A BILL

To allow people the opportunity to cut their property tax by .50% to .10% if they use two solar panels on their home.

BE IT ENTACTED BY THE CONGRESS OF THE SHEPARD ACADEMY ASSEMBLED,

1 SECTION 1: TITLE.

2 This Act may be cited as the "Solar Panel House Act"

SECTION 2. PURPOSES.

(1.) To establish a cleaner energy program throughout Indiana.

(2.) To allow home owners to pay less of a property tax as an award for cleaner energy.

(3.) To be less dependent on coal mines within Indiana.

(4.) To allow there to be less pollution in the air.

(5.) To help the health of all people in Indiana.

SECTION 3. PROVISIONS - ELIGIBILITY.

All home owners are eligible to benefit from this.

Some have the opportunity to cut their property tax more than others.

For example, if you make between $0 - $50,000 a year, you can cut your property tax by .50%.

Another example is if you make $300,000+ you can only cut your property tax by .15%.

SECTION 4. TERMS AND BENEFITS

The property tax is the tax you pay to the government on your home or place of residence.

Solar panels are an average price of $12,500.

Depending on your income, and wealth of property, you can make that money back within a few years.

People would also save money on their electric bill.

SECTION 5. FUNDING.

The funding comes entirely from home owners.

They have to pay 100% of all solar panels, and as a reward, get a property tax cut

SECTION 6. ADMINISTRATION.

The tax department would be responsible for cutting homeowners, with solar panels, taxes, and collecting those taxes.

They also need to make sure they are cutting the right amount, not too much and not too little.

SECTION 7. AUTHORIZATION OF APPROPRIATIONS:

The only money that will be needed is to market this bill.

It would not take much to market, hoping that people will take the idea in fairly quickly.

SECTION 8. JUSTIFICAITON FOR FUNDING.

This bill will allow Indiana to start a clean energy program within Indiana. This will make our air cleaner, and have less pollution for years to come. Cleaner energy has been proven to reduce cancer and illness. This is not just about air quality, but about health as well.

SECTION 9. PENALTIES

This bill has no additional legal penalties.

The only penalty there would be if you did not pay your property tax, but that penalty already exist.

SECTION 10. EFFECTIVE DATE

The provisions of this act will take effect [this section should provide the date that your bill goes into effect once signed into law; consider how long it will take for this law to be properly in place before it can be implemented and enforced.
