1Scope Of Contract

Supply of Manpower[ITI-Fitter or ITI-Chemical which includes Chemical technician include instrument mechanic chemical, attender operator chemical, lab asst. chemical, maintenance mechanic chemical] for supporting the Department Technical staff in carrying out operations related to propellant processing, facility upkeep and preparatory works in Propellant Material Processing facilities of Solid Propellant Plant (SPP), SDSC SHAR, Sriharikota.The workmen deputed shall support the department staff in carrying out the works, strictly adhering to the pre-defined procedures/ checklists. Works shall be carried out under the guidance/ instructions/ supervision of department staff.

2Nature of Work

2.1Pre-process works:

1)AP storages:

a)Receipt and unloading of AP filled FIBCs. Positioning of the bags inside the bay as per layout. Drawing of samples as per sampling plan. Shifting material to different process facilities.

b)Assisting the maintenance team during maintenance of equipments like Vertical mixer, EOT cranes, Electrical winch etc.

c)Functional checking of the equipments.

2)Aluminium storages:

a)Receipt and unloading of Aluminim filled filled FIBCs. Positioning of the bags inside the bay as per layout. Drawing of samples as per sampling plan. Shifting material to different process facilities.

b)Assisting the maintenance team during maintenance of equipments like Vertical mixer, EOT cranes, Electrical winch etc.

c) Functional checking of the equipments.

3)HTPB and DOA Storage and Processing:

a)Receipt and unloading of HTPB/DOA filled drums. Positioning of the drums inside the bay as per layout. Drawing of samples as per sampling plan.

b) Placing loads during weighing systems calibration.

c)Assisting the maintenance team during maintenance of equipments like vibroscreen, EOT cranes etc.

d)Functional checking of equipments.

4)TDI Storage and Processing:

a)Receipt and unloading of TDI filled drums. Positioning of the drums inside the bay as per layout. Drawing of samples as per sampling plan.

b) Placing loads during weighing systems calibration.

c) Assisting the maintenance team during maintenance of equipments like vibroscreen, EOT cranes etc.

d)Functional checking of equipments.

5)Minor Ingredients Storage and Processing:

a)Receipt and unloading of minor ingredients in drums/bags. Positioning of the drums/bags inside the bay as per layout. Drawing of samples as per sampling plan.

b) Placing loads during weighing systems calibration.

c) Assisting the maintenance team during maintenance of equipments like vibroscreen, EOT cranes etc.

d)Functional checking of equipments.

6)AP grinding and drying:

a)Up-keep and cleaning of allequipments like grinders, rotary vacuum dryers, vibroscreens, compressors etc.

b)Assisting the maintenance team during all maintenance of equipmentslike Compressor, Air dryer, water pumps, Heat exchangers, EP valves & Modulating valves etc.

c)Functional checking of equipments.

7)Aluminium Powder processing:

a)Up-keep and cleaning of all equipments like vibroscreens, bins etc.

b)Assisting the maintenance team during all maintenance of equipments like cranes etc.

8)IR Room Works:

a)Thorough cleaning of the vertical mixer blades, rotary service cover & feed ports.

b)Periodical dismantling, cleaning and assembly of system components like SS feed lines, ball valves, vibroscreens, pneumatic conveying system, magnets etc.

c)Cleaning of mixer base plate, cradle and connected rails.

d)Cleaning and servicing of vertical mixer, Rotary vacuum dryer, vibroscreen, pneumatic conveying system as and when required.

e)Vertical mixer bowl to mixer blade clearance checks.

f) Assisting the maintenance team during maintenance of equipments like vertical mixer, vacuum pump, water pump, EOT cranes, etc.

g) Readiness and functional checking of the equipments.

9)Mixer Room Works:

a)Thorough cleaning of the horizontal mixer blades, trough and covers.

b)Cleaning and servicing of horizontal sigma mixer as and when required.

c) Mixer trough to blade clearance checks.

d)Assisting the maintenance team during maintenance of equipments like mixer, vacuum pumps, hot water tank, water pump etc.

e) Placing loads during weighing systems calibration.

f) Readiness and functional checking of the equipments.

