SARA U14 “AA” Committee Terms of Reference

1.0 / PURPOSE
1.1 / U14 is the introduction of the competitive Ringette option. Generally, this is considered the “early -Train to Train” stage.
Ringette Alberta is striving to achieve a province-wide rate of participation in U14 competitive programs of at least 15%-18% of all registered players. This is to ensure there will be a larger number of athletes who have the desire and capability to participate in the Training to Win (U16) and Competing to Win Stages (U19). Zone 5 has provided this opportunity for approximately 7% of the athletes over the past two years and SARA has opened discussion to expand that base to match the goal of Ringette Alberta.
The purpose of the committee is to:
1. To research and identify the barriers to reaching this rate of participation that is unique to Zone 5.
2. To develop a plan that addresses the reduced numbers and to provide SARA athletes at the U14 level of development the opportunity to participate in “AA” Ringette.
3. To report to the SARA Board of Directors with written recommendations by July 3, 2012.

3.1 / This committee must be versed and follow the processes of Ringette Alberta and SARA to ensure the committee’s recommendations align with all policies.
It is particularly important for the committee to understand the competition structure locally, provincially and nationally and the principles and guidelines included in the Ringette Long Term Athlete Development Framework Document produced by Ringette Canada.
4.0 / CHARGE
4.1 / Understand the current, real or perceived, barriers to expanding opportunity at the U14 level of play; establish a clear plan, including timelines to provide expanded opportunities to SARA U14 athletes.
4.2 / Deliverables:
  • A clear written plan outlining recommendations to expand the opportunities for SARA athletes at the U14 Division to participate in “AA” Ringette;
  • Recommendations to achieve 15-18% participation at the “AA” level of competition;
  • Definitive direction for SARA U14 Athletes for the 2012-2013 playing season and beyond;

4.3 / Outcomes:
  • More integrated and cooperative approach to player development where the Community and Competitive programs are working together for the long term benefit of the athlete consistent with LTAD.
  • Broader pool of players at Learning to Compete stage

9.1 / The Registrar will provide statistical information relative to the past two, and upcoming season, with respect to the registrations in the U14 Division for SARA.
The Ice Allocator will provide information to the Committee relative to the availability of ice consistent with SARA Policies.
The Evaluation Director will provide any required information as to the process of player evaluation and team selection criteria.
9.2 / The Committee must also work within the principles and guidelines included in the Ringette Canada Long Term Athlete Development Framework Document.
10.0 / RESTRICTIONS
10.1 / The Committee does not have policy making authority. It makes recommendations only. Issues will be decided by majority vote.
