THIS RACE STANDS AS A RACE IN THE ULLMAN SAILS PLYMOUTH RACE SERIES.

SAILING INSTRUCTIONS

PLYMOUTH- SALCOMBE SAT 7 SEP 13

1.ORGANISATION

1.1The Race will be governed by the Racing Rules of Sailing (RRS) (2013-2016), the prescriptions of the RYA, IR2000 Rules Parts 1,2 & 3 (IRC Class only), ISAF Offshore Racing Council Special Regulations with RORC prescriptions except as any of these are changed by the Notice of Race or Sailing Instructions. In the case of conflict these Sailing Instructions shall prevail.

1.2These Instructions will amend Racing Rules of Sailing Nos 32 (Shorten Course), 42 (Propulsion) and 61.2 (Protest time limit).

2.CLASS FLAGS AND START TIMES

2.1.Class Flags and Start Times will be:

2.2Yachts shall fly the appropriate numeral pennant(s) from their backstay whilst racing.

2.3Any changes to the Sailing Instructions will be announced over VHF Ch 72 prior to the warning signal.Yachts shall monitor VHF Channel 72. Visual signals will normally be replaced by announcements on Channel 72. In the event of Channel 72 being unusable, Channel 77 will be used in its place.

3.VISUAL SIGNALS

3.1Visual signals made will be displayed from the Plym Yacht Club starting hut on Mountbatten pier.

3.2Flag L. (Come within hail). Last minute changes to the sailing instructions will be promulgated by VHF (Channel 72).

4.THE START

4.1The start is programmed to be at 1000 (IRC) and 1005 (NHC) on Saturday6 September 2014. The first warning signal is programmed for 0955.

4.2The race will start at the Plym Yacht Club Start line at the end of Mountbatten pier, see the attached chartlet A. ODM West Mallard.

4.3All competing yachts shall manoeuvre close to the starting hut before their warning signal to permit identification and should hail the Race Officer and receive an acknowledgement. Failure to do so may result in the yacht not being registered as a starter. Competitors arriving at the start line after their warning signal shall make sure that they have been identified by the committee before starting.

4.4Start Sequence: RRS Rule 26 will apply.

5.THE COURSE

  • Cross Starting Line from North to South.
  • Proceed directly to the finish line.

5.1Courses will not be altered or shortened after the start. This changes RRS Rule 32.

6.FINISH

6.1 The finish line will be in the Salcombe Range on a line extending along a line of latitude of 50˚12’.85N with the seasonal mark Gara buoybeing an outer distance marker, See Chartlet B for details.

6.2.All yachts are to record their own finishing times and, if possible, an estimate of the time of yachts finishing ahead and astern, complete and sign the attached RNSA (Plymouth Branch) Declaration of Passage Race (reproduced at Appendix 1). Declarations should be handed to a member of the RNSA Race Committee at the finish, either to yacht ‘Rebel’ or to any RNSA committee member at the Salcombe yacht club.

7.ALTERNATIVE PENALTIES

7.1The scoring penalty, RRS rule 44.3 will apply. The penalty will be 20% of the number of boats entered in a yacht’s division.

8.TIME LIMIT

8.1A time limit for finishing of 1830 on Saturday 6 September 2014 is imposed.

9.RETIREMENTS
9.1Any boat which retires shall make every effort, by any available means, to inform the Race Committee either at the finish (VHF CH 72) Call Sign RNSA Mobile) or via Longroom Port Control Station, Plymouth, (01752) 836490 or 663225 or RNSA Offshore Secretary (07794 163970), as soon as possible and in any case within 1 hour of the expiry of the time limit.

9.2A boat / competitor which / who fails to comply with this sailing instruction, or fails to provide a satisfactory explanation of failure to report retirement, will receive a caution. A record of such cautions will be kept by the General Secretary of the PPSA. A boat / competitor which / who receives a second caution within a two year period from the date of the original caution may be refused entry, subject to the requirements of RRS 76.1, to any further races starting within a two-year period from the date of the second caution by any club affiliated to the PPSA.

9.3A yacht which is becalmed and which finds herself liable to interfere with the safe navigation of a large vessel, may, without penalty, use her motor toestablish a position of safety so long as she ensures that hersituation in the race is not advantaged as a result. This changes Rule 42.

10.PROTESTS

10.1Protests must be made in writing and lodged with the Race Officer or nominated representative not later than four hours after finishing. In the event that the protesting yacht retires and does not proceed to the finish then the protest should be posted to the RNSA Offshore Secretary within 24 hours of retiring. This changes Rule 61.3.

10.2The Race Officer/RNSA Offshore Secretary will inform all parties to the protest of the time and place of the hearing.

11.RESULTS

11.1ProvisionalResults are planned to be made available / announced and bottle prizes awarded at the Salcombe Yacht Club, at 1930 on Saturday6September 2014.
