Job Purpose
Responsible for managing the full lifecycle of IT development including customer requirements capture, systems development, supplier negotiation and system support to meet the overall business objectives of SYPTE.

  • Responsible for overseeing and managing the software development lifecycle for bespoke application development, website development, and GIS developments to meet the needs of the organisation, IT strategies and service level agreements.
  • Manage systems to ensure controls are designed into solutions to assure the accurate processing of the organisations IT data assets.
  • Leadership and line management responsibility for the IT Development Team, providing effective performance management and coordination of the resources allocated to the delivery of the service
  • The overall IT Development budget is approximately £500k.
  • Provision of services to 550 desktops and 700 user accounts.

Responsibilities/Key Accountabilities
  1. Oversee, manage and ensure the delivery of application support and development of IT development services for desktop applications, databases, websites, online services and GIS, to meet SYPTE’s overall objectives and IT strategies whilst ensuring optimal use of resources at all times.
  1. Manage and develop protocols and guidance on the acquisition of customer and asset data to ensure compatibility with existing data structures.
  1. Ensure, in conjunction with the other IT Managers, that IT systems are available to meet the customer agreed designs and internal SLAs.
  1. Responsible for ensuring continuous support is available for agreed mission critical customer facing IT systems to meet the agreed service level agreements.
  1. Manage the provision of the IT business analysis to meet the requirements of the organisation and associated Technology strategies.
  1. Manage the development systems and IT data to ensure compliance with the governance standards of SYPTE, national standards and legal requirements.
  1. Oversee the full software development lifecycle of desktop applications, websites, online services, and GIS to ensure that governance and compliance standards are designed into solutions and follow the IT technology roadmap..
  1. Oversee the development and delivery of the organisation’s databases and associated infrastructure, including the planning, maintenance and installation services to ensure the continuous provision of Database Services.
  1. Manage the provision of business tools to promote information efficiency and provide a central point for information management.
  1. Responsible for the identification of appropriate IT solutions whether they are bespoke or third party applications that will enable successful delivery of a business change or project.
  1. Day to day contract management responsibilitiesfor third party solutions supported by the IT Development Team in order to ensure the requirements of SYPTE are delivered in a cost effective and timely manner.
  1. Lead the negotiation of service level agreements with appropriate SYPTE’s business units and ensure through monitoring that the agreements are met and the agreed service delivers the business imperatives of each business unit.
  1. Develop strategies for IT development to achieve the objectives of the organisation in conjunction with the Head of Information Technology
  2. Assist in the management and production of the IT Technology roadmap in order to ensure the best return on investment and meet the organisations IT needs.
  1. Manage the delivery of team projects, identifying (where appropriate) improvements which will assist the organisation in the delivery of the Business Plan and IT Strategy.
  1. Ensure that IT methodologies and compliance standards are managed and adopted across the team to ensure the business remains at the forefront of technology and data security..
  1. Undertake any other responsibilities commensurate with the post that the Head ofInformation Technology may require.

Planning and Organisation:
  • Establish clear team objectives that contribute to the overall objectives of the department.
  • Assist the Head of IT with the development of a delivery plan and IT technology roadmap to deliver the medium and long term business objectives of the organisation
  • Plan and deliver appropriate technology developed by the IT Development Team to meet the agreed business needs of the organisation, the IT Strategy and service level agreements within budget constraints set by the Head of InformationTechnology.
  • Organise the team’s structure and processes, including training and development strategies to best deliver business objectives.
  • Plan, organise and manage the workload and performance of the resources controlled by the post to meet service level agreements whilst ensuring effective use of resources at all times.
  • Contribute to team working within the IT department and liaise with others to continuously improve cross-functional and cross-organisational efficiency.

  • Use information from the Head of Information Technology, internal and external information to prioritise and allocate resources.
  • Responsible for ensuring the successful delivery of software applications, web & online services, GIS services and specific projects using internal or external resources and agree procedures with the Head of Information Technology.
  • Determining best practice security, operation and governance controls for SYPTE’s Information using internal and external resources and agree procedures with the Head of Information Technology.
  • Assist with the development of Project Planning, System Documentation and Reporting for adoption and use across the IT department.
  • Actively participate in departmental decision making as a member of the IT department management team.
