FY 16 Appropriations: Overall Growth in Science Research Funding

The American Institute of Physics recently published a series of charts breaking down the change in research funding across a number of federal agencies as a result of the recently passed FY 16 appropriations bill.The charts show the enacted appropriations of FY 14, FY 15, and FY 16, as well as the President's request for FY 16. The full breakdown can be foundhere. Below are some highlighted changes in appropriations from FY 15 to FY 16:

  • The National Science Foundation (NSF) maintainednearly staticfunding levels, experiencing a growth of only 1.6 percent.
  • Funding for the Department of Energy's Office of Science grew 5.6 percent, with a 14.8 percent increase for Advanced Scientific Computing Research.
  • Funding for the National Aeronautics and Space Administration's science programs grew 6.6 percent, including large increases for planetary science (13.4 percent) and space technology (15.2 percent).
  • Department of Defense science and technology funding grew 8.2 percent.
  • STEM education programs across the Department of Education and NSF experienced mostly flat funding with the notable exception of a 13.6 percent increase for NSF's Advancing Informal STEM Learning program.
  • Funding for the National Oceanic and Atmospheric Administration grew 5.8 percent overall. Within the Office of Atmospheric and Oceanic Research, significant increases went to weather and air chemistry research (13.7 percent); and ocean, coastal, and great lakes research (9.6 percent).
  • NIH also received an overall 5.8 percent funding increase.

The White House isexpectedto release its FY 17 budget request on February 9.

Energy-Efficient Computing: from Devices to Architectures

National Science Foundation (NSF) is seeking proposals for research to minimize the energy impacts of processing, storing, and moving data within future computing systems, and will be synergistic with other research activities that address other aspects of this overarching energy-constrained computing performance challenge.

ACTION:
Proposals are due March 28, 2016. Approximately $4 million is available for two to four multi-disciplinary collaborative Type I awards ranging from $800,000 to $1.6 million per year and two to fourindividual Type II awards ranging from $100,000 to $200,000 to support projects lasting up to three years. An investigator may participate asprincipal investigator or co-principal investigatoronno more thanone proposal.

Precision Measurement Grant Program (PMGP)

The National Institute of Standards and Technology (NIST) and Department of Commerce (Commerce) are seeking applications to support experimental research in fundamental measurement or the determination of fundamental constants. Research areas include testing laws of physics to improve fundamental measurement methods, and development of new standards for physical measurement.

ACTION:
Abbreviated applications are due February 2, 2016. Invited full applications are due May 3, 2016. Awards are up to $100,000 per year.

STEM + Computing Partnerships

National Science Foundation (NSF) isinviting creative and innovative proposals that address emerging challenges in the learning and teaching of STEM and computing. The program offers proposers two tracks: Integration of Computing in STEM Education, and Computing Education Knowledge and Capacity Building.

ACTION:
Proposals are due March 28, 2016. Approximately $2.5 million is available to support 37 awards.

The U-M MTRAC Transportation Program

The U-M MTRAC Transportation Program is pleased to announce the 2016 Call for Proposals. The deadline for proposal submission is March 11, 2016 - Apply now.

Receive up to $100K in funding from the U-M MTRAC Transportation program. The goal of the program is to accelerate the development and commercialization of advanced materials, robotics and autonomy, sensors, electric vehicle drivetrain/propulsion, software/controls/data, and advanced manufacturing processes. Awarded projects are financed through a 12-month grant and mentored by a team of industry experts and venture capitalists.

