PLAYING RULES FOR 2016

SECTION 1: OFFICIAL TEAM, ROSTER, PLAYER ELIGIBILITY AND FEES

PART A: OFFICIAL TEAM

Each TRYC team shall consist of a designated manager and at least ten (10) eligible players. MANAGER is defined as the person assigned by the team at team registration, and is designated on the TRYC official roster.

Their position will be to receive all communications from TRYC.

To be an officially registered team, only one person may be assigned to the manager’s position. To be considered an officially registered team, the manager must turn in player enrollment sheets on the registration date established by the League. At least ten (10) players must be registered prior to the final enrollment date. The player enrollment sheet must be completed in its entirety. The Board of Directors reserves the right to accept or reject any team requesting admittance into TRYC.

No team will be accepted into TRYC after the final registration deadline established by the Board of Directors.

PART B: NEW TEAMS

All new teams requesting admittance to play at TRYC will need to be approved by the Board of Directors in advance of player registration.The Board of Directors will make every effort to keep players together from a previous year’s team where a Manager has decided not to return as the team Manager.

PART C: MINIMUM ROSTER (Shetland Division Only)

The minimum roster shall consist of twelve (12) eligible players in the Shetland division. Shetland teams unable to complete this minimum roster must be willing to accept players assigned from the player pool by the Division Manager/Membership Committee.

PART D: MAXIMUM ROSTER

The maximum roster for all divisions will be fifteen (15) players.

PART E: PLAYER ELIGIBILITY

A player is eligible to play for a team if she meets the playing age requirements,

has the parental release and indemnity agreement registration form signed, verification of birth date, and pays the appropriate fees.

1. Any request for a player release into the player pool is automatic without the manager’s signature required. Every attempt will be made by the Membership Committee to place a player on another team before the player registration deadline.

AFTER PLAYER REGISTRATION, ALL PLAYERSWILL BE CONSIDERED PART OF THAT TEAMS OFFICIAL ROSTER.

2. If a TRYC Manager chooses not to return, whatever the reason, that roster will be frozen until such time the TRYC Membership Committee has had ample time to find a suitable replacement. If the Membership Committee cannot find a suitable replacement from the Assistant coaches and parents, the players shall be assigned to the player’s pool with the first priority to be placed on other TRYC

teams. It is the philosophy of TRYC to keep teams together whenever possible, once they have formed for league play.

3. Players may be added to a team’s roster up to two weeks prior to the last date of the original released season schedule.

The final approval of the addition must be approved by the TRYC Board.

Any addition must be approved by the Board prior to playing at

TRYC. EFFECT: FORFEITURE OF THE GAME.

A player may not appear on more than one official TRYC roster at any time.

4. Only players registered as players with TRYC and assigned to one league team are eligible to play.Players may only play on one TRYC league team duringthe season.

Penalties:

1)Any player determined to have played for more than one TRYC league team during the season shall be ineligible for the remainder of the current season.

2)Any game in which an ineligible player has played shall be forfeited by the team using the ineligible player.

3)Any manager/coach who uses an ineligible player shall be suspended for the remainder of the season and may be reinstated for the next playing season only by approval of the TRYC Board of Directors.

5. TRYC Playing Rules apply only to TRYC league play and have no bearing

on any tournament play.

PART F: FINANCIAL OBLIGATIONS

The yearly registration fees, determined by the Board of Directors, shall be paid to TRYC by a date to be determined by the Board. The team registration fee will be waived for Board Members associated with a team and in the case of multiple Board Members associated with the same team a player registration fee ($120) will be waived for the second Board Member. Dues will be for the current playing season and will be adjusted by the following:

1. Team registration fees are $175 per team. Player registration fees are $1440 per team. (Exceptions: Shetland Div. teams and any age Divisions playing less than a standard 16 game schedule).

2. Full refund of any individual player registration fees will be handled by the individual team manager, if they have not participated in any league play.

  1. No refund will be made to any player dismissed at any time from TRYC by the Board of Directors after the first game of league play.

SECTION II: CODE OF CONDUCT

PART A: MANAGER, COACHES,PLAYERS, PARENTS, AND SPECTATORS SHALL:

1. Not indulge in alcoholic beverages before or during practice sessions or games.

2. Accept decisions of umpires on the field as being fair and called to the best of their ability as an umpire.

3. Not criticize the opposing manager, coaches, players, or spectators by word of mouth or by gesture.

4. Notdisplay unsportsmanlike conduct during games.

5. Not use profane language at any time during practice sessions or games.

PART B: MANAGERS AND COACHES SHALL:

1. Contact all players from the previous year to discuss status of team and team membership for the next playing season.

2. Assure, beyond any reasonable doubt, that all of their players are in the proper division within their age limitation as set forth by the Board.

