A CONCURRENT RESOLUTION urging the Governor to activate the Kentucky State Defense Force.

WHEREAS, the September 11, 2001 terrorist attacks against America have demonstrated that never again will the United States be impervious to attack; and

WHEREAS, our President has quickly responded to the September 11 attack by sending armed forces to Afghanistan and neutralizing the terrorist planning and training activities of Al Qaeda and the Taliban; and

WHEREAS, the President has called members of the Kentucky National Guard into active service, service that is vital in the defense of our great nation; and

WHEREAS, the September 11 attacks have also made us face the harsh realization that just as the nation is susceptible to attack, Kentucky is equally susceptible to attack by terrorists; and

WHEREAS, in order for the Commonwealth of Kentucky to be adequately prepared to defend against terrorist attacks or to respond to a terrorist attack, we must have forces trained and ready to serve; and

WHEREAS, while the Kentucky National Guard is well equipped and trained to respond to a terrorist attack, their numbers have been depleted due to the activation of our National Guardsmen, leaving Kentucky citizens without sufficient protection in the perilous times that now exist; and

WHEREAS, in 1942, Kentucky legislators envisioned the situation that currently exists, and in response to those circumstances, created and authorized the activation of a volunteer Kentucky State Defense Force; and

WHEREAS, the Governor, in his statutory role as commander in chief of the Kentucky State Defense Force is authorized, when any part of the National Guard of Kentucky is called into active federal service, to organize the Kentucky State Defense Force under regulations promulgated by the Governor or the Adjutant General;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky, the Senate concurring therein:

Section 1. That the Governor of the Commonwealth of Kentucky is urged to activate the Kentucky State Defense Force in order to adequately protect the citizens of the Commonwealth in the absence of a full complement of Kentucky National Guard forces.

Section 2. That the Governor or the Adjutant General is urged to promulgate administrative regulations to facilitate the organization of the Kentucky State Defense Force.

Section 3. That a copy of this resolution be sent to the Governor of the Commonwealth of Kentucky, State Capitol Building, 700 Capitol Avenue, Frankfort, Kentucky 40601, and to Adjutant General D. Allen Youngman, Boone National Guard Center, 100 Minuteman Parkway, Frankfort, Kentucky 40601.
