The User Uses the Services Rendered by the Contractor on a Free-Of-Charge Basis in Compliance

You are connected to the wireless access network deployed by DOMODEDOVO IT SERVICES LLC.
According to Article 435 of the Civil Code of the Russian Federation, these terms and conditions of rendering of services for access to the Internet and to various Internet-based applications (hereinafter Terms and Conditions) are an offer made to the Users of the wireless local area network in Moscow Domodedovo Airport and become a service agreement between the User and the Contractor from the moment the User agrees therewith.
Services are rendered pursuant to these Terms and Conditions of use of the Services which impose restrictions on users related to their activities which can restrict or impinge on freedom and rights of other Internet users.
Terms and Conditions of use of Services
For the purpose of these Terms and Conditions, the following main terms and definitions are used:
Contractor – DOMODEDOVO IT SERVICES LLC;
User – any legally capable person of majority age, who needs the Services, has a technical possibility to obtain the same, complies with the requirements of these Terms and Conditions and is not a VAT payer.
User Terminal – user (end) equipment legally owned or used by the User which enables the User to have access to the services of the Contractor by connection of such end equipment to the Wireless Local Area Network (WLAN).
WIFI – one of the formats of digital data transmission by radio channels which ensures wireless connection of the User equipment to the telematic communications services access network.
WLAN – the Wireless Local Area Network deployed by the Contractor in the territory of Moscow Domodedovo Airport.
WIFI Network – the WIFI-based Internet access network (hereinafter Network).
WIFI Adaptor – a device for interfacing of the User equipment with the Network.
Services – services for allowing of WIFI-based free of charge wireless access to the internet.
Other terms used in these Terms and Conditions have the meaning established by the existing legislation of the Russian Federation.
  1. The User uses the Services rendered by the Contractor on a free-of-charge basis in compliance with these Terms and Conditions.
  2. Acceptance of these Terms and Conditions is a binding condition for all the persons who choose to use the Services.
  3. Technical possibility shall be understood to mean that the User is in the primary service area of the access point and use of configured User Equipment and software for access to the Services. Configuration of the software and User Equipment shall be carried out by the efforts of the User.
  4. These Terms and Conditions are valid until they are amended by way of publishing of the revised version or cancelled by the Contractor.
  5. The Contractor may unilaterally make any amendments to these Terms and Conditions by way of publishing of the revised version on or on the identification port.
  6. The Services may have limits by speed of access to the Internet, duration of session, validity period of the session and by volume of transmitted data.
  7. Prior to use of the Services, the User shall read and understand these Terms and Conditions.
  8. Acceptance of these Terms and Conditions by the User implies that the User carries out the activities stipulated by these Terms and Conditions, namely, connection to the WLAN, which means absolute acceptance of these Terms and Conditions without any exceptions or restrictions.
  9. The User who has carried out the activities stipulated by clause 8 is deemed to have read, understood and to accept these Terms and Conditions during the entire period of validity thereof until any amendments are made thereto.
  10. The Contractor reserves the right to make bulk mailing to the Users related to compliance with these Terms and Conditions. Bulk mailing shall be understood to mean sending of messages simultaneously to 2 (two) and more addresses and the initiator of mailing has no consent of the owners of these addresses to send such messages to them (this restriction does not relate to opt-in emails in any way).
  11. By connecting to the WLAN, the User expresses absolute consent to receive advertising messages by using telephone, fax and mobile wireless communications or advertising messages otherwise distributed at the discretion of the Contractor as well as in any other form and type within the scope of the Services, which includes displaying of advertising, information and other materials or messages on the User Terminal.
  12. According to the Russian Law “On connection” the mandatory identification of Users in case of access to the Wi-Fi public area. The Contractor may carry out identification of the Users according to the procedure established by the Contractor, inclusive by identification of the subscriber number assigned to the User by the communications service provider pursuant to the service agreement for mobile wireless communications and may process and store identification details of the User as well as information of identities of the User End Equipment for the purpose of rendering of the Services.

