Delivery Truck

Sno-Isle Libraries is inviting bids to provide one (1) Delivery Truck. Sealed bids must be received by the library no later thanWednesday, June 7, 2017 at 12:00PM. Only bids that arrive by the deadline will be considered.

BIDDING INFORMATION

All bids shall be submitted listing all of the requested equipment provided; both standard and optional. The forms provided herein shall also be submitted listing all costs. Bids may be sent by US mail or delivered in person to Sno-Isle Libraries Service Center, 7312 – 35th Ave. NE, Marysville, WA 98271. All submittals must be received by Sno-Isle Libraries prior to date due deadline, and Sno-Isle Libraries reserves the right to reject any or all submittals, waive technicalities or irregularities, and accept any submittals if such action is believed to be in the best interest of Sno-Isle Libraries.

SPECIFICATIONS

  • Medium Duty Truck Chassis, 2 Wheel Drive,16’ Van Body and Hydraulic Lift Gate

Delivery Truck

  • Regular Cab, Minimum 14,000 lbs. GVW, and minimum rear axle capacity 9,800 lbs.
  • Minimum engine size 4.0L diesel or gas engine, and automatic transmission
  • High temperature automatic engine shut down (preferred)
  • Heavy Duty Suspension: HD shocks, HD springs, HD front and rear stabilizer bars
  • Six (6) All-Season Steel Belted Radial Tires; and matching spare tire rim attached inside the van cargo body
  • Must support a 16’ truck body (box); 56,500 PSI Yield Strength Steel Frame Rail or equivalent
  • Minimum 30 gallon fuel tank capacity (prefer a larger fuel tankcapacity but not over40 gallons)
  • Power steering required;an adjustable tilt and telescoping steering wheel is also preferred
  • Minimum 110 amp alternator;a 120 amp to 140 amp alternator is preferred
  • Dual Heavy Duty Maintenance Free Batteries (preferred); convenient access is a plus

  • Roll Up Door, non-insulated, Whiting Corp. or Waltco Inc. manufacture is preferable

  • Bottom Rail: 16” from floor to bottom of rail

  • 3,000 lb. capacity, with steel rollers in rail track
  • Power open and close/stow of lift gate; auto stop fully automatic, non-cable operated
  • Dual Controls:One switch inside the van cargo body (box) andone switch on the outside of the van cargo body (box) on passenger side, mounted 16” above box floor
  • Recessed LED Tail Lights
  • Warranty: Standard manufacturer warranty, 1 year minimum

Bids shall include a detailed quote listing the cost of all vehicle’s base package equipment as one line item, thenall additional items included over the base package price are to be listed separately and itemized for simple and easy identification of individual costs and inclusion. Any installation costs of any and all equipment named above is to be included in the pricing, including any incidental and delivery costs to the Sno-Isle Libraries location indicated.

In any case where a vehicle is delivered minus any part, item or accessory issued as standard manufacturer’s equipment, and/or as specified and accepted by Sno-Isle Libraries from the vendor, the vendor will be immediately be notified by Sno-Isle Libraries. If a missing part, item, or accessory cannot be provided and installed within 72 hours, Sno-Isle Libraries reserves the right to buy the item or part from another source and bill the vendor the cost including installation.

PRICING AND DELIVERY

Bid price shall include delivery and shall be F.O.B. to: Sno-Isle Libraries at 7312 - 35th Ave NE, Marysville, WA 98271. Contractor shall contact Tom Lauderback at 360-651-7023 for instructions prior todelivery.

The new vehicle is to be delivered to Sno-Isle Libraries at 7312 - 35th Ave NE, Marysville, WA 98271. The Contractor shall assure that the vehicle arrives safely, without damage, fully tested and operational. Damaged products shall be returned and not accepted at time of delivery. Delivery of the vehicle shall not be complete until all items listed in these specifications are met to the satisfaction of Sno-Isle Libraries Facilities Management Department. This shall include the standard warranty identification cards or certificates, the Manufacturer’s Statement of Origin, and owner’s manual. Sno-Isle Libraries reserves the right to require the vehicle to be pre-inspected and/or demonstrated at its actual work location to ensure the vehicle meetsitsrequirements and expectations.

