THE SIMPSON COUNTY BOARD OF EDUCATION

The Simpson County Board of Education met in regular session on Tuesday, January 19, 2016, with all members present. The following business was transacted.

1.Supt. Flynn made welcome announcements including:

  • Mrs. Joyce Pais will continue to serve as the Interim Principal at Lincoln Elementary and has agreed to stay in her current role through the 2016-2017 school year. The school’s SBDM council voted in early January to extend Mrs. Pais’ contract. This decision will help keep consistent leadership at the school and we are very hopeful that under her leadership and in collaboration with the faculty, students, and parents the school will continue to progress towards proficiency and focus on providing the best learning environment. We are excited about the things happening at Lincoln Elementary and appreciate Mrs. Pais staying and sharing her knowledge and leadership.
  • The next Operation Preparation will be held February 2-5 at Franklin-Simpson High School for 10th grade students. Operation Preparation allows the school, parents, and our community to come together to help advise students in college and/or career planning. Volunteers interested in sharing their knowledge about their chosen career and schooling can register by visiting the district website and clicking on Operation Preparation or contacting Robin Hollingsworth at Community Education.
  • Simpson County Schools is participating once again in the WKU sponsored program which allows students from China to visit and observe schools in our area. At this time, three to five students are expected to arrive later this week and we are currently looking for additional host families to provide housing. Cultural programs such as these are rewarding to everyone involved – visiting students, Simpson County students and staff, host families, and our community as a whole. We are excited to have these students with us over the next few weeks.

2.Members of the Simpson County Board of Education were recognized in honor of School Board Recognition Month and for their leadership and service to our district. Commissioner Larry Dixon presented a Proclamation on behalf of Mayor Clark and the City of Franklin proclaiming the month of January 2016 as School Board Recognition Month.

3.Milli McIntosh, Director of Human Resources, presented the board with a Certificate of Appreciation awarded to Simpson County Schools from Barren River District Health Department and the Get Healthy Simpson Coalition in recognition of promoting tobacco and e-cigarette free campuses.

4.Chairperson David Webster called the meeting to order and the agenda was approved with a motion removing action item 10.b. regarding amendments to the expense reimbursement policies.

5.Principal Michael Barnum and students Morgan Hunter and Bella Robertson presented on teaching and learning at Simpson Elementary School. Ms. Hunter shared her experience from a recent visit to Washington D.C. and what her class has learned regarding the five branches of government. Mr. Barnum stated that the focus at Simpson Elementary was reading, math, and social studies, but he also wanted to highlight leadership projects from the school. Leadership projects have included one class project associated with providing assistance to the animal shelter and an individual project, Bella’s Books. Ms. Robertson presented on her Bella’s Book project which helped raise 601 books for children in the hospital at Monroe Carrel Jr. Children’s Hospital at Vanderbilt.

6.There were no visitors’ comments.

7.Superintendent and Staff Reports included: ADA and quarterly discipline and truancy reports, out-of-district student trips, out-of-district administrative travel, daycare financial report, food service financial report, monthly district athletic report, monthly vendor report, monthly investment report, monthly reconciliation, construction reconciliation, fixed asset reports for LES, monthly VISA charges,quarterly portal usage, Nutritional and Physical Activity Report Card, 2016-2017 draft budget, Class of 2016 CCR update, and Individuals and Disabilities Education Act, Part-B report.

8.The following personnel report was submitted: Employment was reported for 1 certified and1classified staff, 3 transfers, 2 resignations,and 1 FMLA.

9.The following consent items were approved:

  • Approve minutes of previous meetings
  • Approve monthly financial report
  • Approve payment of bills, salaries and regular accounts
  • Approve non-resident contracts with surrounding school districts
  • Approve continuation of FRC/YSC grants
  • Approve Fundraising Form – FES- Jump Rope for Heart
  • Approve Fundraising Form – FSHS, FSMS Band – Candy Bars

13.Approved bids and contract to enter into agreement with MCI for construction of HVAC equipment and control upgrades for Project BG# 15-267

14.Approved revised BG-1 for HVAC improvements at multiple sites for Project BG# 15-267 based on accepted bids

15.Approved request to adopt a resolution authorizing the Simpson County School District Finance Corporation to issue revenue bonds

16.Approved security camera proposal using “committed-future construction” allocation in Fund 1

17.Approved School Facilities Construction Commission SFCC Offer of Assistance

18.Approved donation to Project Graduation

19.The Board formally adjourned
