This qualification has been reviewed. The last date to meet the requirements is 31 December 2018.

Transition Arrangements

This qualification has been reviewed and replaced bythe New Zealand Certificate in Bituminous Surfacing Construction (Level 4) with strands in Bituminous Mixes, Chipseal, and Slurry [Ref: 2686] and the New Zealand Certificate in Bituminous Product Manufacturing (Level 4) with strands in Binder Manufacturing Operation, Bituminous Mixes Operation, and Bitumen Spraying Operation [Ref: 2687].

The last date for entry into training programmes for the replaced qualification is 31 December 2015. The last date of assessment for the replaced qualification is 31 December 2018.

People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

This qualification contains standards that replace or are used as replacements for earlier standards. For the purposes of this qualification people who have gained credit for these earlier standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below.

Please note in addition to the above exemption for standard 1495, people transferring from the replaced qualification will be required to gain credit for standard 20449, and those holding credit for standards 13512 and 13513 will be required to gain credit for standards 20445 and 20446 respectively.

For the purpose of version 4 of this qualification, people who have gained credit for the replacement standards are exempt from the requirement to gain credit for the expiring standards – see table below.

Purpose

This national certificate is designed for experienced designers of hot mix asphalts working in the asphalt surfacing industry in a contracting or consultancy context. The holder of the qualification is able to design hot mix asphalts using the Marshall method.

All the standards are compulsory. They recognise competence in applying knowledge of materials, mix types, methods, and specifications to designs for asphalt surfacing; carrying out acceptance testing for asphalt pavements; and selecting polymer modifiers for hot mix asphalt production and construction.

This qualification shares some standards with the National Certificate in Pavement Surfacing (Asphalt Production) (Level4) [Ref:0466].

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Version 3 of this qualification was issued following a planned review taking account of changes to classifications and a review of standards in the Pavement Surfacing subfield.

Changes to structure and content

• level added to title
• titles of reviewed standards updated
• standard 17672 moved fromoptional strand in Polymers to the compulsory section, and optional strand in Polymers removed from the qualification
• standards 1495, 13512, 13513,13516, and 17673,and standards 1509, 1510, 5627, 6401, 6402, and 13521, not included in the qualification – see exemptions below (where applicable)
• level changed from 4 or 5 with strand, to 5
• credit total changed from 119-149 to 124.

It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to InfraTrain New Zealand.

Quality Management Systems

Providers and Industry Training Organisations must be accredited by a recognised Quality Assurance Body before they can register credits from assessment against standards. Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Accreditation requirements and the moderation system are outlined in the associated Accreditation and Moderation Action Plan (AMAP) for each standard.