DELIVERY TIME

Vendors must certify that the quoted equipment can be delivered and operational no later than Wednesday,August 30, 2017on their bid. An earlier delivery date is preferred if available.

PRODUCT WARRANTY

All factory warranties shall remain in full effect as equipped throughout the warranty period and will not be voided by any supplemental warranties or accessories.

SUBMISSION OF BIDS

Bids must be submitted to Sno-Isle Libraries, Purchasing Dept. at7312- 35th Ave NE, Marysville, WA 98271, no later than 12:00PM, Wednesday, June 7, 2017, and must be clearly marked: DELIVERY VEHICLE BID.

Bids must include a signature of the individual within the organization authorized to bind the Bidder to the offer. Faxed bids will not be accepted.

Only firm bids will be accepted and Sno-Isle reserves the right to reject any or all bids or waive any irregularities and informalities in the bids submitted and accepted by Sno-Isle Libraries. No bidder may withdraw his bid after the hour set for the opening thereof, unless the award is delayed for a period exceeding 60 days. Sno-IsleLibraries further reserves the right to make bid awards to the highest scoring and most responsive bidder as deemed in the best interest of Sno-Isle Libraries according to the Delivery Truck Bid Ranking on page 7 herein. Bidders are cautioned that neither the preliminary bid results nor an indication of the apparent highest scoring bid or lowest priced bid will compel Sno-IsleLibraries to make an award. An award, if any, will be evidenced by the issuance of a purchase order or contract only.

MULTIPLE BIDS

Vendors interested in submitting more than one bid may do so, providing each bid stands alone and independently, and complies with the instructions, conditions and specifications of this Invitation to Bid.

BIDDING ERRORS

Sno-Isle Libraries will not be liable for any errors in any vendor’s bid. Vendors will not be allowed to alter bids after the deadline for the submission of bids.

Sno-Isle Libraries reserves the right to make corrections or amendments due to errors identified in bids by Sno-Isle Libraries’staff or by the vendor. This type of correction or amendment will only be allowed for such errors as typing, transposition or any other obvious error visible. Vendors are liable for all errors or omissions contained in their bids.

When, after the opening and tabulation of bids, a Bidder claims error, and requests to be relieved of award, it will be required to promptly present certified work sheets documenting the error. If Sno-Isle Libraries,upon review of such work sheets, is convinced by clear and convincing evidence that an honest mathematically excusable error or critical omission of costs has been made, the Bidder may be relieved of its bid.

PAYMENT

Payment will be made promptly upon receipt of a correct invoice for goods that have been delivered and accepted. No down payment or advance payment of any kind will be made. Payment may be made at the time of delivery of the vehicle but not at anytime before. Washington State law requires proof that the materials have been furnished, the services rendered, or the labor performed as described before payment may be made. BID REJECTION

Sno-Isle Libraries reserves the right to reject any or all bids at any time without penalty.

WITHDRAWAL OF BIDS

Vendors may withdraw a bid that has been submitted at any time up to the due date and time, but not thereafter. To accomplish this, a written request signed by an authorized representative of the vendor must be submitted to the Purchasing Department.

NON-ENDORSEMENT

As a result of the selection of a vendor to supply products and/or services to Sno-Isle Libraries, Sno-Isle is neither endorsing nor suggesting that the vendor's product is the best or only solution. The vendor agrees to make no reference to Sno-Isle Libraries in any literature, promotional material, brochures, sales presentation or the like without the express written consent of Sno-Isle Libraries.

PROPRIETARY MATERIAL SUBMITTED

Any information contained in the bid submitted that is proprietary must be clearly designated as such in advance. Marking the entire bid as proprietary will be neither accepted nor honored. If a request is made to view a vendor's bid Sno-Isle Libraries will comply according to the Open Public Records Act, Chapter 42.17 RCW. If any information is marked as proprietary in the proposal, such information will not be made available until the affected vendor has been given an opportunity to seek a court injunction against the requested disclosure.

RESPONSE PROPERTY OF SNO-ISLE LIBRARIES

All materials submitted in response to this request become the property of Sno-Isle Libraries. Selection or rejection of a response does not affect this right.