The cost for subscribers in other regions may vary the cost of sending SMS services of your service provider in Moscow and the Moscow region, prices for sending SMS check with your service provider.
  1. When using the Services, the User may gather and process the following information:
(a) details specified by the User when filling in forms and questionnaires;
(b) technical information, inclusive of type and version of the browser, time zone, types and versions of auxiliary programs embedded in the browser, operating system and platform, etc. of the User;
(c)information of using of the Services, inclusive of clickstream with complete URLs (date and time as well) and including but not limited to duration of visiting of specific pages.
  1. By accepting of these Terms and Conditions, the User expresses its consent to using of the information specified in clause 13 of these Terms and Conditions by the Contractor when carrying out marketing research, studies of demographic information, interests and behavior of users, based in the provided data when using the WLAN and sites, and well as when carrying out analysis and generating anonymous and statistical information which does not contain personal identifying information. Results of such studies may be provided to the third parties.
  2. The Contractor will not intentionally view or disclose any private messages, inclusive of email addresses or any other electronic means of message communication (except as required by law). The Contractor has no obligation to have an eye on the contents of information disseminated or obtained by means of the Services. However, the User shall accept the condition that the Contractor may keep track of the information contained in the Services and disclose any information from time to time if it is required in accordance with the legislation of the Russian Federation, requirements of the authorized government bodies and agencies of the Russian Federation or for proper operation of the Services, or for protection of the Contractor and its other Users as well as the third parties whose legitimate rights and interests have been infringed.
  3. By accepting of these Terms and Conditions, the User expresses its prior consent to receive information and service notifications from the Contractor by means of SMS, providing information in the Personal Account or by any other means not prohibited by the legislation of the Russian Federation.
  4. Pursuant to these Terms and Conditions, the Services consist of granting access to the Internet via the WLAN to the User. Access to the Internet resources is granted to the User after displaying of advertising materials on the User Terminal.
  5. To obtain the Services, the User needs to have equipment with embedded WIFI Adaptor.
  6. Hereby the user is notified that the Contractor reserves the right to limit session to 30 (thirty) minutes from the moment of logging in due to special features of the technological environment. For further use of the WLAN, the Use may log in again.
  7. To connect to the Internet, the User needs:
(a) to establish connection between the User Equipment and the access point;
(b) to start the full-featured Web browser with support of HTML5 and Cookies pre-installed on the User Equipment;
(c) to enter in the address bar of the browser and go to the specified address;
(d)to commit actions for identification or logging in of the User in compliance with the requirements of the existing legislation of the Russian Federation.
  1. When using the Services, the User is not allowed:
(a) to restrict access of other users or prevent other Users from using of the Services;
(b) to use the Services for commercial purposes by reselling thereof;
(c) to send advertising, information and other materials without consent (or request) of the addressees as well as to electronic media and conferences if the subject or theme thereof is not appropriate;
(d) to make bulk mailing of advertising, information and other materials to other Internet users, except where the addressees agree to receive such materials both to their email addresses and via electronic media and conferences of public access which are not intended to that effect. Bulk mailing shall be understood to mean sending of messages simultaneously to two and more addresses and the User has no consent of the owners of these addresses to send such messages to them. This restriction does not relate to opt-in emails in any way;
(e) to carry out unauthorized penetration to any process components of the software, database and other objects of the Contractor's network and the Internet, having in mind that committing or attempted committing of such actions entails criminal responsibility established in the Russian Federation under Chapter 21 (Crimes against Property): Article 159 (Swindling), Chapter 28 (Crimes in the Sphere of Computer Information): Article 272 (Illegal Accessing of Computer Information), Article 273 (Creation, Use and Dissemination of Malicious Software) and Article 274 (Violation of Rules for Operation of Media for Storage, Processing and Communication of Computer Information and of Information and Telecommunication Networks) of the Criminal Code of the Russian Federation;
(f) to send or to make available via the Internet any information dissemination whereof is in some way or other contrary to the legislation of the Russian Federation or to the international law;
(g) to communicate any information or any software which contains viruses or other malicious components;
(h) to send, communicate, reproduce, make available or use in any form for commercial purposes the information, software or other materials which are partially or fully obtained by means of the Services (unless expressly authorized by the provider of such information, software or other products).
