CALL TO ORDER 7:00PM
Those present: Village Trustees: Jeanine Bensken, Roy Woodmansee, Pat Butler, Ray Cunningham, and Guy James, not present, Kevin Knott, Village President, David Lucas, Village Clerk, Sharon Jeffers, Village Treasurer, Cindy Pruitt, Chief of Police, John Rouse, Maintenance, Bub Miller, Water/Maintenance, Rob Boyer, Zoning, Jim White, Village Attorney, Paul Hendren, News Gazette, Siv Schwink, and guests, Marilyn Lee, and Betty Lacey.
Public Comment: Betty Lacey informed the board that “Santa” has booked Homer for Saturday, December 4, 2010.
Marilyn Lee informed the board that a local Church may be interested in taking over Recreation Board activities.
Minutes: Ray Cunningham made the motion to approve minutes as presented, Pat Butler second the motion, all in favor, motion approved.
Bills: Ray Cunningham made the motion to approve payment of Village Bills as presented, Pat Butler second the motion, roll call vote: Jeanine Bensken, yes, Roy Woodmansee, yes, Pat Butler, yes, Ray Cunningham, yes, and Guy James, yes, motion approved.
Board comments:
- Notify IDOT of parade on July 4th.
- Stray dogs at park
- Bids need to be brought to the board for filter cleaning at water plant
- Stop sign placement should be addressed
- For 2011/2012 budget, generator for Village Hall/Water Plant
Treasures report: Approximately $65,000.00 has been replaced in to water fund from IEPA sewer loan for repayment of engineering costs from the past. We have seen a $2,000-$3000 decline in sales tax, and $1,000-$2000 decline in income tax.
Zoning report: Storage container Ordinance tabled until July meeting.
Approve reports: Roy Woodmansee made the motion to approve, Treasurers, Police, Maintenance, Water, Village Hall, Zoning, and Streets and Alleys reports as presented, Guy James second the motion, all in favor, motion approved.
Village Cell phone tabled.
TIF grant Village Wardrobe tabled until October 2010 meeting
CDAP payment: Ray Cunningham made the motion to approve CDAP payment in the amount of $2943.24 to Regional Planning for Grant administration, Jeanine Bensken second the motion, roll call vote: Jeanine Bensken, yes, Roy Woodmansee, yes, Pat Butler, yes, Ray Cunningham, yes, and Guy James, yes, motion approved.
Tree removal: The tree at 610 E First St. is not to be removed. The Village will remove remaining tree at corner of Ellen and Second St.
Prevailing Wage Ordinance 061410: Ray Cunningham made the motion to approve 2010/11 Prevailing Wage Ordinance 061410, Pat Butler second the motion, roll call vote: Jeanine Bensken, yes, Roy Woodmansee, yes, Pat Butler, yes, Ray Cunningham, yes, and Guy James, yes, motion approved.
Executive Session: Ray Cunningham made the motion to enter into executive session to discuss pending litigation and sale of real estate, Jeanine Bensken second the motion, roll call vote: Jeanine Bensken, yes Roy Woodmansee, yes, Pat Butler, yes, Ray Cunningham, yes, and Guy James, no, motion approved.

Resolution 0614100RB: Ray Cunningham made the motion to approve Resolution Authorizing The Village of Homer, Illinois to solicit bids for the sale of real estate at 210 Church St, Homer, IL, Jeanine Bensken second the motion, roll call vote: Jeanine Bensken, yes, Roy Woodmansee, yes, Pat Butler, yes, Ray Cunningham, yes, and Guy James, yes, motion approved.
