Minutes of Planning Committee Meeting held on Tuesday24th May 2016at 5p.m. in the Village Hall Committee Room.

Present: CllrsFrost, GarlandMason, Ostler, Pratt, Turner(Chairman),and 1 member of the public.

Meeting adjourned for open forum

  1. Minutes of the last Planning Committee meeting on 18th April2016 were approved (proposed Cllr Garland, seconded Cllr Frost).
  2. Declarations of interest: None.
  3. The Planning Committee considered the following planning applications:

a)16/1090/FUL ~ Winters Farm Rocombe, Lyme Regis, DT7 3RR ~ Construction of single storey extension ~ Dr & Mrs S Vann: It was resolved unanimously to respond as follows: “The Parish Council Planning Committee does not object to the application”(proposed CllrGarland, seconded Cllr Ostler). Reason:No Objection

b)16/1087/FUL ~ Hoyton Farm House St Marys Lane, Uplyme, Lyme Regis, DT7 3XH ~ Construction of a double pile roof to the dwelling to provide additional living accomodation, garage/workshop and replacement pump house ~ Mr Christopher Serna: It was resolved unanimously to respond as follows: “The Parish Council Planning Committee does not object to the application”(proposed Cllr Frost, seconded Cllr Mason). Reason:No Objection

c)16/0776/FUL ~ Pitt White Cottage Mill Lane, Uplyme, Lyme Regis, DT7 3TZ
~ Replacement dwelling ~ Mr & Mrs Simons: It was resolved unanimously to respond as follows: “The Parish Council Planning Committee object to the application”(proposed Cllr Garland, seconded Cllr Mason). Reason:The Parish Council objects to this application as overdevelopment of a small plot putting protected trees at risk in the future, the new building if allowed should remain in the curtilage of the Pitt White House. Seeing this as a new development it should have a 106 agreement applied to this.

d)16/0824/FUL ~ Talbot Arms Hotel, Lyme Road, Uplyme, Lyme Regis, DT7 3TF ~ Erection of new dwelling ~ Mr & Mrs Gardner: It was resolved unanimously to respond as follows: “The Parish Council Planning Committee object to the application”(proposed Cllr Ostler, seconded Cllr Frost). Reason:The Uplyme Parish Council Planning Committee object to this application subject to the following comments: We would like Highways to be informed of the following points:
a) the 2 parking spaces shown on the plan will deprive the brewery lorry of its normal parking place for deliveries and will therefore mean that the latter will have to park further towards the Talbot Arms, creating an obstruction to passing traffic.
b) At present the visibility of the road ahead from the village gateway is slightly restricted. The presence of this new dwelling will cause even more lack of visibility to oncoming traffic in both directions. Should it have a 106 agreement! This should always remain part of the curtilage of the main building.

AOB: Plot 17 Glebelands, HN3/16/0301/FUL–Cllr Pratt or another if able to attend meeting 7th June 2016 at ‘The Knowle’ commencing at 10.0 a.m.,currently there are no planning councillors at the meeting who are available to represent Uplyme PC for this pending application.