(i) to send, communicate, reproduce or distribute by any means the software or other materials obtained by means of the Services and partially or fully protected by copyright or by other rights without permission of the owner or legitimate titleholder; to send, communicate or distribute by any means the components of the rendered Services or the works created on the basis thereof since the Services are also the items protected by copyright or by other rights;
(j) to violate the rules for use of any resources of the Internet established by the Contractor and/or by the owners of such resources;
(k) to use software for automatic logging in of the User for the purpose of obtaining of the Services, except for the software provided and approved by the Contractor;
(l) to falsify the IP address and MAC address of the User Equipment, addresses used in other network protocols as well as other sensitive service information when communicating any data via the Network;
(m) to commit actions for changing of configuration of the hardware or software of the Contractor or other actions which may entail malfunction thereof;
(n) to attempt unauthorized access to resources of the Network, making or participation in network attacks and network hacking, except where network attack is carried out with the explicit permission of the owner or administrator of such resource;
(o) to use software which may interfere with the data communication process, inclusive of blocking of НТТР requests in accordance with the source addresses, and may block various page elements, for example, images, iframes, scripts, flash and Java objects, etc. and/or hides elements of web pages.
  1. In case of non-acceptance of these Terms and Conditions, the User shall immediately stop using the Services.
  2. The Contractor reserves the right to reject communication or to delete any information or materials fully or partially from its servers if such information and materials are unacceptable or undesired or violate these Terms and Conditions from the merely point of view of the Contractor.
  3. The Contractor shall not bear responsibility:
(a) for any loss of profit or other consequential losses resulted from rendering of the Services;
(b) for information, services and software obtained by the User via the internet in its sole discretion;
(c) for any expenses or damages, resulted directly or indirectly from obtaining of information and services by the User via the Internet;
(d) for damages inflicted upon the user as a result of operation of the software products obtained by the User by means of the Services;
(e) for direct or indirect damages inflicted upon the User as a result of using or unavailability of the Services;
(f) for quality of the rendered Services if the User uses non-approved user equipment and if the User fails to configure the software and hardware for access to the Servicesе;
(g)for appropriate functioning and accessibility of single segments of the Internet.
  1. The Contractor does not guarantee:
(a) possibility of information exchange with such nodes or servers which are temporary or permanently inaccessible via the Internet;
(b) seamless access to the Services;
(c)establishing of connection with the Internet at the highest possible speed.
  1. Conditions of connection to the service:
(a)In order to pass the identification during the DME_FREE Wi-Fi connection it is necessary to use the completely functional browser supporting HTML5 and Cookie. Embedded browsers for example apple network assistant are not supported.
(b)The SMS identification is made for payment. The Internet access is a free-of-charge service with the maximum speed of 1 Mbit/s for 4 hours without traffic limitation.
(c)The SMS identification is available for cell numbers having +7 in the code only.
(d)In order to send SMS the opportunity to send messages to short numbers shall be permitted on the phone of the User.
(e)In order to pass the identification it is necessary to save cookie files of the port in the browser and to use this browser to pass the free-of-charge automatic identification during subsequent connections to the DME_FREE Wi-Fi.
(f)The Contractor reserves the right to determine the validity period of identification data.
(g)If there are problems during the connection or SMS receipt you shall wait for 5 minutes and refresh the page. If instead of display of the identification page the error message: too many redirections or ERR_TOO_MANY_REDIRECTS is present it is necessary to remove cookie files of your browser. If the problem is not solved you shall send the application with the problem description and specifying your contact data to the e-mail .

1. You shall select DME_Free among available Wi-Fi networks and connect.

2. You shall start the completely functional Internet browser supporting HTML,JavaScript and Cookies, for example: Safari, Google Chrome, Mozila Firefox etc. You shall go to any page (for example, the browser will redirect you to the identification page automatically.

4.1. In case of SMS identification.
4.1.1. In the field “You phone number” you shall enter the ten-digit phone number without the code and click the button “Next”.

4.1.2. In order to connect the network it is necessary to send the SMS message with the identification code specified on the display in the form DMEWIFI XXXX to short number 3299.


The SMS message value differs for every connection provider and is specified in Section 12 of this Agreement.
After the SMS sending you shall receive the confirmation request.

While you send 1 as reply to this message you confirm the deduction of funds in the specified volume from your account. The confirmation is displayed once daily. Every subsequent SMS message to the short number is payable.
You may wait for the code verification on the identification port or in the SMS application.

If everything is made correctly the browser will redirect you to the Internet; if this does not occur you shall click the button “Check”.
4.1.3. In any case the verification result will come in the reply SMS message:
