  1. JWH Group are specialist home builders providing new, affordable, custom & luxury homes, as well as house and land packages and propertydevelopment. JWH Group consists of diverse building operations and subsidiaries such as Residential Building WA, WA country builders, Rural building company, Plunkett Homes, Oswald Homes and Residential Attitudes. Their building operations in Western Australia are widely spread across Perth Metropolitan and outlying Perth, South-West, Lower Great Southern, Avon and Upper Great Southern and Mid-West.

1.6Learner Profile

Characteristics, factors motivating them to study, relevant existing skills and knowledge/ work experience

Learner group consists of existing employees working in the construction industry, specifically the para-professionals such as: Designers, Draftspersons and Site Supervisors.
Learners possess a body of knowledge and skills as they have been working in the construction industry for a number of years. They constantly apply the construction knowledge in their routine work duties. This qualification aims to formalise the learning by providing on-the-job training and the workplace application of skills plays an active component of this training program.
If required LTT can provide additional teaching and learning activities to ensure that learners:
  • gain all relevant skills and knowledge, and
  • are able to successfully complete the course.

2.2Amount of Training* (L&D USE ONLY)

This qualification is delivered in the workplace. This delivery mode and the characteristics and skills, knowledge and workplace experience of the learner cohorts supports the current training and assessment strategy.
Where appropriate, units have been clustered so that where there is similar or complementary content this is delivered at the same time. This reduces duplication in content covered and reduces the amount of training to be provided and provides the learner with sufficient knowledge to then make workplace application of their consolidated knowledge and practice their skills. This work will be monitored by the workplace supervisor to ensure the learner is achieving industry / employer expectations.
Training sessions are scheduled according to a personalised / individual training plan. The Trainee will carry out workplace duties as part of their skills development.
15 units in total.
Each unit is delivered over a 1.5 – 2 month period inclusive of:
2 x 1.5 hour face to face training sessions
1 x Knowledge Assessment
1 x Completion of practical tasks
1.5 months workplace implementation of skills and knowledge
Independent study as required each individual student.
If required, LTT can provide additional teaching and learning activities to ensure that learners gain all the relevant skills and knowledge, and are able to successfully complete the course. Trainer will support additional hours of training as and when required for students who required additional assistance and to cater for differing levels of existing knowledge and skills. Additional training is provided through additional sessions or follow-up discussions via phone or e-mail.
The learner is encouraged to undertake self-study with the material provided to them and also undertake necessary research as they would in normal workplace application.

2.5Duration, Scheduling and Order of Delivery

24 months. Order of delivery is as identified in the first table of units in this document. Each unit is delivered an assessed over an estimated 2 month period.

2.6Entry Requirements

There are no formal entry requirements, however, the learner must be employed in the building and construction industry and have the support of their supervisor.

2.7Recognition Processes

Learners are able to have their competency from prior learning and work experience recognised in this qualification through the following arrangements:
An RPL guide and RPL application form will be provided to students who choose this option.

2.8Educational & Support Services

In accordance with the Standards for RTOs 2015, at a minimum, support should include:

  • Identifying particular requirements (such as literacy, numeracy, English language or physical capabilities) learners would need to complete each course, and
  • Developing strategies to make support available where gaps are identified.

This may include providing:

  • Language, Literacy & Numeracy (LLN) support
  • Assistive technology
  • Additional tutorials, and/or
  • Other mechanisms, such as assistance in using technology for online delivery components

The following support will be available to learners:
LTT aims to ensure all students are provided with the support needs to maximise their learning opportunities. If required, referrals to a range of services including personal counselling services will be provided. Support services for assistance with language, literacy and numeracy (LLN)
programs will be sought and the appropriate referral negotiated. LTT has staff competent to provide return to study assistance.
The following processes will be applied for students considered to be ”at risk”:
A student is considered ‘at risk’ if they are, or appear to be at jeopardy of not completing their studies/course, or not completing their studies/course within the allocated timeframes.
LTT aims to identify a student at risk at the earliest possible time within the student lifecycle, and
Respond with support actions to assist the student successfully complete their s/course within the allocated timeframes.

2.9Resources

All staff involved in the delivery and assessment of this qualification have:

3.Assessment

3.1Assessment Approach and Timing

The assessment will include the following activities at the end of each cluster:
  • Questions to test the underpinning knowledge
  • Practical assessment to check skills of competency
Practical Assessment is a combination of project implementation and evidence gathering activities

3.2Evidence Gathering Techniques

5.Assessment Validation

5.1Assessment Validation

Validation will occur in alignment with the RTO’s 5 year plan. Refer to the plan/schedule in the QMS matrix under Quality Assurance.

5.2Assessment Feedback

Feedback and input from students and other stakeholders will be sought, analysed and acted upon, where necessary, on a regular basis. Information gained will form part of any review of materials and in the validation processes. Feedback is generally sought through the following mechanisms:

5.3Transition Arrangements

The National Compliance Manager is subscribed to the following email updates to ensure the RTO is advised of any changes to the Training Package:

When there is a change to the Training Package that impacts on this TAS, the National Compliance Manager will notify all staff affected as soon as possible.
The RTO complies with clauses 1.26 & 1.27 of the Standards for RTOs 2015. When there are major changes to the Training Package, the RTO Manager and management team will review the changes made and create a plan to transition to the new training package requirements and cater for completion arrangements for students where possible. The progress of the transition will be monitored by the National Compliance Manager and the management team.
Transition arrangements must be completed within 12 months of changes being published on training.gov.au for superseded qualifications and two years for deleted training products (except Skill Sets and units of competency which are 12 months or where special arrangements or concessions have been made).

6. Industry Engagement

6.1How Consultation Shaped and Influenced the Strategy

Initial consultation with JWH Group on industry training needs. Joseph Leiberfreund, General Manager provide insight into desired course inclusions across a number of construction qualifications. Identified a clear need in industry for accredited training – with national recognition. Discussions also included conversations on how competency might be demonstrated – the fit between training package requirements and what is happening in industry. Other building companies such as Don Russel Homes, Summit, MK Building solutions and Scott Park also provided insight into the training needs of WA building industry. Workplace Training/traineeship model was particularly appealing as employers are keen to upskill their staff.
Discussions were also held with Tom Vasallo from the Construction Industry Skills Council to discuss the training package and provide clarity on some questions.
Update to TAS following further consultation:
Gathering feedback after completion of Cluster 1 from Scott Park, Summit Homes and JWH Group has revealed that although the units are relevant to the industry the order and way they are clustered can be improved. From this feedback we have broken the training and assessment into per unit basis.
