ADVERTISEMENT: REQUEST FOR PROPOSAL/TENDERS

The LesediLocalMunicipality hereby invites tenders and proposals from Accredited Security ServicesCompanies who is registered with The Private Security Industry Regulation Authority (PSIRA) and the South African Intruder Detection Service Association. (SAIDSA), to provide Security Services to LesediLocalMunicipality in the following areas:

a.Heidelberg, Ratanda and Shalimar Ridge refer to in the tender document as H & R and;

b.Devon, Vischkuil, Impumelelo, Blesbokspruit and JamesonPark refer to in the document as D & V.

Closing date:02 December 2010.

Tender documents together with the terms of reference which are important for the preparation of the proposal/tender will be available from Mrs Paballo Sekhoto at the Community Services Department of the Municipality, Heidelberg, as from the 15 of November 2010. A non-refundable fee of R 250.00 is payable at the rates and taxes hall during office hours Mondays – Fridays, 07:30 – 15:30. Bank guaranteed cheques are to be made out to LesediLocalMunicipality.

A compulsory site inspection will be held on 18 November 2010at 10:00 am at the Service Delivery Department’s Boardroom, cnr HF Verwoerd and du Preez Streets, Heidelberg to discuss the bid as it will be a split bid. Completed proposal must be submitted in a sealed envelope marked “Functionality”. Completed tender document must be submitted in second (2nd) sealed envelope clearly marked “PRICE”. Both envelopes must be placed in one single sealed envelop marked: TENDER 13/2010:” REQUEST FOR PROPOSAL(S) AND TENDER(S) FOR THE SUPPLY AND PROVISION OF SECURITY SERVICES – LESEDI LOCAL MUNICIPALITY”.

A bidder combining the 2 documents will be deemed to hamper the evaluation process and will be disqualified.

Bids must be placed in the Tender Box situated at the Development and Planning Department, MunicipalBuilding, cnr du Preez and H F Verwoerd Street, Heidelberg. The Tender Box is accessible during office hours, Mondays-Fridays, 07:30-16:00. The closing date is 2 December 2010 at 12h00. No late, no-emailed and no faxed bids will be considered.

Bidder’s attention is specifically drawn to the provisions of the rules which are included in the bid documents. The Council reserves the right to accept any bid or part thereof and does not bind itself to accept the lowest or any bid and not to consider any bid not suitably endorsed or comprehensively completed. Bids completed in pencil will be regarded as invalid bids.

All bids will be evaluated on a 90/10 principle based on functionality, price and compliance with all criteria as set out in the general conditions of contract, experience and according to the preferential point goals as indicated in the bid documents. It is a condition of bid that the taxes of the successful bidder must be in order, or that satisfactory arrangements have been made with South African Revenue Service (SARS) to meet the bidder’s tax obligations. Additionally no contract shall be concluded with any bidder whose municipal rates and taxes and service charges are in arrears.
