Minutes of the Statutory Meeting of the Melton City Council held in the Council Chamber, Civic Centre, 232 High Street, Melton on 29 October 2013 at 7.01pm

NOMINATIONS FOR THE OFFICE OF MAYOR

In accordance with Meeting Procedure Local Law 2013 in regard to determining the Election of Mayor and Deputy Mayor, the Chief Executive, Mr Kelvin Tori administered the nomination and voting process with all Councillors prior to this meeting (signed nomination documents are appended to these minutes).

1.APPOINTMENT OF TEMPORARY CHAIRPERSON

The Chief Executive, Mr Kelvin Tori opened the meeting and noted an apology received from Cr Borg.

The Chief Executive, first temporary chairperson, then called for nominations for the second temporary chairperson.

Cr Majdlik was nominated by Cr Turner and seconded by Cr Ramsey. Cr Majdlik accepted the nomination put by Cr Turner.
The Chief Executive called for any further nominations and then declared, that there being no further nominations that Cr Majdlik be elected as temporary chairperson.
Cr Majdlik assumed the Chair and temporary chairperson.

2.ADDRESS BY OUTGOING MAYOR

The outgoing Mayor Cr Majdlik addressed the gallery in relation to her Mayoral year. At the conclusion presented Council gift to the Deputy Mayor.

3.CONFIRMATION OF COUNCILLOR ALLOWANCE

The chairperson called the next item on the Agenda – Confirmation of Councillor Allowance.

Cr Cugliari/Cr Ramsey.
That in accordance with Council’s adopted 2013/14 Budget and Council’s decision to set the allowance payable at the maximum permissible for a Category 3 Council, the Councillor allowance will be made up of a Part A component of $26,843 and a Part B component in lieu of superannuation of $2,483, totalling $29,326.

CONFIRMATION OF MAYORAL ALLOWANCE

The chairperson called the next item on the Agenda – Confirmation of Mayoral Allowance.

Cr Cugliari/Cr Ramsey.
That in accordance with Council’s adopted 2013/14 Budget and Council’s decision to set the allowance payable at the maximum permissible for a Category 3 Council, the Mayoral allowance will be made up of a Part A component of $85,741, and a Part B component in lieu of superannuation of $7,931, totalling $93,672.

5.ELECTION OF MAYOR

The chairperson called the next item on the Agenda – Election of Mayor.

The chairperson, Cr Majdlik, advised that in accordance with the Meeting Procedure Local Law 2013 in regard to the election of the Mayor, the Chief Executive having called for nominations in accordance with Section 16.8 of the Local Law prior to this meeting, received one nomination for the position of Mayor at the close of nominations.

Cr Ramsey nominated Cr Turner for the position of Mayor of the City of Melton for the 2013/14 year. This was seconded by Cr Dunn.

The chairperson, Cr Majdlik declared, that there being only one nomination, Cr Turner beelectedMayor of the City of Melton for the 2013/2014 year.

CARRIED

The election of Cr Turner as Mayor was acknowledged with acclamation.

6.Mayoral entrance

The Mayor, Cr Turner left the chamber to be fitted with the Mayoral Robe and Chain of Office. Cr Turner then returned to the chamber and assumed the chair.

7.ELECTION OF DEPUTY MAYOR

The Mayor called the next item on the Agenda – Election of Deputy Mayor.

The Mayor, Cr Turner, advised that in accordance with the Meeting Procedure Local Law 2013 in regard to the election of the Deputy Mayor, the Chief Executive having called for nominations in accordance with Section 16.8 of the Local Law prior to this meeting, received one nomination for the position of Deputy Mayor at the close of nominations.

Cr Turner nominated Cr Ramsey for the position of Deputy Mayor of the City of Melton for the 2013/14 year. This was seconded by Cr Cugliari.

The Mayor, Cr Turner declared, that there being only one nomination, Cr Ramsey be elected Deputy Mayor of the City of Melton for the 2013/2014 year.

CARRIED

The election of Cr Ramsey as Deputy Mayor was acknowledged with acclamation.

8.MAYORAL ADDRESS

The Mayor addressed the Council and members of the gallery.

Cr Ramsey/Cr Cugliari.
That Council acknowledges the efforts of Cr Majdlik and Cr Turner and extends Council’s appreciation of their civic roles.
CARRIED

The Mayor invited any other Councillor who wishes to address the meeting.

9.PRESENTATION TO OUTGOING MAYOR

The Mayor acknowledged Council’s appreciation and made a presentation to Cr Majdlik on behalf of Council.

On behalf of Councillors, Cr Ramsey presented a gift to Cr Majdlik in appreciation of her year as Mayor.

10.COUNCILLOR REPRESENTATION 2013-2014

The Mayor called the next item on the Agenda – Councillor Representation 2013-2014.

Cr Majdlik/Cr Dunn.
That Councillor representation on Council’s Special Committees, Advisory Committees and other organisations be considered at the Ordinary Meeting of Council to be held on 12 November 2013.
CARRIED

11.Close of MEETING

The Mayor closed the meeting and invited all guests to join Councillors for refreshments.

The meeting closed at 7.30pm.