ArtPlace America National Creative Placemaking Competition

ArtPlace Americais now accepting applications for its $10.5 million National Creative Placemaking competitionto fund community development projects that involve the arts. The competition will fund projects featuring collaborations between artists, arts organizations, and a community or neighborhood. These collaborations must address a community challenge related to agriculture/food; economic development; education/youth; environment/energy; health; public safety; transportation; or workforce development. Registration is required by February 16, 2016, in order to submit applications, which are dueMarch 2, 2016. ArtPlace America seeks to reach communities from across the country varying greatly in size. Housing Opportunities for Persons With AIDS (HOPWA) Project Demonstration and Violence Against Women Act (VAWA)

The Department of Housing and Urban Development (HUD) is seeking applications to enhance federal efforts to address HIV and intimate partner violence among homeless and marginally housed women and girls. The grants provided under this demonstration will also further the goals and objectives of the National HIV/AIDS Strategy, which calls for enhanced collaboration at the Federal, State and community level, among diverse agencies and partners to maximize efficient use of resources to achieve its goals.

ACTION:
Applications are due March 8, 2016. Approximately $9.1 million is available to support up to nine awards.

Behavioral Science Track Award for Rapid Transition (B/Start) (R03)

The National Institutes of Health (NIH), Department of Health and Human Services (HHS) and the National Institute on Drug Abuse (NIDA) are seeking applications to facilitate the entry of beginning investigators into the field of behavioral science research related to drug abuse. R03 projects will be supported for one year to allow gathering of pilot data with the intent that PDs/PIs become better positioned to seek additional support for independent research programs. To be appropriate for a B/Start award, research must be primarily focused on behavioral processes and research questions.

ACTION:
Applications are due February 16, June 16 and October 16 through January 8, 2019. Awards are up to $75,000.

Great Lakes Long-Term Biology Monitoring Program: Phytoplankton Component

The Environmental Protection Agency (EPA) is seeking applications from eligible entities for a cooperative agreementfor a project to continue the long-term monitoring of phytoplankton in the open waters of the Great Lakes.

American Historical Association Research Grants and Fellowships

Deadline: 2/15/2016, 4/1/2016

Supports several small research grants (up to $1,000; annual deadline 2/15) in the following areas: history of the Western hemisphere; colonial American history, with particular reference to the intercultural aspects of American and European relations; U.S. legal history and the field of law and society; and history of Europe, Asia, and Africa. Only AHA members are eligible to apply for these grants. Also supports two fellowship programs in the areas of American History and Aerospace History (4/1). See details.

American Musicological Society Subventions for Publications, Research, and Travel Grants

Deadline: 2/15/2016, 4/1/2016, 8/15/2016, 10/1/2016

Supports individuals with expenses involved in the publication of works of musical scholarship. Goal is to defray costs not covered by publishers. Proposals that utilize newer technologies are encouraged. Most awards range from $500 to $2,000 each (2/17, 8/17). AMS 75 Subventions provide up to $5,000 for first books from early career scholars (2/15, 8/15). Various awards for outstanding research and publications in music (1/31, 5/1 8/17, 10/1). National Endowment for the Humanities Fellowships

Deadline: 4/28/2016

Supports individuals pursuing advanced research in the humanities that contributes to scholarly knowledge or to the general public's understanding of the humanities. Scholarly articles, monographs on specialized subjects, books on broad topics, archaeological site reports, translations, editions, or other scholarly tools are supported. Fellowships support full-time work for 6-12 continuous months. Award is up to $50,400. NEH also offers Fellowships for Advanced Social Science Research on Japan. See details.

Samuel H. Kress Foundation Art Grants

Deadline: 4/1/2016, 10/1/2016

Supports scholarly projects that promote the appreciation, interpretation, preservation, study and teaching of European art from antiquity to the early 19th century. Funding is offered in three areas: History of Art and Conservation (both have annual deadlines: 1/15, 4/1, 10/1) and Digital Resources (annual deadlines: 4/1, 10/1). Applicants strongly encouraged to include a CD containing application materials in addition to printed materials. If deadline falls on a weekend, applications must be received by the preivous Friday. IBM Center for the Business of Government Research Stipends

Deadline: 4/1/2016, 10/1/2015 (Tentative)

Provides research stipends of $20,000 to individuals who are responsible for producing a 30-40 page research report in one of the areas presented within the solicitation. Manuscript must be submitted no later than six months after start of the project. Recipients will select the start and end dates of their research project. Reports should be written for government leaders and provide practical knowledge and insights. Annual deadlines: 4/1, 10/1. See details.

