1.GROUND.

The Services Asymmetric Regatta (The Gold Cup) will be held over the period 20-21 Sep 14 and hosted by AISTC(S) at ThorneyIsland, Emsworth, Hampshire, PO10 8DS and sailed in the ChichesterHarbour area. We will also encompass the second days regatta with Barts Bash initiative.

2.SITUATION.

a.This event will be the culmination of the services fleet racing season and the prestigious Gold Cup being presented for the first boat to win the overall event. In an attempt to ensure that there is maximum attendance at the regatta and that it is as inclusive as possible, the event will be open to all 3 services, Reservists, their dependents and members of the service sailing associations. Those entering will be able to do so in any type of Monohull asymmetric dinghy. Reference A gives details of the racing, however within the overall event, there will be a number of other events, including:

(1)The Gold Cup (Open Asymmetric Championship) – Any Monohull asymmetric dinghy.

(2)RNSA Individual Championships – LDC 2000

(3)ASA Individual Championships – LDC 2000

(4)RAFSA Individual Championships (The RAF Cup) – LDC 2000

(5)The Grant Trophy – LDC 2000

(5)The Forshaw Trophy - RS 400

(6)RS 200 Trophy

(7) Novice Championship – The highest placed Army Novice dinghy

b.The NoR for the event has been issued at Ref A; it is expected that the event will attract a significant number of personnel. Accommodation is available by previous arrangement with the Centre Manager at AISTC (S) or via appropriate mess accommodation although this is limited. Additional accommodation can be arranged at Fort Blockhouse in Gosport.

c.This instruction is issued in order to ensure that the administration for the event is run as smoothly as possible and to inform all of those personnel who have expressed an interest in assisting to understand the process and programme of the event.

3.MISSION.

The provision of all administrative and event organisation arrangements in order that those participating in the regatta are able to do so in a safe and efficient manner.

4.EXECUTION

a.General Outline. Racing will be conducted in Chichester Harbour over 2 days, with a minimum of 3 races each day depending on the weather; each race is expected to last no more than 1 hour (for the slowest boats). A number of events will be undertaken during the regatta, however all races will be run as handicap races, with the results of each other event being extracted from the handicap results. The Regatta itself will take place over 20 and 21 Sep 14; in order to achieve the mission there will be a period of preparation, allocation of resources and subsequent pack up. The administration will therefore take place in 4 phases:

(1)Phase 1 (15 Sep - 19 Sep 14). Preparation of equipment for the event and preparation of social arrangements.

(2)Phase 2 (19 - 20 Sep 14). Completion of race registration.

(3)Phase 3 (20 – 21 Sep 14). Course set up and conduct of the regatta.

(4)Phase 4 (21 - 22 Sep 14). Pack up/Recovery.

b.Co-ordinating Instructions:

(1)Personnel. The following personnel are required to ensure the safe and organised conduct of the event.

(a)Principal Race Officer (PRO). Mr Wayne Shirley RN Sailing Manager.

(b)Asst Race Officer (Asst RO). TBC.

(c)Safety Boat Helm ( X 3). The OIC Safety and one of the helms will be Mr Mark Langhorne the others will be nominated by the Centre Manager AISTC (S), if there are insufficient qualified helms available, Mr Langhorne is to inform the undersigned as soon as possible in order to make alternative arrangements.

(d)Safety Boat Crews (x 3). Nominated by the Centre Manager AISTC (S), if there are insufficient qualified helms available, Mr Langhorne is to inform the undersigned as soon as possible in order to make alternative arrangements.

(e)Beachmaster/Equipment Issue. Nominated by the Centre Manager AISTC (S)

(2)Equipment. The following equipment is required for the conduct of the event:

(a)Committee Boat. The AISTC(S) Cornish Shrimper will be the committee boat for the duration of the event. The Centre Manager of AISTC(S) is requested to arrange a suitable mooring for the committee boat throughout the regatta and inform the PRO of its location. The Centre Manager is requested to ensure there is suitable fuel and ancillary equipment on board for the event.

(b)Safety Boats. The Centre Manager of AISTC (S) is requested to ensure the preparation in all respects, including sufficient POL and provision of 3 x Safety Boats suitable for the duration of the event. In addition 1 x tender is requested to transport crews to/from the safety fleet. An additional coach boat is requested for the safety of the Novice training and Regatta if possible – if unavailable please would the Centre Manager of AISTC(S) inform the author.

