  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who can perform auditing services of medical records for adult inmates incarcerated in Alameda County correctional facilities for the Alameda County Sheriff’s Office (ACSO).

The County intends to release a Request for Proposal (RFP) and award a 3-year contract (with option to renew) to the bidder selected as the most responsible bidder whose response conforms to the RFP and meets the County’s requirements.

The County of Alameda does not guarantee that a subsequent RFP will be issued. Should an RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The Contractor shall perform medical auditing services of medical records for non-acute, ambulatory inmates incarcerated at Santa Rita Jail (SRJ) located in Dublin, CA, and Glenn E. Dyer Detention Facility (GEDDF) located in Oakland, CA, with regards to the quality and delivery of inmate medical care services provided by Corizon Health Services Inc.; the contractor who provides comprehensive inmate medical care at both detention and correction facilities. The work product is reviewed by Alameda County Staff members and the Adult Medical Services Medical Review Panel (AIMS).

During 2012 the County incarcerated approximately fifty nine thousand six hundred (59,600) offenders. The County’s average daily population (ADP) varies; and many of these inmates are held under contracts with the State and Federal governments. The inmate ADP is cyclical, and generally is higher in the winter months. All inmates are processed through intake screening at the time of booking. Inmates are screened for all medical needs upon initial admission.

Medical record documents are created each time a professional medical staff person sees an inmate. Fifty to sixty percent (50 – 60%) of the inmates are on medication administered by medical personnel. Sick call is available to all inmates twenty-four (24) hours, seven (7) days a week. Specialty clinics are available to those with chronic medical conditions such as asthma, diabetes, human immunodeficiency virus, hypertension, seizures and tuberculosis.

Both SRJ and GEDDF are managed by the ACSO, which is responsible for the care, custody and control of inmates housed in these facilities.

  1. Santa Rita Jail:
  1. Santa Rita Jail is the larger of the two facilities and can housean approximate ADP of four thousand two hundred (4,200) inmates. Approximately three hundred (300) of these inmates are women, some of whom require special consideration due to pregnancy. There is an Obstetrics-Gynecology (OB-GYN) clinic located in the women’s housing area.
  1. The medical facilities and medical records are primarily housed in the Core Building at 5325 Broder Boulevard, Dublin, CA 94568. The records will be available to the Contractor to perform services Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m., with the exception of County holidays.

2.Glenn E. Dyer Detention Facility:

a.The smaller of the two facilities, GEDDF, can house an ADP of nine hundred (900) inmates.

b.The medical facilities and records are housed on a separate floor in the building at 550 6th Street, Oakland, CA 94607. The records will be available to Contractor to perform services Monday through Fridays, between the hours of 8:00 a.m. and 5:00 p.m., with the exception of County holidays.

  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria include, but are not limited, to the following:

  1. Bidder shall be regularly and continuously engaged in the business of providing medical auditing services for at least three (3) years;
  2. Bidder(s) shall be licensed medical doctor(s) or registered nurse(s) in the State of California;
  3. Bidder(s) shall have experience in medical chart sampling and review;
  4. Bidder(s) knowledge of correctional medicine is desirable but not required; and
  5. Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as required.

  1. Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s): 621111 or 621112 as having no more than$10,000,000 in average annual gross receipts over the last three (3) years.

An emerging business, as defined by the County, is one that has less than one-half (1/2) of the preceding amount and has been in business less than five (5) years.