10)Unit-1 Works:

a)Periodical dismantling, cleaning and assembly of propellant feed system components like SS hopper, SS feed lines, pinch valves etc.

b) Assisting the maintenance team during maintenance of equipments like trolley, vacuum pump, compressor, hydraulic power pack, agni/carton chambers, hot water tank, hot water pump, EOT cranes etc.

c)Readiness and functional checking of equipments.

11)Unit-2 Works:

a)Cleaning and assembly of carton boxes.

b)Readiness of systems for pre-cast and post-cure operations like

Sleeve availability, abrading machine, abrading wheel, decoring

machine, end cutting/ carton cutting machine, inhibition tilting

fixture, pneumatic hoist etc.

c)Assisting the maintenance team during maintenance of equipments like trolley, hydraulic power pack, compressor, de-coring machine, agni/carton chambers, hot water tank, hot water pump, EOT cranes, abrading machine, decoring machine, end cutting/ carton cutting machine, inhibition tilting fixture, pnuemiatic hoist etc.

d)Placing loads during weighing systems calibration.

e)Readiness and functional checking of equipments.

12)Service Room Works:

a)Up-keep and cleaning of Service systems including water pumps, EP ON-OFF valves, pinch valves, Air compressor & drier etc.

b)Assisting the maintenance team during all maintenance of equipments like Compressor, Air dryer, water pumps, EP valves & hot water tank, pneumatic hoist, EOT crane etc.

c)Functional checking of equipments.

13)Process readiness works:

a)Assisting in facility readiness activities and checks required prior to propellant processing for mandatory Safety and FFRB checks.

b)Load testing of various structures, handling tackles, slings etc.

c)Calibration of weighing systems.

d)Hydrotest of hopper.

e)Cleaning of process tools and equipments.

2.2Process related works

1)AP grinding and drying:

  1. Receipt of AP bags from storage.
  2. Preparation of AP coarse for premix batch size.
  3. Loading of premix batch size to RVD for drying.
  4. Unloading of dried AP coarse from RVD.
  5. Loading of grinder feed to feeder bin.
  6. Grinding of AP to get AP fine and shifting the ground AP to drying station.
  7. Loading of AP fine for drying.
  8. Unloading of dried AP fine.
  9. Sieving of AP fine Weighing of AP coarse and AP fine.
  10. Packing and forwarding of bins to mixing station.Receipt of empty bin, weighing and cleaning. .

2)Aluminium Powder Processing:

  1. Receipt of Al. bags from storage.
  2. Sieving of Aluminum powder.
  3. Weighing
  4. Packing and forwarding of bins to mixing station.
  5. Receipt of empty bin,
  6. weighing and
  7. cleaning and readiness for next usage.

3) HTPB, DOA,AMBILINK resin weighing

  1. connection of lines and valves from storage tanks to weighing hopper
  2. establishing the continuity
  3. bin readiness and placing on balance
  4. Discharging resin into the bin and weighing
  5. Packing and forwarding of bins to mixing station.
  6. Receipt of empty bin,
  7. weighing and
  8. cleaning and readiness for next usage.

5) AMBILINKpreparation and weighing

  1. connection of lines and valves to establish hot water circulation, steam circulation
  2. cleaning of ambilink preparation tank
  3. weighing of BDO, TMP and transfer into preparation tank
  4. ambilink preparation
  5. transfer to drying tanks
  6. drying in falling film dryer
  7. collection and weighing of ambilink
  8. Packing and forwarding of containers to resin weighing facility

6) Weighing of PBNA, ACR

  1. Readiness and assembly of PBNA sieve shakers

7) Aluminum Oxide preparation and weighing

  1. Aluminum oxide grinding

  8. Cleaning and readiness of dryer for next usage

8)IR Room Works:

  1. Loading of asbestos powder into rotary vacuum dryer (RVD) through magnet and vibroscreen by using pneumatic conveying system.
  2. Drying of asbestos powder and sampling at different intervals.
  3. Unloading of dried asbestos powder.
  4. Weighment of asbestos powder and loading into mixer by using pneumatic conveying system.
  5. Straining of castor oil and weighment.
  6. Loading of castor oil into vertical mixer.
  7. Drying of castor oil and sampling at different intervals.
  8. Sieving of Iron oxide and PBNA then loading into mixer.
  9. IR-1 premix drying cum mixing and sampling at different intervals.
  10. Unloading of IR-1 premix from the bowl to the SS drums and packing.
  11. Cleaning of RVD, mixer, bowl, vibroscreen, magnet, pneumatic conveying system thoroughly using cotton/ banian cloth.
  12. At the end of cleaning activities, all accumulated waste should be loaded into identified drums.