  1. Dress in an appropriate manner.
  2. ASA background checkswill be required for all field and dugoutcoaches. Cost of the background check is the responsibility of the individual coach.
  1. Background checks to be completed by player registration dateor upon submittal of all team paperwork with TRYC.

PART C: PLAYERS SHALL

1. Not strike an opponent or team mate regardless of the provocation.

2. Give their correct age at the time of registration with the league.

3. Show utmost respect to managers, coaches, players, parents, spectators and game officials.

4. Show proper desire and attitude at all practice sessions and games.

Effect of Violations for Parts A, B & C Above:

Any player, coach, parent, or spectator participating in any form of violence,

the threat of violence, profanity, verbal abuse or unsportsmanlike conduct during any practice session or game may be expelled from the TRYC complex area. If any of the above continues after adequate warning has been given to the offending person (s), the game may be forfeited or suspended by the Head Game Umpire. The offending person (s) may also be suspended or expelled from Two River Youth Club activities.

ANY MANAGER, COACH, PLAYER, PARENT, OR SPECTATOR WHO IS EJECTED FROM ANY GAME WILL BE SUSPENDED FOR A MINIMUM OF THE GAME IN PROGRESS AND THE NEXT GAME INVOLVING THE TEAM TO WHICH THAT PERSON (S) IS ASSOCIATED.

ANY MANAGER, COACH, PLAYER, PARENT, OR SPECTATOR WHO IS EJECTED FOR THE SECOND TIME IN ANY ONE SEASON SHALL BE SUSPENDED FROM ALL TWO RIVERS YOUTH CLUB ACTIVITIES FOR THE REMAINDER OF THAT SEASON. THE PERSON SO SUSPENDED MAY APPEAL THAT SUSPENSION TO THE BOARD OF DIRECTORS, WHOSE DECISION SHALL BE FINAL. UNTIL SUCH TIME AS THE BOARD MEETS TO CONSIDER THE APPEAL, THE SUSPENSION SHALL REMAIN IN EFFECT.

SUSPENSION MEANS THAT THE PERSON (S) SHALL NOT BE ALLOWED INSIDE THE GATES OF THE COMPLEX AREA. VIOLATION OF THE SUSPENSION MAY RESULT IN THE PROSECUTION OF THE PERSON (S) FOR CRIMINAL TRESPASS.

Part D: PENALTIES FOR VIOLATIONS OF THE CODE OF CONDUCT

1. Violation of the Code of Conduct must be submitted to the League Commissioner in writing.

2. Any manager, coach, player, parent, or spectator will be suspended for a specific number of games if found guilty of a violation of the Code of Conduct.

The suspension(s) will be imposed at the discretion of the League Commissioner after having received a full report of the violation(s). The decision by the League Commissioner shall be made and submitted, in writing, to all parties involved, normally within ten (10) days after the filing. Decision of the League Commissioner may be appealed to the Arbitration Committee.

3. Expulsion: A manager, coach, player, parent, or spectator will be expelled

from the league if found guilty of continued violations of the Code of Conduct. Expulsion is to be imposed by the Board of Directors after receiving a full report

of the violation(s), and the individual(s) concerned receiving a hearing before the Board of Directors.

SECTION III: RULES

PART A: PROTEST

If, for any reason there is the necessity for the protest of a game, it must be according to the current TRYC or ASA rules. Protest must be announced to umpires and opposing coach. Scorebooks must be marked accordingly at point of protest. A protest fee of $25.00 must accompany the written protest. If the protest is not allowed, the money will go to the league treasury.

All protests must be submitted in writing, to the League Commissioner within 48 hours from the time the game is protested. A decision on the protest will be made by the League Commissioner and submitted, in writing, to both parties involved in the protest. This will be no later than ten (10) days after the filing of the protest. The forfeiture of a game on a judgment call by the umpire cannot be protested. AN APPEAL OF THE LEAGUE COMMISSIONER’S DECISION WILL BE HANDLED BY THE LEAGUE ARBITRATION COMMITTEE AND THEIR DECISION WILL BE FINAL.

PART B: AMENDED ASA RULES

Current ASA fastpitch rules will be followed except for the following:

1. Age limits, diamond sizes, and special rules for all TRYC divisions follow in Part C and Part D of this section.

2. All players present in uniform will bat.

3. No inning shall be allowed to start later than the established time after the first pitch. It will be the responsibility of each team to enter the starting time in their scorebook. After the time limit, if the game is tied, then the international tie breaker rule goes into effect.

4. Only five (5) runs may be scored per inning including the last inning for the Yearling and Colt divisions. Only six (6) runs may be scored per inning including the last inning for the Pony, Filly, and Mustang divisions. No run rule per inning for the Thoroughbred Open division.

5. When the time limit is reached, the game shall be called if the outcome cannot be changed by continuing to the end of that inning. If the home team is ahead, it will be considered a complete inning.

