Description of Duties
Primary Functional Objectives of the Role / Working within the Facilities Management team to survey, categorize and identify all BDC land, highlight where encroachment, misuse, legal or other issues exist with a view to identifying where land can be disposed of to support key front line services through sales of land.
Primary Line/Performance Management Objectives of the Role
(I / To generate revenue from disposal of surplus land owned by BDC.
To fit with the Breckland ( BDC) commercialization agenda and corporate plan and to protect Breckland Facilities for future use or disposal where appropriate and in-line with CEO and Members instructions.
Primary Leadership Objectives of the Role (If Applicable) / To reduce risk to the council and realize revenue from land sales to support essential key service where needed.
Responsibilities for:
People / ·  There is no supervisory or personnel management responsibility with this role.
Assets / ·  The role will require the holder to take responsibility for personal IT equipment and any other equipment used in the course of surveying land or performing facilities related duties. The Facilities Team has responsibility for several thousand pieces of Council land and to ensure correct and proper use. The post holder will work with the team to ensure that this happens while considering where revenue can be generated from land sales.
Finance / ·  The role holder will take responsibility for generating revenue from sales of surplus land and associated financial functions such as, invoicing, order raising and control of costs relating to these land functions.
Decision Making / ·  There will be a need to consider options for land sales and the need to make appropriate decisions in-line with Constitutional requirements and the wishes of the Capital and Asset Working Group of which the post holder will become a member.
Communications / ·  A high level of communication will be required at a number of different levels throughout the Council and its key stakeholders, methods of communication may involve, email, phone, written letter, social media, presentations and attendance at meetings throughout the district.
FULL JOB TITLE: PERSON SPECIFICATION
Experience & Knowledge
Essential / Desirable
·  At least 3 years’ experience of working in a Land Management / Surveying Role and with IT based mapping systems or Graduate level education in an associated discipline.
·  Experience of land sales and associated administration works.
·  Understanding of Land Management and public liability law.
·  Understanding of the land valuing process and sales.
·  A basic understanding of the Breckland economy and rural land holdings.
·  Able to use and update electronic mapping systems and create CAD drawings as required.
·  Experience of working with and creating databases with hyperlink extensions.
·  Highly computer literate specifically in Microsoft Office products and GIS applications.
·  Ability to be diplomatic, tactful and firm and professionally represent the Council when surveying Land or on Council business.
·  Ability to prioritise own work load and travel arrangements when working away from the office. / ·  Knowledge of local government structure, processes and environment.
·  Customer service skills and experience.
·  Some knowledge of Facilities Management and health and safety regulations.
Qualifications
Essential / Desirable
·  Satisfactory standard of education attaining at least GCSE English and Maths A-C grade and a Land Management or Surveying qualification or other relevant qualification.
·  Full driving licence and access to own vehicle to use in-line with Council business (Essential Car User Allowance will be available). / BSc, Land Management or Land Surveying or other relevant L6 Qualification.
Use of land registry applications and OS mapping functions.
Mental Demands
·  The role will require the ability manage multiple tasks and work to deadlines on a regular basis. The role holder will need to be comfortable with meeting both residents and Council Members at locations throughout the district and have an ability to be persuasive and firm when required.
·  The role will be challenging in both workload and technical ability but the holder will be supported by highly experienced and skilled colleagues within the Facilities Team.
·  A positive approach to problem solving and enthusiastic attitude will be required to gain the most from this role, but most importantly the ability work with others to find the best solution to a range of land Management considerations.
Physical Demands
·  The Post Holder will be required travel district wide and have the ability survey land in some challenging locations, the post holder must be able to access land on foot over uneven surfaces and unmade land. Land conditions can change depending on weather conditions and the time of year, the post holder must be prepared to embrace these changes and deal with challenging conditions on site where safe to do so.
Health & Safety (exposure to risk)
·  Some areas of land are difficult to access and may require exposure to such risks as broken fencing, drainage ditches or hazardous materials due to unauthorized used of BDC land. It is expected that the post holder will carry out a risk assessment at each location before proceeding to access and eliminate or reduce exposure to risk.