9)Mixer & Weighment room works:

  1. Receipt of all raw materials and store at identified place.
  2. Weighment of all raw materials.
  3. Sieving and feeding of various propellant ingredients to mixer as per the prescribed feeding cycle.
  4. Unloading of propellant into polythene cover containing max. of 120 kg of solid propellant at the end of mix cycle.
  5. At the end of a set of mixing operations, all the propellant /raw material powders sticking on mixer blades and trough are to be cleaned thoroughly using non sparking tools and cotton/ banian cloth.
  6. At the end of cleaning activities, all accumulated propellant waste should be loaded for transportation to waste propellant storage.

10)Unit-1 works:

  1. Loading of crate (assembled Agni fixtures-4 nos.) into Agni casting chambers.
  2. Loading of cartons into carton casting chambers.
  3. Circulation of hot water to feed hopper.
  4. Evacuation of casting chambers to reach specified vacuum.
  5. Receipt of propellant slurry and positioning to respective areas.
  6. Loading of propellant slurry into feed hopper.
  7. Casting of propellant into assembled agni fixtures/ cartons as per the standard procedure and maintaining required vacuum level and hot water circulation.
  8. After casting of Agni grains, release the vacuum and remove the crate from the chamber using EOT crane.
  9. Leveling of propellant (Agni dressing) on cast grains using non-sparking tools.
  10. Dispatch to curing facility.
  11. At the end of casting operations, all assembled components to be dismantled like feed line, hopper, pinch valve etc. and cleaned thoroughly using non sparking tools and cotton/ banian cloth and leak tested.

11)Unit-2 works:

Pre-cast Operations:

  1. Receipt of Rocasin sleeves and inspection then reversing of sleeves.
  2. Abrading of sleeves using abrading machine.
  3. Cleaning of sleeves with TCE then insertion of sleeves into moulds.
  4. Loading of moulds on trolley and moved to preheating room.
  5. After preheating, unload the moulds and load on the roller stand.
  6. Preparation of PED coat material (Resin lining).
  7. Resin liner application to the sleeve using nylon brush then cover the both ends with polythene sheet and purge with nitrogen.
  8. Cleaning and assembly of Agni fixtures using EOT crane and eccentricity measurement.
  9. Cleaning and assembly of carton boxes.
  10. Loading the Agni crates and delivery for casting.

Post-cure Operations:

  1. Receipt of Agni grains and carton boxes from curing and positioning at identified place.
  2. Removal of agni grain from crate and moved to the decoring facility.
  3. Demoulding and decoring of agni grains by using decoring machine.
  4. End cutting of agni grains in the end cutting machine.
  5. Inhibition of agni grain on both sides.
  6. Inspection of agni grains and delivery to testing facility.
  7. Demoulding of propellant block from carton box.
  8. Slicing of slabs to required thickness in the slicing machine and dispatch to lab.
  9. Preparation of interface specimens by using cutting machine.

3Scope Of Department

The following materials required to carry out the above works will be provided by the department as free issue / non chargeable basis.

3.1Tools and consumables required to carry out the works.

3.2On-the-job training / briefing about the nature of job and safety regulations to be followed while carrying out the job.

4Terms & Conditions

4.1Tenders are invited from eligible registered (Under Shop Act / PWD Registration / explosives work registration / others) / licensed manpower supplier firm (Labour Contractor) with Labour Department of State Govt. / Central Govt.

4.2Party shall adhere to all applicable statutory norms. Party shall produce necessary proofs as and when asked.

4.3Party shall adhere to Contract Labour(RA) act and rules.

4.4The party shall be fully responsible for timely compliance of all statutory requirements in respect of his employees.

4.5The party shall pay wages as per the applicable act and shall produce the details as and when requested by SDSC-SHAR.

