into under and over 18 age groups with details what kind of behaviour warranted ABAs and ABCs;

6.AREA COMMITTEEDISCRETIONARY GRANT BUDGET 2012/13 – Report by Service Manager Community Services (Area Framework) Annandale and Eskdale

Decision

6.1NOTED the funding available for disbursement in 2012/13 and balances remaining in top sliced budgets;

AGREED

6.2to grant funding to applicants contained in Appendices 1 and 2;

6.3to consider each application and award funding from the Gala Budget based on previous years’ awards and to grant funding to those applications contained in Appendix 3on that basis; and

6.4NOTED the request for a report to be brought to a future meeting on criteria and budgets for galas.
