Monthly Meeting Minutes

August 7, 2017

  1. CALL TO ORDER

Chairman Banes called the meeting to of the Town of Westford at 7pm on August 7, 2017 at the Town Hall.

  1. ATTENDANCE

The following persons were present: Dan Banes, Corey Welch, Dale Macheel, Dave Uttech, Vicky Orth, Don Brownell, Robert Brownell, Carolyn Aita, and Donna Ohrmundt.

  1. APPROVAL OF MINUTES FROM LAST MEETING

The minutes for the July 10, 2017 meeting were distributed to the board members. Supervisor Welch moved to approve the minutes as presented with a second by Supervisor Macheel. Motion carried by the aye vote. Ayes: Banes, Macheel, Welch; Nays: none.

  1. TREASURERS REPORT
  2. The checkbook balance is $1,136.99; savings account balance is $113,873.24. The checkbook balance of $1,136.99 matches the Clerks records
  3. Receipts for the month: State of WI July shared revenue - $2,483.74; State of WI Computer Aid - $18.00; Robert Michelini Jr. Building permit - $25.00; Ron Prager Building permit - $25.00; accrued interest on savings account (July) - $12.44.
  4. Supervisor Welch moved to approve the treasurer’s report; seconded by Supervisor Macheel. Motion carried by the Aye vote. Ayes: Banes, Welch Macheel; Nays: none.
  1. ROAD REPORT
  2. Fire number signs have come in. There are still a few on order and they will all be put up soon.
  3. Supervisor Macheel & Welch will obtain quotes no later than the September meeting to repair the wash out on Hickory Point Rd.
  4. Homeowner on Meadow Lane indicated that trash was being dumped on their property. Board to speak with the accused to remind them of proper procedure for removing trash.
  1. CORRESPONDENCE AND CONCERNS
  2. Robert & Don Brownell appeared to discuss options with a parcel they own on Lake Road. Their concern is the parcel was only approved for a holding tank for a septic system and this is making it difficult to sell. The Brownell’s had asked if the Town of Westford would be interested in buying, trading, or selling the adjacent parcel. Discussion was held with residents who own property on Lake Rd and the board. Following the discussion, the Brownell’s were advised to check with Wright Plumbing to confirm what septic options were possible. Since the parcel in question is owned by the property owners of the Town of Westford, the Town Board advised the Brownell’s that they are unable to sell or trade it.
  3. Supervisor Macheel provided information regarding a Farmland Preservation plan. There would need to be a zoning commission put into place in order to proceed with any type of Farmland Preservation plan. The Town of Westford voted against Dodge County Zoning previously so there is not much that can be done at this time.
  4. APPROVAL AND PAYMENT OF BILLS
  5. Checks written are as follows: Northeast Asphalt - $6,920.52; Dale Macheel - $243.99; Tim Reul - $81.27; Dave Uttech - $431.74; Vicky Orth - $1,104.08; Corey Welch - $226.49; Dan Banes - $438.99; Capital Newspaper - $21.32; Lange Enterprises - $415.14; Adams Columbia Electric - $44.50; Century Link - $49.18; Tri County Paving - $9,020.00; and IRS - $400.94. Total amount of bills to be paid was $19,448.16.
  6. Supervisor Welch made a motion to transfer $19,000.00 from the savings to the checking to pay bills. Motion was seconded by Supervisor Macheel. Motion was carried by the aye vote Ayes: Banes, Macheel, Welch; Nays: none.
  7. Supervisor Welch made the motion to pay the bills; seconded by Supervisor Macheel. Motion was carried by the aye vote. Ayes: Banes, Macheel, Welch; Nays: none.

Next meeting will be on Tuesday, September 05, 2017 at 7pm. Supervisor Welch moved to adjourn; seconded by Supervisor Macheel. Motion was carried by theaye vote. Ayes: Banes, Welch, Macheel; Nays: None. Meeting adjourned.
