1.0  OPENING COMMENTS

1.1  Call to Order / Quorum Check

The Chemical Processing Task Group (CPTG) was called to order at 9:00 a.m., 20-Oct-2014.

It was verified that only SUBSCRIBER MEMBERS were in attendance during the closed portion of the meeting.

1.2  Review the Code of Ethics and Antitrust Video and Meeting Agenda

1.3  Approval of Previous Meeting Minutes– OPEN

Motion made by Jim O’Shea and seconded by Larry Carlson that the minutes from June 2014 meeting be approved as written. Motion Passed.

1.4  Rolling Action Item List (RAIL) Review – OPEN

The RAIL was reviewed by Will Calvert.

2.0  DELEGATION OVERSIGHT – CLOSED

The delegation trackers, t-frm-07s, of Mike Graham, Nigel Cook, Will Calvert, Robert Nixon, Bill Dumas, and Bob Lizewski were reviewed. All of the delegated reviewers had exceeded criteria for maintaining delegation. The Task Group voted to continue the delegation of all delegated Staff Engineers.

The trackers for Jack Holman, and Lang Martin, non-delegated consultant reviewers, were also reviewed. There was an error with Jack Holman’s delegation percentage that was resolved and presented again during the meeting.

3.0  NUCAP – CLOSED

There were two Rolls Royce NUCAP exceptions that were discussed with the Task Group. David Neal from Rolls Royce agreed to take the lead on assisting to resolve these issues.

ACTION ITEM: David Neal to work with Rolls-Royce to address the two open scope exception items. (Due Date: 02-Mar-2015)

4.0  AUDITOR CONSISTENCY (nop-012) - CLOSED

Mike Stolze gave a presentation on the results of observation audits and desk top audits. He gave a review of the implementation plan for compliance to NOP-012 as well as a Review / Update of the Audit Observation schedule.

5.0  RISK MITIGATION - CLOSED

Mike Stolze gave a presentation the experiences of the Risk Mitigation Team working the first Chemical Processing (CP) audit subject to the risk mitigation process. Mike Stolze was the lead reviewer assisted by Karyn Deming, Zia Usmani, and Steve Starr.

6.0  RESOLUTION BY TASK GROUP ISSUES - CLOSED

(Nigel Cook) Audit 158748: AC7108/4 Rev. A (6.2.2.3.4) All relevant variable data from test parameters controlled by operator recorded on job documentation or traceable to job in shop records?
Finding:
At witness of coating weight testing job, the technician did conduct twice stripping and weighing but the results of intermediate stripping and weighing, temp of stripping solution and stripping time has not been recorded.

SE Question: What is the Task Groups interpretation of the checklist requirement, should a Supplier create a permanent record of parameters for each strip cycle when doing coating weight test pieces to MIL-A-8625 or is it acceptable to just have a record of the summation?

Motion made by Hal Abel and seconded by Nick Magnapera that only the final weight on the stripped coating weight panels needs to be recorded.

Motion passed 15:5

ACTION ITEM: Nigel Cook to update Audit Handbook to include clarification of the recording of final weight on coating weight testing (Due Date: 02-Mar-2015).

(Zia Usmani) Registration, Evaluation, Authorization and Restriction of Chemicals (REACH): Would it be possible to consider including the following question in the checklist along the lines of:

“Does the Supplier have a plan or demonstrate REACH mitigation to address the materials and processes impacted by the REACH regulations which affect compliance with customers’ requirements or specifications” Yes/No/NA

CAG: NA applies if the EU is excluded from the supply chain.

If there is something explicit in the customer’s requirement, the Subscriber will specify it (or in a National Standard); however if the spec or PO requirement or drawing is silent the Supplier may struggle to comply.

Motion made by Mike Stolze and seconded by Zia Usmani that a Team of Subscribers impacted by Reach propose verbiage in compliance with NOP-002 to go into the checklist and CP Audit Handbook.

Motion did not pass 2:16.

(Will Calvert) Thickness Standards: Finding: “Are thickness standards controlled, available to operators, appropriate for the range required and traceable to National Standards?
Thickness shim 0.85 Mils S/N XXXX is not in the calibration recall system. Cert from Fischer is dated 12/01/2011.”

Question: Are certified thickness standards required to be in the calibration system, or as long as there appears to be no damage to the shims and the readings are repeatable, is the National Institute of Standards and Technology (NIST) certification ample?

Topic was moved to Open Meeting as this did not pertain to an individual Supplier.

(Nigel Cook) Audit 157085: PRI were contacted by the Supplier on the third day of their 3 day audit due to an auditor situation. Based on information provided by the Supplier, the auditor’s behavior was not in accordance with PRI Policy. No auditing took place on the third day; this was just the closeout meeting. The Supplier’s representative felt that the audit had been conducted correctly on the first two days

Does the Task Group agree to continue the audit review process based on the submitted audit or do they want the audit to be repeated? Also, the Auditor did not review an electroless nickel job, either live or historic. Electroless nickel is in the scope and is a technology. The previous audit had a historical electroless nickel reviewed. Does the Task Group wish to have another Auditor to go in and review electroless nickel?
Motion made by John Koenig and seconded by Hal Abel to conduct a paper historic audit of an electroless plating job.

Motion passed unanimously.
