AMBLE TOWN COUNCIL – PLANNING COMMITTEE 11th June 2013

Minutes of a Meeting of Planning Committee held on Tuesday 11th June 2013at 6.30pm in The Council Office, The Quayside, Amble.

1. PRESENT:CllrsMiss Morrison (Chair), Mrs Dargue, Mrs Lewis and Weir together with theClerk,Miss E Brown.

Karl Brunton of the Amble Marina Ltd was present to give a presentation on 13/01349/FUL – Amble Marina Ltd

2. APOLOGIES: Cllr Rev. Nicholson – other commitment, Cllr Hinson - Holiday. It was RESOLVED that the apologies be accepted.

6. COMMUNICATIONS/QUESTIONS FROM THE PUBLIC:

6.1: Proposed changes to the planning system – The Clerk detailed the changes which came into effect from 30th May relating to the need for planning permission for:

  • Single storey rear extensions
  • Conversion of offices to residential use
  • Conversation of agricultural buildings to shops, business use, cafes/restaurants, hotels or leisure use
  • Temporary/flexible uses for 2 years

Clarification was required on whether single story rear extensions were based on the original structure pre any existing extensions.

7. PLANNING APPLICATIONS:

7.2: 13/01349/FUL – Amble Marina Ltd, Amble, NE65 0YP – Extension and re-cladding of existing marina building, to include for 2 no. managers flats. Construction of 10 no. holiday cabins, associated landscaping and access works and extension to and laying out of carpark. Mr Brunton clarified information on the plans of the development and informed the Council of the long term vision for improving as a business for the benefit of the residents and visitors of the town. He informed of some changes to the plans. It was explained that the Council could only comment on the plans before them.

Mr Brunton was thanked for attending and left the meeting.The Members considered the application;

It was RESOLVED that Members had no objections; they welcomed the development of the Marinas facilities/chalets which would improve the area, inevitably bringing visitors and employment to the town.

Public and pedestrian access to the Braid needs to be clarified as Mr Brunton indicated that the plans are not accurate and the designated footpath on the perimeter of the site would not be created. Members wished to see pedestrian access for the public to the Braid preserved at this location.

It was noted that the cycle route runs through the car park/Marina- this would need to be preserved or rerouted.

A board indicating the Braid, public attractions and amenities was suggested.

Mr Brunton indicated that the overnight motorhome parking was to be relocated within the Marina- Members felt this would be more appropriate and suggested designated motorcycle parking for this area.

We are grateful for the suggested improvements to the public car park and delighted that it is being retained.

We request a condition be applied to state that Amble Marina Ltd be responsible for maintenance and provision of the included landscaping and the collection and disposal of litter onsite.

As Amble is in desperate need of good car parking facilities, an early improvement to the site would be advantageous

7.1: 13/01438/FUL – 27 Lindisfarne Road, Amble, NE65 0EH – Proposed two storey side extension. – It was RESOLVED that there were no objections to this application.

7.3: 13/01316/COU - RNLI, Leazes Street, Amble NE65 0AA – Retrospective change of use from retail warehouse to restaurant. It was RESOLVED that there were no objections to this application, the members welcomed the improvements and the employment opportunities this brought.

7.4: 13/01574/FUL – The Granary, Amble NE65 0SD – Proposed new service access for The Granary at Amble Links Caravan Park It was RESOLVED that there were no objections to this application.

7.5: 13/01375/FUL – Land to the rear of 21-25 High Street – Resubmission of planning application 12/01587/FUL No objections, Members welcomed the reduction to one dwelling and the reduction in height.

7.6: 13/01377/FUL – Land to the rear of 21-25 High Street – Construction of one dwelling following the demolition of 11 garages No objections, Members welcomed the reduction to one dwelling and the reduction in height. The double pitched with lower pitched room was found to me more acceptable in appearance than a flat roof. We assume Northumberland County Council will consider access and egress of construction traffic and also working time restrictions in this residential area. We feel this development will improve the area.

7.7: 13/01516/FUL – JCSC, Acklington Road, Amble NE65 0NG – Provision of biomass boiler and associated plant, including 6.5m silo – No objections, the Members applaud the college’s initiative to be more environmental.
