Purpose

The College is committed to the provision of a safe and suitable road network and parking areas for the staff, students and visitors to the College.

1.Basic Principles

All staff, students and visitors to the College must comply with the College Vehicle and Parking Regulations.

Users of the College roadways and parking areas are deemed to have accepted these regulations.

The College does not make any charge for parking on campus. Vehicles are parked at the vehicle owner’s risk.

  1. The Regulations
  • All users will register their vehicles and will display a College parking permit
  • The speed limit is 5 mph
  • All road users will observe the one way systems, road signage and markings unless directed to do so by an authorised person
  • Vehicles must not be driven recklessly or onto paths or grassed areas
  • Vehicles must be driven with consideration for all other road users and without excessive noise, either from the vehicle, sound systems or the occupants
  • Drivers may not use mobile phones whilst driving (it is illegal to do so)
  • Vehicle repairs must not be carried out on campus, unless specifically authorised by the Director of Property
  • All vehicles will be parked in the designated areas – staff, students, visitors, motorcycles, bicycles – the locations of which are shown on the College map and signs and on MyWi. Student’s visitors will park in student parking areas. No parking is allowed along College roads
  • Disabled parking bays are for specifically authorised vehicles only
  • Vehicles may not be left at College during vacations without obtaining permission from the Property & Facilities Office and will be left at the vehicle owner’s risk
  • The College reserves the right to dispose of abandoned vehicles after a period of 3 months, with any costs incurred charged to the vehicle owner
  • All vehicles brought onto the campus must be taxed and insured, legal and roadworthy

3.The Procedure

The Property and Facilities Department shall determine road usage, traffic flows, speed limits etc. and provide the signage and road markings that will apply to all road users, pedestrians, horse riders, cyclists as well as motor cyclists and drivers.

The Property and Facilities Department will also determine the usage of the car parking facilities and these will be shown on the Campus maps and signage and on MyWi

The mechanism exists for all students and staff to register their vehicles during their recruitment / registration process and for a parking permit to be issued.

Similarly, amendments or additions to the vehicle registration system can be made, the issue of new or additional permits and permits for contractors and visitors.

The Property and Facilities department will control the issue of Notice of Vehicle Penalty to vehicles that infringe the regulations.

Line managers, course managers and wardens will support the policy and, if necessary any resulting disciplinary process.

4. The Penalties

A Notice of Vehicle Penalty may be issued in any of the following instances:-

  • Parking in an area not designated for that user
  • Not observing the one-way system
  • Unauthorised parking in a disabled bay
  • Causing an obstruction
  • Exceeding the speed limit
  • Reckless driving
  • Using a mobile phone when driving
  • Ignoring vehicle regulations

all the above will attract a £25 fine.

Failure to display a vehicle registration permit will also attract a £25 fine. This penalty may be cancelled if the vehicle is registered within seven days of issue.

The penalties are to be paid to the Finance department (at the window) within 48 hours of the issue of the notice.

Breaching the College Vehicle and Parking Regulations automatically breaches the College Code of Conduct. Disciplinary action may be taken in accordance with the Student or Staff Disciplinary Procedure.

Users of the College roadways and parking areas are deemed to have accepted these regulations. Infringement of the regulations may incur a fine or the withdrawal of the privilege of using these facilities. Such infringements will also be recorded on staff / student records.

Contractors or suppliers to the College may be similarly penalised and their ‘approved’ status may be rescinded. Drivers of contractors’ vehicles and college vehicles may be given permission to contravene parking regulations for the safe conduct of their work e.g. parking on the roadways.

This policy supersedes any other policy and procedural guidelines, which may be in other existing college documents. The College reserves the right to amend this policy from time to time and any such amendments may be notified to employees through News & Events or e-mail. Further information can be supplied by the Property & Facilities Department.
