The meeting was convened by CDR Wallace and attendance was taken around the room as well as on the phone.

Approval of Minutes –CDR Wallace

  • The September 23, 2004 Liaison meeting minutes was approved as amended.

Focus Topic-WEB-Based Reports-CAPT Knight

  • CAPT Knight discussed the issue of availability of web based reports available to Liaisons. Currently there are 135 types of reports and the desire is to consolidate these reports into a more manageable number.
  • The group decided that streamlining the list will be an agenda item for the November meeting. Any additional information needed before this meeting can be obtained from CAPT Knight.

1662 Processing Time Frames-CDR Wallace

  • CDR Wallace announced that OCCO is enforcing the 10-day lead period for processing local PCS orders and the 20-day lead period for processing orders involving a geographic move in accordance with CCPM Subchapter CC23.6, INSTRUCTION 2.

COTA Training Academy-CDR Taylor

  • CDR Taylor discussed the 5-year history of the Academy that the time is ripe to look forward and to develop effective, high quality teams to further the reach of the Academy to a wider audience.
  • CDR Taylor announced that the Training Academy, with the cooperation of the Liaisons, will be training trainers within agencies to assist in the training of officers in the 3-day field BOTC Courses. This process will be very carefully monitored for consistency and quality and new trainers will represent the best of the Corps and embody the new culture of the Corps. He also provided handouts that outlined the vision of the Academy and the values needed to select potential trainers and how their development would progress from the apprentice level, to the Associate Instructor level and ultimately to the Master Instructor Level.
  • There was a little discussion from Liaisons hoping that selection of trainers and the set up of classes be equitable across agencies as well as the need for strict quality control.
  • CDR Taylor also discussed the need for supervisory training and asked for feedback from the Liaisons.
  • CDR Taylor added that this program will be presented to the Agency Representatives next Month.

DCCOS Updates - CDR Wallace

  • The Permanent Promotion List is currently downtown for final approval.
  • CAPT Furman added that the 5 precepts are solid and that currently there is a workgroup looking at whether or not the 5-point awarding of officers who are basic should be changed or modified. There is also discussion about whether or not there will be a 6th precept dealing with isolated and hardship duty assignments. The agencies will be given the opportunity to review any proposal prior to implementation.
  • CAPT Furman discussed Permanent Promotions and stated that the authorized ceiling strength for Regular Corps has not been adjusted since 1993. It is anticipated that once new ceilings are proposed and approved that no changes would be sought for 3-5 years.
  • CAPT Furman stated that the opt-out option will not be available this year and EPP eligibility will remain the same.
  • CDR Wallace stated that the 2004 Assimilation package is ready to go to OSG and the 2003 Assimilation Package is still at the Senate. Officers that have applied for Assimilation in 2004 should make sure they remain “basic” on May 1, 2005 and as for those officers that have applied for Assimilation for 2003 they too need to be “basic qualified” on this date.
  • CAPT Furman handed out a copy of the October 19 Memo for RADM Beato announcing the revision of Manual Circular No. 377 revising the Influenza Immunization requirement for this year.
  • CDR Wallace announced that a special Bulletin will be coming out soon. Also, OCCO’s new phone directory will be coming out next week.
  • CAPT Furman announced that the Corps’ accession physicals are too lax and need to be updated.

Round Robin

  • CAPT Adess announced that the Coast Guard continues to look for Medical and Dental Officers.
