JOB DESCRIPTION

POST:Finance Manager

RESPONSIBLE TO:Chief Executive Officer, Action for Carers Surrey (ACS)

WORKING RELATIONSHIP WITH: Honorary Treasurer of ACS Board

JOB PURPOSE: To deliver the strategic, operational, management and day to day functions of all aspects of the finances, including payroll, of Action for Carers Surrey, a Company Limited by Guarantee and Registered Charity.

SUPERVISORY RESPONSIBILITIES:

Day to day management and supervision of Accounts Assistant (part time)

HOURS: Full Time 36 hours per week.

SALARY:NJC Scale Point39-40: £33,934 to £34,804 p.a. (Including IFLW plus 1%) – starting salary commensurate with experience

OFFICE BASE:Action for Carers Surrey, Astolat, Coniers Way, Guildford GU4 7HL

MAIN DUTIES AND RESPONSIBILITIES:

  1. Operate within the ACS Finance Policy and Financial Procedures in relation to all aspects of the roleof Finance Manager, and ensure that all documentation is up to date to reflectcurrent agreed practice with Treasurer and Finance group.
  2. Provide day to day financial management of the income and expenditure of all ACS services (currently 5 core services) and provide appropriate advice to CEO, Board, service managers and budget holders.
  3. Devise and agree annual budgets for each service, working with the CEO, service managers and finance sub group. (Service managers have decision making responsibility within their agreed budgets).
  1. Work with the service managers to support them in managing their budgets, including provision of regular monitoring reports to meet service managers’ operational needs, using IRIS accounts and Excel.
  2. Develop additional management information using IRIS software and Excel to enable CEO, Board and service managers to have access to as much appropriate and relevant financial information as they need.
  1. Produce quarterly management accounts and accompanying report for the CEO and Board of Trustees, providing answers for large variances.
  1. Attend quarterly Finance group meetings, liaising with ACS Office Manager and Treasurer on agenda items, and quarterly ACS Board meetings, to present accounts and advise on all financial aspects of ACS business.
  1. Contribute to Action for Carers Surrey Strategic plan and any annual reviews
  2. Line manage the Accounts Assistant and ensure that they are developed and supported in their role, in line with ACS Staff Supervision and Appraisal policy
  1. Run the monthly payroll and ensure that the necessary payments are made to HMRC within the timescales required
  1. Ensure all transactions are entered and processed correctly and in a timely manner on the IRIS accounting system, including any authorisations, andreconciled monthly, supervising accounts assistant where this task is delegated to them.
  1. Ensure creditors are paid accurately and within their credit terms
  1. Ensure grants are received when due.
  1. Ensure bank accounts are maintained at an appropriate level, with regular bank reconciliations, with regular bank reconciliationsand request inter account transfers where necessary,
  1. Review and make recommendations on best value from our general suppliers.
  1. Work withTreasurer to manage any investments and reserves to maximise income.
  1. Provide financial information for bids and tenders.
  1. Advise on the financial implications of proposed developments.
  1. Prepare statutory accountsand all relevant documentation for annual audit, manage audit process in liaison with auditors and Treasurer, and follow up any actions from the audit as required.
  1. Ensure submission within legal time limits of statutory accounts to the Charity Commission and Companies House.
  1. Complete corporation tax and VAT returns for ACS, in conjunction with auditors if required, when applicable.
  1. Manage donations to ACS including ensuring Gift Aid claims are correctly prepared and submitted to HMRC.
  1. Manage set up, introduction and operation of newly required pension system adhering to all legal requirements and time scales, and according to recommendations of ACS Board.
  1. Work with other senior staff members of ACS and the CEO as a member of the senior management team, to support the overall objectives of ACS, including attending monthly senior management team meetings.
  1. Maintain regular liaison with ACS Treasurer and keep them up to date with all major issues.
  1. Any other duties commensurate with the role.

PERSON SPECIFICATION

Knowledge and Experience / Essential (E) or Desirable (D)
1.Relevant qualification in accountancy or qualified by suitable demonstrable experience / E
2. Demonstrable knowledge of charity accounting / E
3. Experience in management accounting and budgeting / E
4. Proven experience of providing accurate and timely financial information to a high standard / E
5. Sound knowledge and demonstrable experience of operating IRIS Exchequer accounting software / E
6. Knowledge and use of Microsoft Office – in particular an advanced knowledge of Excel / E
7. Knowledge and use of Payroll software, preferably IRIS Exchequer / E (D for Iris)
8. Experience with payroll administration / E
9. Experience of working with teams across a whole business / E
10. Experience of tax administration e.g. PAYE, gift aid, corporation tax / D
11. Experience of working in financial role within the charitable sector / D
12. Experience of providing financial monitoring information for statutory grants or contracts, or other charitable funding arrangements e.g. Lottery / D
13. Some knowledge of the health and social care landscape in which ACS operates and the issues for carers / D