International Reading Association Grants Program

Deadline: 4/15/2016, 9/1/2015, 10/31/2015, 1/4/2016 (Target date)

The Association’s awards and grants program ($1,000-$8,000 usually) includes honors for teaching, service to the profession, research, media coverage of reading, and authorship of children’s books. IRA funds Children's Literature Awards, Professional Development Awards and Grants, Research Awards and Grants, Service Awards, Teachers Awards, and Grants and Travel Grants. Project Management Institute

Deadline: 4/25/2016

Supports research proposals from scholars in project management and other disciplines (e.g. management, organizational psychology, education, sociology). Proposed research should have direct application to some aspect of project management. PMI encourages proposals from multi-disciplinary teams of scholars or teams consisting of academics and practitioners, who can potentially bring new ways of thinking and related bodies of literature to the field. Awards are up to $50,000. Annual deadline: 4/25. See details.

U.S. Department of Education Unsolicited Grant Opportunities

Deadline:3/8/2016

Supports unsolicited proposals for research, evaluation, statistics, and dissemination projects to provide reliable information about the condition of education, education practices that improve academic achievement, and the effectiveness of education programs. Any project that addresses these issues and is not covered under any other IES grant competition is eligible. Awards typically range from $25,000 to $200,000 per year for one to three years. Deadline refers to a six-page prospectus. Annual deadline: early March. See details.

U.S. Department of Education TRIO: Talent Search

Deadline: 2/5/2016

Supports projects designed to identify first generation, low-income students to encourage them to complete secondary school and enroll in an institution of higher education. Supportable activities include dissemination of information about postsecondary programs and the availability of student financial aid. Each Talent Search program serves at least 500 students, ages 11-27. Competitions are every five years. See details.

American Cancer Society Research, Training, and Professorship Grants

Deadline: 4/1/2016, 10/15/2016

Supports over 20 programs to provide funds to all levels of investigators in cancer research and an enhanced commitment to issues in cancer health disparities, psychosocial and behavioral, health services, health policy, epidemiological, clinical and cancer control research. James S. McDonnell Foundation Scholar Awards in Complex Systems Science

Supports projects to advance knowledge and improve quality of life in three areas: Understanding Human Cognition, Studying Complex Systems, and Mathematical and Complex Systems Approaches for Brain Cancer Research (by invitation only). Patient-Centered Outcomes Research Institute

Supports research studies that compare the effectiveness of two or more strategies prevention, treatment, screening, diagnosis or management that have not been adequately studied against alternative options. Topics are not limited to medical or surgical therapy and may include a range of strategies including self-care. Emphasis is on studies conducted in typical clinical populations considering the full range of patient-centered outcomes. Deadlines refer to required LOIs. See updates.

Society for the Psychological Study of Social Issues

Deadline: 4/15/2016

Provides awards ranging from $300 to $2,500 to college seniors, graduate students, and first-year postdoctoral researchers in psychology, applied social science, and related areas, for social issues research in cooperation with a community or government organization, public interest group, or other not-for-profit organization that will benefit from the project. STEM-C Partnerships

The STEM-C (Science, Technology, Engineering and Mathematics, including Computing) Partnerships program is a major research and development effort of the Directorate for EHR and the Directorate for CISE to support innovative partnerships to improve teaching and learning in STEM disciplines. STEM-C Partnerships combine and advance the efforts of both the former Math and Science Partnership (MSP) and the former Computing Education for the 21st Century (CE21) programs. Communications, Circuits, and Sensing Systems

Perception, Action, and Cognition

The National Science Foundation supports research on perception, action and cognition, with emphasis on research strongly grounded in theory.
