Activity report of Central Statistics Organization:

Preface

As we know that data and statistical information is a strong indicator of economic and social phenomenon and has crucial role in designing, implementation, evaluation of plans and development programs and in the rehabilitation of the country as well, in this regard Central Statistics Organization according to first clause of article III and clause 3 of the article nine within three months after the end of each fiscal year should present its activity report to National Statistical Committee. This procedure has been adopted in first meeting of 1392, using the scientific, technical and research methods provided documents and required data timely through statistical publications and availability for planning authorities, departments, interested agencies and entities and individuals. This organization, in light of statistical law considering the possibilities especially financial resources managed to take useful and effective steps and toward the process of development planning which helps to play key roles in the country.

This organization could spend (137) hundred thirty seven million Afghani from ordinary budget of year 1392 in four quarters in codes 210, 220 and 250 which is almost 97%. development budget for constructing administrative buildings of CSO and PSOs (13907296) thirteen million and ninety hundred and seven thousand and two hundred ninety six Afghani which is 74% of total budget has been spent. Non-positional development budget of this organization managed to spend almost 61% which is (141) one hundred forty one million Afghani that has been funded through World Bank. Number of staff approved in Tashkeel is 800. Following this order Central Statistics Organization based on working plan in year 1392 collecting required data from Ministries and agencies and after compilation and analysis disseminating it through statistical publications of this organization to users, below is briefly presented:

Planned activities and execution:

Collect, compile and enter data concerning agriculture, livestock and agricultural cooperatives data relating to industry, mine and power plants of centre and provinces, number of pre-school education, educational institutions, training centres for children, library’s activities, cinemas and theatres, production and imports of films, governmental and nongovernmental broadcastings (Public & privet) and museums in the country for year 1392.

·  Collect, compile and enter data related to government and privet Air and land transportation and telecommunications activities, construction, road construction, data related to development project’s expenditures, grants, project and non-project loans from domestic and foreign resources, monthly exports and imports data by sex and country and its presentation to authorities who us them;

·  Collect, compile, enter, design and establish budgetary forms and annual budget assessment based on Tashkeel (organizational structure) chapters and budgeting seasons, consolidation of country’s and Kabul monthly inflation, determination of country’s annual economic growth and collection of data related 290 food and non-food items from four districts of Kabul and provinces such as Nangarhar, Herat, Balkh, Kandahar, Khost, Kanduz, Bamyan, Helmand and Badakhshan.

·  Providing data related to production sector in order to measure GDP and price value of agriculture, livestock and forestry sector and industries including constructions, services, transportation, communications, wholesale and retail trade, measure GDP, GDP per capita and economic growth rate of the country as per UN system which is constant and inconstant prices and measuring GDP as per categories of consumption per annual price and social services.

·  Collecting of data concerning plan indicators related to staff, job quitters, number of introduced staff for ministries and departments, employment activities with the separation of male and female staff, collecting of data related to immigrants, number of staff available in centre and provinces with separation of level of education, retired employees, number of universities, schools, learning and educational institutions, teachers and students, new students, graduates, public education professors, professional and vocational schools, technical and vocational institutions, Islamic studies and Dara-ul-hifaz, teachers training centres (public and private), literacy, night high schools and dormitories related to education and higher education in the country for year 1392.

·  Purchase of equipments, connecting and finishing network system in CSO’s main building and 34 provincial offices with amount of 59,657 USD from WB funded project SRF;

·  Signing of contract with twinning partner (GIZ) worth of thirty nine point eight million from SRF project funded by World Bank;

·  Introduction of more than (66) staff of CSO for educational scholarships and trainings through these abroad scholarships in order to enhance the level of knowledge and build their working and professional capacity;

·  Conducting of training workshop entitled (change of management and leadership) in two stages with (36) participants from CSO, participation of (52) CSO’s employee in NIBP under the supervision of Dr.Mishra consultant from India, Seminar for publishing population estimation of year 1392 with (130) participants from ministries and governmental institutions, access to statistical data and information seminar with more than 100 participants from ministries and governmental departments;

·  A workshop for survey methodology conducted with financial support of UNFPA in three stages for over 4434 employees of this department and contractors who will work as a surveyors, supervisors, cartographers in economic-social-demographic survey of Kabul’s regions and districts.

·  Printing and distribution of statistical publications of year 1391 (Statistical yearbook, trade statistical yearbook, yearbook of prices indicator, population projection magazine, pocket statistical information publication and quarterly trade statistics, population estimates of the country) in languages Dari, Pashto and English in year 1392;

·  As per the agreement between CSO and Kabul university (27) students of third-grade of statistics, faculty of economic supported in order to pass the practice period and practical work;

·  Building boundary wall of Jawzjan and Wardak provinces PSO;

Conducting of Economic-Social-Demographic Survey in Kabul Province

Around 2300 surveyors, 600 controllers, 70 officers and temporary deputies of statistics of districts and regions of Kabul province have been hired from local communities, in this survey information concerning live conditions, household income, number of students of higher education’s and access to facilities will be collected.

Senior teachers after completing training at Kabul will be assigned for 12 days training courses for temporary statistical district officers, their deputies, controllers and surveyors in Kabul and during the training all participants will be examined and tested four times within the course and one final exam in order to select the best of them for data collection from fields as a controllers and surveyors with 10% contingency.

Conducting of participation of women and men in decision making survey

This survey which has been implemented this year has covered senior officials of ministries, government agencies, and major financial institutions. Mentioned survey has been done through direct interviews with senior officials of the government in the centre and provinces within a month, the purpose of this survey was to provide policy for development of Gender equality in decision making process for the empowerment of women, monitoring the progress of achieving the third millennium development goal, basic data about the participation of women and men in their lives.