(c)Sailing Equipment. The Centre Manager of AISTC (S) is requested to make available as requested by competitors the ASA owned dinghies located at Thorney Island and maintain a booking register. It is requested that the dinghies are prepared in their basic sailing state (complete with asymmetric spinnaker). Any ‘racing’ adaption’s in line with class rules are the responsibility of competitors. Competitors will be expected to rig their own boats.

(d)Racing Marks[1]. The Centre Manager of AISTC (S) is requested to provide the following race marks with suitable ground tackle for the duration of the event:

(i)4 x Large ASA inflatable buoys (Crewsaver).

(ii)2 x Medium ASA Inflatable buoys (Crewsaver).

(iii)3 x Small marks (ODM, IDM and Finish line).

(e)Buoyancy Aids/Wetsuits/Spray Jackets. It is likely that some of the competitors will require the issue of appropriate sailing clothing. The Centre Manager of AISTC (S) is requested to provide an issue and receipt facility prior to and on completion of the regatta, timings tbc. The safety boat crews will also require protective clothing which will be issued at the same time.

(3)Boat Storage. Some competitors will be bringing their own dinghies for the regatta including road bases, an area suitable to ‘park’ such equipment is required at AISTC (S). The Centre Manager is requested to allocate a suitable area within a reasonable distance of the launching area.

(4)Accommodation. It is likely that some of the personnel who attend will require accommodation. The Centre Manager of AISTC (S) is requested to allocate accommodation as required. There are likely to be females who require accommodation.

(5)Catering. Competitors and event staff will use the Regimental Restaurant PAYD facilities where appropriate. The Centre Manager of AISTC(S) is requested to liaise with the Regimental Catering staff to pre-warn them that additional personnel are likely to require breakfast facilities on both the Saturday and Sunday of the event. The ASA Regional Coach is requested to liaise with ASA TISC staff to arrange for a hot buffet type meal for the Saturday evening. Competitors will be encouraged to book their own lunch meals from the bar staff at ASA TISC.

(6)Social. A request for the use of ASA TISC bar facilities has been agreedby the Commodore ASA TISC. The ASA Regional Coach has confirmed the following facilities with TISC staff:

(a)Bar Facilities. The bar will be available on Saturday night from 1830 hrs until 2330 hrs and finally for prize giving at 1500 hrs for 1 hour on Sunday 21nd September.

(b) Changing. Additional changing may be required in ASA TISC male and female changing rooms. There is Club racing on the Sunday so competitors are requested to use AISTC(S) as much as they can and only overspill into ASA TISC if needed.

(7)Prizes. The ASA Secretary is requested to provide details of the individual who has been asked to present the prizes. The ASA Regional Coach is requested to order glassware as prizes for the event from the usual source. Prizes will be awarded as follows:

(a)Asymmetric Open Handicap Championship (The Gold Cup)[2]. 1st and 2nd. The ASA Secretary is requested to bring the Gold Cup to be presented to the overall winner of the event.

(b)The Grant Trophy. The first overall LDC 2000.

(c)ASA Individual Championship (2000), the 2013 Winner is requested to return the Trophy to the ASA Regional Coach.

(d)RNSA Individual Championships (2000). Rear Commodore RNSA is requested to confirm that a suitable trophy is available to be presented to the first RNSA LDC 2000 crew and if RNSA wish to award prizes for any other places.

(e)The RAF Cup (2000). Rear Commodore RAFSA is requested to confirm that a suitable trophy is available to be presented to the first RAFSA LDC 2000 crew and if RAFSA wish to award prizes for any other places.

(f)RS 400 Championship (The Forshaw Trophy). 1st and 2nd, Rear Commodore RNSA is requested to inform the current holder of this trophy to send it to AISTC (S) in order that it can be presented to the 2014 winner.

(g)RS 200 Championship. Rear Commodore RNSA is requested to indicate if there are going to be sufficient RS 200 entries into the event to warrant an individual event within the overall regatta and if an RS 200 trophy exists. Prizes will only be purchased if sufficient numbers are expected to attend.

(h) Novice Championship. This should allow novice helms and crews to compete at a major championship and gain experience. The crews can be allocated LDC 2000, Topper Vibes (2) and there are a few Pico (Single handers). The aim of this regatta will be on developing racing in both double and single-handed boats. The ASA RC will be the focus for this event and a separate start will be arranged.

(8).Finances. Any request for expenditure from ASA funds are to be requested and approved from RC Dinghies. The ASA Regional Coach is requested to provide a breakdown of expected costs for ASA TISC facilities, catering requirements and prizes when known.

(9)Security. In order to provide the security staff at Baker Bks sufficient warning of those entering, Rear Commodores are requested to encourage their membership to return their race entry forms (At Reference A) as soon as possible.