6. Due to injuries or a shortage of players, a minimum of seven (7) players may constitute a team to play or continue to play in any division. Less than seven (7) players results in a forfeited game. Less than nine (9) players constitute an automatic out at their turn at bat.

7. All uniforms or blouses must have a clearly visible player number attached in full view on their uniform. A minimum six (6) inch number affixed to the back of the uniform shall be mandatory. A three (3) inch number affixed to the front of the uniform shall be optional. All scorekeepers will be responsible to record the player’s number and at least the player’s last name in their scorebook prior to the start of the game. Home team is designated as official scorekeeper and is responsible for operation of the scoreboard.

8. Free substitution is in effect except that a base runner may not be substituted unless a bonafide injury occurs and then one(1) time per player per game.

Effect: Illegally substituted player is treated as an ineligible player.

9. Known late arrival(s) should be added as the last name(s) on the roster. If a player has not arrived at her turn at bat, she is not eligible to play in that game.

10. If a player leaves the game for any reason other than an emergency, sickness, or injury, her position in the batting order is an automatic out. If the absence for any reason causes the team to be short-handed, then it’s an automatic out.

11. Time-outs (Defensive/Offensive) to be consistent with ASA for all age groups.

Exception: Officials time out and substitutions.

12. Only rained out games and, upon request, League games affected by ASA StateTournament games will be rescheduled. The League Commissioner and the Umpire-in-chief will reschedule these games. The teams rescheduled will be notified of the new schedule by their Division Manager or Commissioner.

13. Rescheduled games must be played at the site and time they are scheduled or be forfeited. If both teams cannot play, the game will be considered a tie.

In the event of rain or any other cause which interrupts a game, the game must be resumed at the exact point it was stopped. These games must continue with the original roster, with new players added to the bottom and the absent players deleted without penalty. Make-up games late in the season will be scheduled only if they have a bearing on their division standings.

14. YEARLING and COLT Divisions: All players must play at least two innings of the first three innings of a game, and at least one more inning by the end of a five inning game.

PONY Division: All players must play at least two innings of the first four innings of a game, and play at least one more inning by the end of a six inning game.

FILLY and MUSTANG Divisions: All players must play at least two innings of the first four innings of a game, and play at least one more inning by the end of a seven inning game.

15. No pepper with regulation softballs against chain link fences. Wiffle and/or foam balls may be used.

16. Inclement weather conditions—Coaches shall upon request of a TRYC official, immediately leave the complex with their players, parents, equipment and not return unless directed to do so at a later time.

PART C: SPECIAL LEAGUE RULES

1. The umpires will post the results of each game on the official win/loss master schedule located in the umpire building and/or coordinate the results with the Umpire-in-chief, or his designated replacement.

2. The manager and coaches of each team are responsible for insuring that all players on that team are using certified equipment; including undamaged, unaltered and approved bats, and NOCSAE approved batting helmets with NOCSAE approved face guards. All batting helmets shall be correctly sized for the player, and all batting helmets being used shall be uncracked, and equipped with a properly attached chin strap which is adjustable to each batter.

3. Home teams will occupy the third base team bench. Both teams shall be responsible for cleaning up their dugout and spectator areas after the game and depositing trash in the appropriate containers.

4. A 16 game league schedule with a 12 game guarantee will be in force for the season for all age divisions, except the Shetland Divisionand Thoroughbred Division which plays a regular 10 game league schedule.

5. Minimum playing age is four (4) years old. Shetland Division (T-Ball) will consist of 4, 5 and 6 year old players only.Shetland Division age players may play up in the Yearling Division only uponapproval by the Board. Requests will be reviewed on an individual case by casebasis.

Playing age is defined as the player’s age on December 31 of the pastcalendar year. For example, if a player turns 11 years old on December 31, that player is considered 11 years old for the upcoming playing season.

If a player turns 11 on January 1, since the players age was 10 on December 31, then that player is considered 10 years old for the upcoming playing season.

6. A meeting will be set up at registration for all new coaches with League officials to discuss ASA/TRYC rules and appropriate coach/player conduct.

7. A player, coach, or umpire who is bleeding or who has

blood on their uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time considered reasonable is left to the umpire’s judgment. Uniform rule violations will not be enforced if a uniform change is required. The umpire shall: (1) stop the game and allow treatment if injured person would affect the continuation of play, (2) immediately call a coach, trainer, or other authorized person to the injured player, (3) apply the rules of the game regarding substitutions, re-entry, and short-handed player if necessary.

8. Batting helmet chin straps will be required by all participants in all Divisions. (ASA Rule)

9. DOUBLE BASE RULE: Will be in effect---- Comply with ASA Rules.

10. TIME LIMITS ON GAMES BY DIVISION:

Shetland One hour or three (3) complete innings, whichever comes first.
