REGULAR BOARD MEETINGMINUTES

A meeting of the Village Boardof Trustees was held on December 21, 2016 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:10 PM.

The Mayor asked all present at the meeting to stand for the Pledge of Allegiance.

The Clerk’s report included:

•Sale of 685trash tags

•Two payrolls were processed

•Attended OnePlanning Board Workshop; one Planning Board Public Hearing; and one Planning Board Meeting

•Clerk’s Office will be closed Monday, December 26, 2016, and Monday, January 2, 2017 in observance of the Christmas and New Year’s Holidays

On a motion by Deputy Mayor Majer, seconded by Trustee Murphy, the minutes for the November 16, 2016 Regular Board Meeting and December 14 Public HearingMinuteswere approved, all in favor.

On a motion by Trustee Murphy, and seconded by Deputy Mayor Majer, the Treasurer’s Report for Abstract #7 totaling $66,925.57 was approved. Deputy Mayor Majer moved that the bills be paid for the abstract as presented and Trustee Murphyseconded the motion, all in favor.

Mayor Griffith summarized the agenda and opened the meeting for public comments on agenda items only. There were no public comments.

The next regular meeting will take place on Wednesday, January 18, 2017 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm before the meeting. There will be a workshop on

January 11, 2016 at the Historic Watts DePeyster Hall at 7:00pm.

Negative Declaration was reviewed by Mayor Griffith.

RESOLUTION #43;Think Differently Initiative; motion made by Trustee Murphy, seconded by Deputy Mayor Majer; all in favor.

RESOLUTION #44; Authorizing Storage Agreement with Kaatsbaan for 1957 Pumper Truck; motion made by Deputy Mayor Majer, seconded by Trustee Murphy; all in favor.

RESOLUTION #45; Approving Budget Modifications; motion made by Trustee Murphy, seconded by Deputy Mayor Majer; all in favor.

On a motion made by Deputy Mayor Majer and seconded by Trustee Murphy, Crawford & Associates was authorized to complete the Engineer design for CDBG Pine Street Improvements Phase I; all in favor.

On a motion made by Trustee Murphy and seconded by Deputy Mayor Majer; Crawford & Associates was authorized to prepare bid specifications and formal bidding for sandblasting and painting of the wastewater tanks; all in favor.

RESOLUTION #46; On a motion made by Deputy Mayor Majer and seconded by Trustee Schneider; it was moved to establish Lead Agency status for the Multi-Use Walkway along County Route 78; all in favor.

RESOLUTION #47; Authorize withdrawal from the IMA with the Town of Red Hook regarding Building Department Service Agreement; motion made by Trustee Murphy seconded by Deputy Mayor Majer; all in favor.

RESOLUTION #48; Authorize Creation of a Building Inspector Position; motion made by Deputy Mayor Majer, seconded by Trustee Murphy; all in favor.

A review of Resolution # 49 was provided by Attorney Chale.

RESOLUTION # 49; Adopt a SEQRA determination of Nonsignificance regarding Local Law C (Proposed) of 2016; motion made by Deputy Mayor Majer, seconded by Trustee Murphy; all in favor.

RESOLUTION # 50; Adopt Local Law C 2016; Parking and Associated Changes; motion made by Trustee Murphy, seconded by Deputy Mayor Majer; all in favor.

A review of Resolution #51 was provided by Attorney Chale; the EAF is available; and all documents will be included in each packet to go to the various interested agencies.

RESOLUTION # 51; Establish Lead Agency for the Waterfront Park Master Plan Project; motion made by Deputy Mayor Majer, seconded by Trustee Murphy; all in favor.

RESOLUTION #52; Set Public Hearing for Waterfront Park Master Plan for Wednesday, January 18, 2017 at 7:00 PM on the 3rd Floor; motion made by Trustee Murphy, seconded by Deputy Mayor Majer; all in favor.

RESOLUTION #53; Set Public Hearing for Local Law D (Proposed) on Wednesday, January 11, 2017 at 7:00 PM, Court Room; motion made by Deputy Mayor Majer, seconded by Trustee Murphy; all in favor.

  • Winterfest once again was a hit.

Deputy Mayor Majer

  • The Tivoli Free Library is busy, keep a look out for all of their programs. The wrapping Center will remain open through Friday evening; the reptile show has not been rescheduled yet.
  • Winterfest was a big success. Thanks go to the Tivoli Fire Department for their truck and the firehouse; also a thank you to Anna Billeci for her assistance, along with Kira and Sophie Bruno and Ian Anderson for their support in the kitchen with the refreshments. There was cookie decorating, horse and wagon rides, and of course a visit from Santa Claus. We owe gratitude to our sponsors, and all of our Winterfest attendees. Theater on The Road of Historic Red Hook and their show “A Christmas Carol” was very well attended, and was a fantastic show. The caroling at Winterfest and the show at Murray’s was a festive event, and we thank, Murray’s, Tivoli Bread and Baking, Santa Fe, The Corner, and Traghaven.

Mayor Griffith

  • The Board will be planning a 6-month budget review; this will be beneficial to increase vigilance in regards to the budget and future budgeting.
  • Please remember to clear the sidewalks following a snowstorm; also be mindful of the Snow Ordinance in effect; parking is not allowed on the street from 1:00 AM – 6:00 AM; cars which remain on the roads will be ticketed and possibly towed.
