Vision, Expected Outcomes and Timeframe

Vision:

Improve cross-agency strategic planning and coordination of homeless targeted grant-making programs in order to:

  • Increase the funding’s impact on the State’s goal to prevent and end homelessness; and
  • Simplify the funding process for both grantees and administrators

Grants Affected:

MHFA: FHPAP, RA (HTF,ELHIF, Bridges)

DHS:ESG, THP, HYA, Safe Harbor, ESP, LTH, HSASMI

Outcomes Expected for 2017 RFP Process:

  1. DHS and MN Housingwill have a regional lens to use when reviewing proposals. Each region will have a needs assessment and asset map. Providers and stakeholders will have an opportunity to provide feedback on the information provided for each Region.
  1. DHS and MN Housingwill articulate to providers and grant seekers how the regional lens will be used in the review process, and will make the information easily accessible to providers. A clear and accurate listing of what grants are available for which services in each Regionwill be available via websites and other outreach.
  1. DHS and MN Housingwill provide a clear, concise document that shares the expectations of how each department will communicate and share information during the RFP review process. This document will be used internally and externally.
  1. During this process we will continue to identify efficiency improvementsin the process for providers and funders for implementation. Some improvementsare expected in the 2017 RFP process with more and larger improvements expected for the 2019 RFP process.
  1. During the process we will identify strategies that will allow for grants to have greater impact and reflect more diverse, inclusive, competent, and effective efforts. Some improvements are expected in the 2017 RFP process with more expected for the 2019 RFP process.
  1. For the 2017 RFP, we will identify services in the RFP responses that are MA billable and/or fundable through other sources. This information will be provided to DHS and MN Housing to increase the impact and improve processes for the 2019 RFP.
  1. Stakeholders and providers will have the opportunity to give input during creation of these changes and feedback on the changes following implementation.

Outcomes Expected for 2019 RFP Process and Beyond:

  1. Based on the outcomes above and continued progress on the Plan to Prevent and End Homelessness, there will be a simplified RFP process and increased impact of the grant funds.