NO OBLIGATION TO BUY

Sno-Isle Libraries reserves the right to refrain from contracting with any Bidder or vendor. The release of this Invitation to Bid does not guarantee that Sno-Isle Libraries will purchase a delivery vehicle or truck.

COST OF PREPARING BIDS

Sno-Isle Libraries is not liable for any costs incurred by a Bidder or vendors in the preparation and presentation of bids and demonstrations submitted in response to this Invitation to Bid.

BID AWARD

If an award is made as a result of this solicitation, it will be made to the highest scoring, most responsible bidder whose bid is determined by Sno-IsleLibraries to be the most responsive.

DETERMINATION OF BIDDER RESPONSIBILITY

The following elements shall be given consideration in the determination of whether a bidder is responsible:

  1. The ability, capacity and skill of the bidder to perform the contract or deliver the requested service.
  2. The character, integrity, reputation, judgment, experience and efficiency of the bidder.
  3. Whether the bidder can deliver per the contract within the time frame specified
  4. The quality of fulfilling previous public and private contracts or services, including, but not limited to, the bidder’s failure to perform satisfactorily or complete any written contract. Any Sno-Isle Libraries termination for default of a previous contract with a bidder shall be deemed to be such a failure.
  5. Anyprevious and existing compliance issue by the bidder with laws relating to a contract orservice.
  6. Evidence of collusion with any other bidder, in which case colluding bidders will be restricted from submitting further bids, future tenders, or inclusion in the current bid.
  7. The bidder is not qualified to install, provide, or sell products to the full extent of the bid.
  8. There is incomplete work with Sno-Isle Libraries or others, or an outstanding dispute on a contract that might hinder, negatively affect, or prevent the delivery of the product and services specified.
  9. The bidder failed to settle bills for labor or materials on past or current public or private contracts.
  10. The bidder has been convicted of a crime arising from a previous public or private contract, except convictions that have been pardoned, expunged, or annulled.
  11. The bidder has been convicted of a crime of moral turpitude or any felony, excepting convictions that have been pardoned, expunged or annulled, whether in this state, in any other state, by the United States, or in a foreign country, province or municipality. Bidders shall affirmatively disclose to Sno-Isle Libraries all such convictions, especially of management personnel or the bidder as an entity, prior to notice of award or execution of a contract, whichever comes first. Failure to make such affirmative disclosure shall be grounds, in Sno-Isle Libraries sole option and discretion, for termination for default subsequent to award or execution of the contract.
  12. More likely than not, the bidder will be unable to financially or otherwise supply the product or services requested herein.
  13. At the time of bid opening, the bidder must be authorized to do business in Washington State, and must be a registered business in Washington State, and have the necessary license(s), registration, or permit.
  14. Anyother information as may be secured having a bearing on the decision to award a contract.
  15. Any other reason deemed proper by Sno-Isle Libraries.

LIQUIDATED DAMAGES

Time is of the essence and the vehicle and services described herein must be completely furnished and operational by the date promised or Sno-Isle Libraries will suffer harm. The vendor agrees to pay Sno-Isle Libraries, as liquidated damages, a sum equal to 1% of the original contract award amount, excluding Washington States Sales Tax, for each and every calendar day that the delivery of the vehicle as agreed upon in the vendor’s bidremains incomplete after the date promised. This amount shall be fixed as liquidated damages that Sno-Isle Libraries will suffer by reason of such delay, and not as a penalty. Sno-Isle Libraries shall have the right to deduct and retain the amount of such liquidated damages from any monies due to the supplier.

The supplier shall be entitled to a reasonable extension of time for unavoidable delay in delivery due to causes not reasonably foreseen by the parties at the time of the contract/purchase order execution, and that are entirely beyond the control and without the fault or negligence of the supplier/vendor. These causes include, but are not limited to, acts of God or the public enemy, war, or other national emergency making delivery temporarily impossible, or illegal, acts or omissions of other suppliers, labor strikes,and labor disputes not brought on by any act or omission of the supplier, fire, flood, disaster, epidemics, quarantines, or freight embargos.

All bids must include a minimum of two non-vendor owned customer references presently using the proposed equipment or similar in a comparably-sized order to Sno-Isle Librariesbid requirements. Please include the following for each reference:
