Departmental Overview: / The Leisure, Recreation and Cultural Services Department is responsible for the provision of high quality leisure and cultural programs and services including but not limited to Leisure Planning, Leisure Facility Development, Community Facility and Contract Management, Leisure Programs and Activities, Cultural Events and Activities, Management of Community Halls and Buses, Art Exhibition and Programs and Community Liaison and Engagement.
Position Objectives: /
  • To plan and co-ordinate the provision of leisure, recreation and cultural services which meet community needs and expectations.
  • To manage the operations of the Leisure, Recreation and Cultural Services Unit to ensure the delivery of services which meet or better industry benchmarks and quality guidelines and which are delivered in a safe and professional manner.
  • To identify and develop appropriate business opportunities for the Unit and to achieve a reasonable rate of return where required by Council.

Key Responsibility Areas: / Strategic management
  • To develop and implement strategic and business plans to achieve financial, quality management, customer service and best practice objectives in the provision of leisure, recreation and cultural services.
  • To provide a range of leisure, recreation and cultural services to industry best standards.
  • To be responsible for the overall planning, policy development and co-ordination of Leisure, Recreation and Cultural Services, by:-
-ensuring the development and implementation of individual service plans;
-evaluating and developing new program policies and procedures where appropriate;
-responding appropriately to externally generated events/pressures which impact on the delivery of services.
  • To oversee the development of management information systems and statistical recording within each program area and production of regular reports showing delivery of services to a specified standard.
  • To monitor issues and changing trends relating to the provision of leisure, recreation and cultural services by:-
-co-ordinating the collection and sharing of needs based data;
-analysing this data and presenting status reports to the Director, Community Programs, the Chief Executive Officer and Council;
-initiating innovative responses to community needs.
  • To participate in the management of the Community Programs Department and assist in the formulation of forward plans for the Department.
  • To participate in and contribute to, corporate planning activities as relevant.
Operational Management
  • To manage the Unit’s resources to achieve organisational goals within budgetary guidelines, achieving required rates of return wherever appropriate.
  • To analyse reports and other materials which relate to issues and programs in the Leisure, Recreation and Cultural Services field.
  • To prepare submissions designed to enhance the provision of leisure, recreation and cultural services.
  • To respond on issues relating to the delivery of Council’s Leisure, Recreation and Cultural Services.
  • To be responsible for the overall financial management of the Leisure, Recreation and Cultural Services Unit by:-
-ensuring appropriate ongoing monitoring of income and expenditure in all programs areas;
-ensuring program objectives are achieved within budgetary goals;
-preparing and presenting the Leisure, Recreation and Cultural Services budget, reviews and estimates for consideration by the Director, Community Programs, the Chief Executive Officer and Council;
-implementing action to correct variations to the Budget.
  • To manage Council’s contract arrangements with external providers of services (Yarra Plenty Regional Library Service, The Centre Ivanhoe, WaterMarc Regional Aquatic Centre, Ivanhoe Public Golf Course and Macleod Recreation Centre).
  • To maintain knowledge of State and Federal Government policies in relation to funding and to advise on the financial impact of proposals or changes regarding service agreements, funding arrangements and conditions.
  • To develop and submit tenders for the provision of Unit services in line with guidelines, processes and schedules set by Council.
  • To be available for Council and community representatives in providing advice or information about issues within the Leisure, Recreation and Cultural Services area.
  • To represent the City of Banyule in negotiations with Government departments, peak bodies, non-government agencies and public forums on issues relating to Leisure, Recreation and Cultural Services.
  • To participate in local and regional committees dealing with Leisure, Recreation and Cultural Services.
Customer Service
  • To direct and manage the provision of leisure, recreation and cultural services across the municipality with a strong customer service and industry best practice focus.
  • To advocate the needs for leisure, recreation and cultural services to Council on behalf of current and potential service users.
  • To promote and assist the development of new leisure, recreation or cultural programs.
  • To ensure the promotion of community/user understanding of the aims and policies of Council’s provision of leisure, recreation and cultural services and to promote resident participation in the form and delivery of services.
  • To ensure the provision of opportunities for consumer participation and feedback regarding the quality of service delivery, planning and policy development.
Staff Management
  • To be responsible for management of staff in the Leisure, Recreation and Cultural Services Unit, Banyule Leisure Facility Management, and The Centre, Ivanhoe
  • To ensure that all staff have a thorough understanding of their goals and the means they have available to achieve them.
  • To ensure consistent interpretation of corporate policies and direction on personnel/employment practices, the promotion of sound industrial practices and the maintenance of safe work environments. (NB – Working Together Working Better)
  • To undertake direct negotiations with unions/employer representatives as required.
  • To co-ordinate the provision of appropriate training and development programs for staff in the Leisure, Recreation and Cultural Services Unit.
Occupational Health and Safety
  • To ensure that the provisions of the Occupational Health and Safety Act, 2004 are implemented proactively to reflect current workplace health and safety arrangements in all business activities.
  • To consult with staff on issues that directly affect their health and safety, and assist in the development and implementation of policies, guidelines and work procedures to manage identified OH&S issues.
  • To ensure that all staff complete a corporate induction, including the on-line OH&S induction module, as well as an induction specific to the Business Unit- and service unit-specific functions, tasks, workplaces, work sites, hazards and risks, and associated procedures, equipment, documentation and systems related to health and safety.
  • To ensure that BCC’s hazard, injury and incident reporting process and documentation is available and used by the staff in the Business Unit.
  • To act on the outcomes of injury/incident investigations, and hazard reports, within reasonable timeframes.
  • To ensure that contractors are adequately inducted, supervised and informed in relation to managing OH&S exposures arising from the contracted works, goods and services (or visit to Banyule premises).
  • To ensure that contract management staff are adequately trained with respect to contractor OH&S performance, and generate adequate corporate records demonstrating proactive management and monitoring of contractor OH&S.
  • To ensure that visitors and volunteers are not exposed to risks to their health and safety.

Internal Liaisons:Management and staff at all levels in Council on issues pertaining to the operation of the Leisure, Recreation and Cultural Services Unit.
External Liaisons: Business and staff at all levels in Council on issues pertaining to the operation of the Leisure, Recreation and Cultural Services unit.
Accountability and Extent of Authority: /
  • The Manager, Recreation Leisure and Cultural Services is responsible for the provision of comprehensive, responsive and high quality programs which meet the needs of the residents of the City of Banyule, within defined resources.
  • The Manager will co-ordinate the formulation and implementation of Unit policy and priorities and participates in the development of Departmental policies, objectives and procedures which are consistent with Council policy.
  • The Manager has delegated authority to develop, monitor and authorise the Unit’s Budget expenditure.
  • The Manager will provide direction and support to the Unit Co-ordinators, undertake/oversee staff recruitment, training and development, and will appropriately delegate tasks and functions.

Judgment and Decision Making: /
  • The incumbent will be required to:
-provide authoritative advice within the organisation on leisure, recreation and cultural services issues;
-make formal recommendations to Council and the Executive on matters pertaining to all programs of the Unit;
-provide informed and effective decision-making particularly in situations requiring an urgent and immediate response.
  • The incumbent operates in a broadly regulated environment, receiving limited day-to-day supervision. Supervision is generally in the form of pre-determined objectives and guidelines or in the form of special tasks, projects or assignments.

Specialist Knowledge and Skill /
  • Demonstrate high levels of conceptual ability and breadth of vision in the human services and recreation/leisure sectors.
  • Sound understanding of the economic, political and social issues relating to service delivery of leisure, recreation and cultural services and of human services in the local government environment.
  • Comprehensive knowledge of relevant legislation and its application, of local, State and Commonwealth Government inter-relationships, program functions and resource allocation.
  • Experience in managing the provision of recreation, leisure, cultural and human services programs to the general public.
  • Knowledge of benchmarking of recreation, leisure and cultural activities.
  • Experience in the use of computers and ability to use and interpret statistical and financial reports.
