DESIGN-BUILD CONTRACT

OF NA’OUR WASTEWATER TREATMENT PLANT

CONTRACT NO: 22/2016

  1. The Government of the Hashemite Kingdom of Jordan has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of USD 46,031,000 including contingency toward the cost of Design-Build Contract of Na’our Wastewater Treatment Plant and intends to apply the proceeds of this loan to payments under the contract for Contract No.22/2016.
  2. The Project Executing Agency through Government Tenders Department now invites sealed bids from eligible bidders for Central Tender No 22/2016 “Design-Build Contract of Na’our Wastewater Treatment Plant”.
  3. Brief Description of the works, but not limited;

1)Design and construction of a Wastewater Treatment Plant, a capacity of 17,000 m3/day of domestic wastewater to serve the Wadi Essir and Na’our sewerage catchment area in south west of Amman;

2)Design and construction of transmission pipeline by siphon from Na’our area to the WWTP.

  1. Bidding will be conducted through Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria.

1)The bidding is open for Bidders from the Republic of Korea.

2)The bidders shouldenter into a JV/Consortium with the Korean consultancy firm with experience in design of wastewater treatment plant.

3)The Bidders should have been successfully completed at least 1 (one) design-build or EPC/Turnkey contracts for water supply and/or sewerage works with contract value not less than USD 10,000,000 each, during the last 10 (ten) years prior to the bid submission deadline.

4)The Bidders should have been successfully completed at least 3 (three) construction contracts for similar works with contract value not less than USD 10,000,000 each, during the last 10 (ten) years prior to the bid submission deadline.

5)The Bidders should have been successfully completed at least 1 (one) overseas (outside Korea) construction contracts for at least last 10 (ten) years prior to the bid submission deadline.

6)The Korean consultancy firm should have been successfully completed at least 1 (one) design contracts for similar works with contract value not less than USD 500,000, during the last 10 (ten) years prior to the bid submission deadline.

7)Similar works means works of wastewater treatment plant with 10,000 m3/day or larger capacity.

  1. Interested eligible Bidders may obtain further information from Government Tenders Department and inspect the bidding documents at the address below from [8:30-15:30] Jordan local time.
  2. A complete set of bidding documents may be purchased by the Bidders at the address below starting from [Thursday 11thFebruary 2016].and upon payment of a nonrefundable fee of JOD 1,000. The method of payment will be [cash]. The document should be collected by an Authorized representative. The last day for purchasing Tender Documents by the prequalified Contractors is [Wednesday 17thFebruary 2016].

The bidders shall note that the GTD cashier’s office close at 12:30 pm, therefore payments for purchasing bids can be made no later than 12:00 pm.

  1. Bids must be delivered to the address below at or before[12:00 hours Jordan local time on Wednesday 30thMarch 2016].They will be publicly opened at 13:00 hours Jordan local time the same day. The Bidders can attend the opening session or follow up the opening session directly transmitted audio video at GTD official website. Late Bids shall be rejected and returned unopened.
  2. The Bidders shall provide as part of its bid, in a separate envelope, an unconditional bid security in the name of “His Excellency the Minister of Public Works and Housing in addition to his post” in the amount ofUSD 1,200,000. The bid security shall comply with requirements stated in the Bid Documents. Any bid that is not accompanied with an enforceable and compliant bid security shall be rejected as non-responsive. Certified checks shall not be accepted.
  3. The Water Authority of Jordan will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
  4. A site visit will be held on [Sunday 21 February 2016].Interested Bidders are requested to assemble in the Fifth Floor WAJ/Amman office-Wastewater and Sanitation Affairs at [9:00 AM on the said date].
  5. Inquiries related to the bidding documents shall be sent to the Chairman of the Central Tenders Committee in writing fax or e-mail to the above mentioned address before [Wednesday 16h March 2016]. Other means of communications will not be considered,

Interested Bidders are requested to follow up the issuance of any addenda to the bidding documents or answer to inquires through GTD web site mentioned above. The said addendum should be collected from GTD offices by an authorized representative.

  1. A valid One Original, Three hard copies and One Soft copy of the Technical Proposal shall be placed in a sealed envelope clearly marked “Technical Proposal”. Similarly, a valid original and all 3 copies and the soft copy of the Price Bid shall be placed in a sealed envelope clearly marked “Price Bid” followed by the name and Number of the assignment. In addition to the Bid Guarantee in original form shall be placed in a separate sealed envelope clearly marked “Bid Guarantee” followed by the name and Number of the assignment. The envelopes containing the Technical ,Financial Proposals ,and “Bid Guarantee shall be placed into an outer envelope and sealed. endorsed: Confidential / Tender Documents for Central Tender No 22/2016 for “DESIGN-BUILD CONTRACT OF NA’OUR WASTEWATER TREATMENT PLANT”

  1. The Employer reserves the right to accept or reject any proposal and reject all offers or cancel the Procurement process at any time, without thereby incurring any liability to bidders.
