The purpose of this organization is to govern, coordinate and develop participation in the Kentucky Youth, Middle School & High School lacrosse programs and coordinate participation in the Kentucky Youth Lacrosse program; adopt and enforce rules and regulations, develop schedules and administer to the needs of its members.

Board Meeting

September 18, 2012

Attendance- Steve Auden, Russ Davenport, Brandon Davis, Ann Fleming, Crystal Kannapel, Byron Miller, Chris Niblock, John Peabody, Kennedy Simpson, Ryan Smith, Bill Stewart, Wayne Coffey, Edie Fulton, and Dean Walker

Ann Fleming opened the meeting at 6:35 PM. The minutes from the August 4th meeting were presented; Ross made a motion to approve, Chris seconded the motion and they were unanimously approved.

President’s Report- Ann

Ann reviewed the intentions of the Kentucky Scholastic Lacrosse League (KSLL), formerly known as Metro AD Lacrosse League.

Additional information was discussed:

·  KLA tournament and the KSLL tournaments are scheduled for the same weekend so teams will be unable to participate in both tournaments.

·  Opting out of KSLL: Teams can chose not to play in tournament. It is understood that JCPS schools are being required to play in this league.

·  Because there will be two championship games played in the same weekend, there was some discussion on whether or not there would be enough refs to man tournament schedules. Wayne said that BLOA will try to work with KSLL to insure the dates work for both tournaments and there is enough coverage.

Many board members felt that the initial cutoff date for joining the KLA Lacrosse League (September 30th) was too early. Wayne made a motion that “KLA open registration for League membership for High School Boys by November 15th.” Dean seconded. The motion passed unanimously.

Ann reminded everyone to be conscious about communication. Whatever anyone communicates, whether by letter, email, or in person, can be perceived by others to be that we are speaking on behalf of the KLA

Wayne mentioned that the KLA currently pays arbiter fees to BLOA. He suggested that an arrangement be made that KSLL share in the cost. He will bring this up at the next BLOA board meeting.

Ann reviewed board vacancies and asked people to find volunteers to fill the vacancies by the Annual Meeting to be held in October. The following positions are currently vacant:

Bantam Boys

High School Girls

It was strongly suggested that KLA reach out to volunteers outside of Louisville to be on the board. Skyping will be an option for members who are unable to drive to Louisville once a month for meetings.

Ann introduced Ryan Kyser from Stickhead who would like to be a contact for KLA. He wants to understand what is being offered to players in KY so that when athletes come to Stickhead with questions, he will be able to refer them to the correct person.

The Annual Meeting will be held on October 16th at 6:30 PM at the Collaborative Center for Teaching and Learning. All subsequent meetings of the KLA Board will be held on the third Tuesday of each month.

Finance- Chris

Chris will be working on a budget to be presented at the Annual Meeting. It will be a difficult task this year due to the fact the KLA does not know what its income will be this year. KLA will still attempt to fill as many grant requests as possible this year. Grant requests are due by November, and the application is on the KLA website. KLA did give a small stipend to High School Boys who trained as junior officials this summer.

High School Boys- Russ

Russ will not be seeking another Board term and will be writing up some suggestions for his predecessor as High School boys’ administrator.

John attended the KSLL meeting with Dean. He learned that David Sewer will be the commissioner for the KSLL Boys Teams.

John and Dean attended the LYLA meeting. LYLA is attempting to lease land at Shilito Park to create a Lacrosse Park with four fields. Tim Yessin is going to be an assignor. It was also announced that Bryan Station and Scott Co currently have boys’ coaches.

John sent out a survey to 28 HS Boys’ coaches asking if they were interested in joining the KLA League. 10 responded positively.

High School Girls- Steve

Manual has two possible coaches for this year. Finding coaches is an ongoing issue for girls’ lacrosse.

There may be new programs at Lexington Christian and there is some interest from Woodford County. Steve is hoping that he can gather some boys to offer a clinic to gain interest in the sport.

The athletic director from Fort Knox has stated that there are several kids that have expressed an interest in playing lacrosse. Steve would like to hold a clinic there on November 4th with the help of Dean and John.

Steve mentioned that a few years ago KLA paid UK players a stipend to offer help to coaches in Lexington trying to start up teams. John made a motion that “the KLA continue to pay a stipend to University of Kentucky players who offered their time and talent to upstart teams.” Brandon seconded and the motion passed unanimously.

Steve will be offering a coaches clinic on November 10.

Middle School & Youth Boys Ryan

Ryan is working with Jacob to have an online form for parents and players to complete when looking for a team. The form would then be directed to the appropriate coach or team.

Ryan feels there is a dire need for two KLA teams this year for MS 7/8 and MS 5/6 teams. KLA will need to provide coaches, fields, uniforms, and equipment.

KLA will be more assertive this year in its “School Centric” approach. Students must play for their school, if their school has a team. If the student’s school does not have a team, and he or she is a parishioner of a parish school that offers a team, the student may play for that team.

Middle School Edie

No report

There was discussion on what to do about Middle and Youth Boys and Girls Leagues as far as grouping players by age groups. USL research shows that the two year age bracket is strongly recommended. BLOA also supports this ruling. This proves difficult for local public schools due to the fact that the public schools will not allow 5th graders to play with 6th graders.

Wayne noted that in the LOPs, 6th graders are permitted to play with 7th and 8th graders. It was also noted that students can always play “up.”

Wayne made a motion that the KLA rename the Youth and Bantam Boys and Girls teams to be referred to as Middle School 7th and 8th, Middle School 5th and 6th , and Youth 3rd and 4th.” Byron seconded. The motion passed with 10 for and 3 abstaining.

Youth Boys Jonathan

No report. Volunteers are needed in this area.

BLOA Wayne

The board of directors met in August.

A training class was held in June with 8 trainees in attendance, 6 of whom were students. They were paid a small stipend to shadow experienced officials.

River City will not assign BLOA officials this year.

KLUB Chris

There is currently no assignor from KSLL.

Special Events/Education/Training Dean

Hite Elementary held a clinic for boys and girls. Dean and John were in attendance and helped with the girls’ clinic while Phil Brock coached the boys. Shawn Hamill offered an equipment package.

There will be a KLA sponsored coaches’ Level I and Level II clinics on November 10th and 11th at Scott Co. High School. Registration will be listed on the KLA website. In the past, KLA subsidized the cost for KY coaches. Brandon felt that any coach offering to start a new team should have his/her registration fees waved. Steve made a motion that “the KLA offer a $25 rebate to all KLA members and a full rebate to one coach from any new team.” John seconded the motion and it passed unanimously. Board members are expected to attend and help.

Martha Lane Collins will be offering an all day lacrosse clinic for boys and girls on November 10th. Members of Stickhorses team will be there to assist with the boys’ clinic and they are hopeful to have college coaches as well.

Dean had a request from a school for lacrosse curriculum for PE courses.

Dean is attempting to get coaches certification levels up. There is a PCA online course follow up after the coaches clinic. He is applying for a PCA grant to bring in a national speaker.

Dean also mentioned that he further researched the land behind the Department of Transportation on Westport Rd in Lyndon and the possibility of leasing for field space. He and Ann will look into approaching local politicians for support with the KY Justice Department.

Ann mentioned that one day tournaments might be a possible way to raise money for KLA in the future in order to fulfill grant requests.

The meeting was adjourned at 9:30 PM. The next meeting will be the Annual KLA Meeting held on Tuesday, October 16th at 6:00 PM at the Collaborative Center for Teaching and Learning. The next Board meetings will be November 20th and December 18th at 6:30 PM.