National Risk and Vulnerability Survey (NRVA) (Living Conditions of Afghanistan)

The survey, prepared updated information, comprehensive complementary relationship between social and economic status of households and the poverty level is determined by the design of policies and programs based on the evidence. With the implementation of a national survey, assess risks and vulnerabilities to the MDG indicator 22-especially poverty, unemployment and other indicators derived work is also in the national survey, in the meantime each year this survey conducts on 21000 family .

The questionnaire also included a series of 26 sections that are relevant to the various topics discussed cover these surveys so plan was to inform the national and provincial level get one.

Major Accomplishment

·  Implementation of surveys, indicators and necessary information on demography economic and social census and household and dwelling at national and provincial level and some indicators at districts level and accessibilities to 22 indicators of MDG objectives.

·  Capacity building of CSO core staff and some recruited temporary staff in collection and processing of statistical data at central and provincial level.

·  publishing pocket journal, statistical brochure, quarterly special journal, export and import as well as provision of information in different kinds of economics to relevant international institutes.

·  Providing internet connection between central and provincial statistical offices.

·  Collection of data from different ministries, departments, institutional and implementation of surveys in the indicators plans related to staff, leaving jobs, number of introduced to ministries and government institutes and job finding activities with breakdown of male and female as well as collection of statistics of migrants for the year of 1393, prepared and made accessible for users.

·  Collection of existing staffs statistical data in the center and provinces with breakdown of their education level, retired staffs, number of universities, schools, educational institutes, students, new students, graduate, general educational teachers, professional and vocational schools, technical and professional institutes, Islamic education & Dar ul Hefaz and teacher training colleges (Private & Governmental) literacy, evening schools, related hostels for higher education and primary education in the country for the year of 1392.

·  Capacity building of core staff and some recruited temporary staff in collection and processing of statistical data at central and provincial level.

·  Totally 141 million AFS financial support received from World Bank.

·  Publish and dissemination of statistical publications of 1391 (Statistical Year Book, Statistical Year Book of Commerce, Prices Indicators Year Book, Census Estimation Year Book, Pocket Statistical Journal, Quarterly Commerce Statistics and Census Estimation of the country) in Dari, Pashto and English languages of 1392).

·  Collection of Air and ground transportation, governmental and privates, communication activities, construction activities of public and private as well as road-building activities and agricultural cooperatives, state-owned industries and private, mining and electricity production, with breakdown of the centre and provinces.

·  Capacity building of more than (66) CSO staff to some training burses through scholarships abroad to raise the level of technical knowledge, as well as organizing training courses, workshops and seminars at CSO organization.

Main problems:

·  Failure of receiving the statistics data on time and lack of coordination in provision of accurate and on time statistics data from some ministries, independent industrial private services institutions from provinces across the country.

·  Failure of development optional budget approval for provincial administrative building construction across the country in 1393.

·  Security problems and lack of professional staffs.

·  Lack of internet capacity and required software & hardware equipments

Suggested Solutions:

·  As the Central Statistics Organization faced with lack of professional personnel

·  As CSO faced a lack of qualified personnel, so it requires to send some of CSO staff to foreign countries to receive higher education in specified fields of statistics using short-term and longer-term scholarships. So that to get familiar of new terms theoretically, on the other hand consider the operational methods of other countries practically.

·  Conducting of required national accounts surveys and implementation public comprehensive awareness campaign as well as liaising with ministries and departments for better collaboration on conducting of successful surveys.

·  The instruction of senior officials should be taken to solve the problems of provincial statistical offices regarding on time collection of statistical data and cooperation with secondary units of the government and departments with secondary units of CSO in provinces.

·  Approval of sufficient development budget to construct the administrative building in provinces.

Main programs for 1393:

·  To develop the supervision and monitoring systems, on price statistics collection from 10 provinces and extension to other provinces.

·  Introduction of more than (21) CSO graduated employees and line government departments to Tabesh Institute of Higher Education as well as introduction of some CSO under graduate staff in the field of economics to get Master in Economics to foreign countries under world bank funded project.

·  Continuing the demography economic & social survey processing of Kabul province.

·  Conducting the demography economic & social survey in Parwan, Panjshir and implementation of National Risk Vulnerability Assessment (Living Condition of Afghan People) trough out the country as sample and conducting of preliminary health and demography survey in the country.

·  Collection, compiling and entering of agriculture, husbandry and agriculture cooperatives data, relevant statistics data of industrial, mines and electricity and relevant consume of electricity in development projects, loan cooperation based loan from internal and foreign sources. Air and land transportation governmental and private as well as communications, construction and road building which is received from centre & provinces.

·  Provision of special publication for industrial enterprises and their activities with breakdown of central and provincial, list and related graph of economics for statistical year book, special commerce year book, quarterly journal of commerce and statistical information pocket journal in Dari, Pashto and English languages in 1392.

·  Data collection of pre-school education, orphanage centre, training centres for children, libraries' activity, cinemas, film production and imports, printed and unprinted publications (public and private), and the museums in the country for 1392.

·  Collection of existing staffs statistical data in the center and provinces with breakdown of their education level, retired staffs, number of universities, schools, educational institutes, students, new students, graduate, general educational teachers, professional and vocational schools, technical and professional institutes, Islamic education & Dar ul Hefaz and teacher training colleges (Private & Governmental) literacy, evening schools, related hostels for higher education and primary education in the country for the year of 1392 as well as collection of data from tho indicators of plans related to staff, leaving jobs, number of introduced to ministries and government institutes and job finding activities with breakdown of male and female as well as collection of statistics of migrants for the year of 1393.

·  Construction of Statistical Offices in five provinces if development budget approved.

·  Capacity building of SCO employees.