4.6In case of disputes for non-payment of wages to the supplied manpower or any other disputes, the payment due to the party will be withheld by DEPARTMENT till settlement of the disputes or on the orders of the court of law.

4.7Party after placement of order shall identifyone senior official to coordinate and oversee the contract.

4.8Party shall provide the necessary Personal Protective Equipment (PPE) to the working personnel.

4.9The party shall maintain a daily attendance register for the workers engaged as per scope of the contract.

4.10The party shall abide by all the law of land including Labour Laws (PF, Income Tax, Service Tax or any other extra taxes levied by the Government) Companies Act, Tax deduction liabilities, welfare measures of its employees and all other obligations that enjoin in such cases and are not essentially enumerated and defined herein, though any such onus shall be the exclusive responsibility of the Party and it shall not involve Department in any way whatsoever, Compliance of these provisions shall be ensured at the time of making monthly payments.

4.11The above nature of work is only indicative and not exhaustive. It covers only major works. Other similar works arised/ assigned from time to time shall be carried out.

4.12Party shall make his own arrangements for mobilizing the workers from their place. Accommodation shall also be arranged by the party.

4.13Persons deployed for the operations shall work on 8.00 hours shift with 30 minutes’breakfast /lunch / dinner break. Normal working hours are 9.00 - 17.30 hrs, 5 days a week.Persons should be deployed for 6 days if need arises.

4.14Based on the need, the staff deployed shall work on 2/3 shift basis/ extended hours. In case of extended hours, equivalent man days will be calculated.

4.15All logistics & transport shall be taken care by the party. No quarters for the workmen/ contractor will be provided by the department.

4.16Thirty persons shall be deployed on any particular day.

4.17Entry permits will be issued for the persons deputed to carry out the works at SPP/SPROB, SDSC SHAR subject to the prevailing security regulations of the Centre.

4.18Change of workmen during the contract period will not be accepted without prior approval of the competent authority.

4.19Party shall not divulge any information about this organization to anyone.

4.20Party shall indemnify the department for any damage / loss occurring due to the negligence or act of the personnel employed by the party.

4.21In the event of failure or delay in fulfilling the obligations as per terms and conditions of the contract, SDSC SHAR reserves the right to terminate the contract and make alternative arrangements without giving any notice without prejudice to the right to claim compensation for the loss, if any sustained by the department as a result of such failure.

4.22SDSC SHAR reserves the right to enter into a parallel contract with other agencies for the same work during contract period.

4.23Duplicate copy of the tender document shall be returned to the purchase officer, SDSC SHAR, duly stamped and signed on each page as a token of your acceptance of all terms and conditions.

4.24Persons employed by the party shall not enter into other facilities/buildings which is considered as breaking the department’s security regulations.

4.25Persons employed by the party shall adhere to the Rules and Regulations imposed by the Department from time to time.

4.26Party shall produce the Certificates and credentials of the persons to the department for clearance within one week of the date of placement of firm order.

4.27Party shall deploy the persons approved by the department within 15 days from the receipt of firm order.

4.28The party shall insure all his workers against any accident at work site. Department will not be liable to pay any form of compensation for any injury or death caused to workmen employed by the Party while working at site.

4.29SDSC SHAR will not be responsible for any injury, accident, death occurs to the Party’s personnel while discharging the duties at SDSC SHAR. All the liabilities in this regard shall rest with the Party only and no claim will be entertained in this regard.

4.30None of the personnel engaged by the Party shall have any right to claim whatsoever for direct recruitment or permanent employment in the DEPARTMENT.

4.31Medical facilities for the work force engaged by the Party shall be the responsibility of the Party and department will have no liability for the same.

4.32The Party and/or his personnel will not be entitled for subsidised canteen facilities of SDSC SHAR. However, they can utilise canteen services at non-subsidised rates. In the event of non-availability of the same due to unforeseen problems, Party shall make his own arrangements.

4.33Entry permit for the Party’s personnel will be issued by SDSC SHAR. To enable to issue entry passes, the Party shall submit the list of personnel. It is the responsibility of the Party to return/surrender the passes after expiry and in case of non-compliance in this regard, SDSC SHAR reserves its right to withhold his payment till such time the passes are returned.
