Scope of this tender

The Language Center srl (from now onward ‘the Contractor’) has been recently awarded a grant under the program Erasmus+ Strategic partnerships for carrying out the above mentioned project. The project foresees the appointment of an External evaluator. The scope of this tender is to recruit a qualified External evaluator.

Scope of the project:

Multilingualism is at the very heart of European identity, since languages are a fundamental aspect of the cultural identity of every European. Language acquisition and language enhancement gets more and more important for an intercultural dialogue in our society and for increasing job chances of individuals. Multilingual language skills are important in a cosmopolitan society and, as

children are especially receptive to learning languages at an early age, linguistic competences and a multilingual education should be implemented since primary school and earlier. The promotion of linguistic diversity in education and training has always received important consideration by the European Commission, for example communication in foreign languages is one of the eight Key competences for lifelong learning (2006). CLIL stands for Content and Language Integrated Learning. It refers to teaching subjects such as science, history and geography to students through a foreign language. This can be by the foreign language teacher using cross curricular content or by the subject teacher using English as the language of instruction. Both methods result in the simultaneous learning of content and of a foreign language. Over the past two decades an increasing body of research has demonstrated that CLIL can enhance multilingualism and provide opportunities for deepening learners’ knowledge and skills, however effective use of CLIL requires a specific methodology and specific training of teachers. The aim of this project is to support primary school teachers in filling this gap by providing them with a comprehensive training program. The project will carry out a Survey on the state of the art on using CLIL on primary schools including good practices and difficulties experienced by teachers and a census of existing web based Open and Educational Resources for CLIL to be used in primary schools. Based on these the project will develop Guidelines on development and use of CLIL in primary schools, a set of CLIL materials and lesson plans for teaching science, mathematics and geography in English in primary schools, a Guide and a E-course addressed to teachers on how to use CLIL methodology in primary schools. The consortium is made of organizations active in research and/or training of teachers (P1 IT, P4 IT, P5 PT, P6 RO, P7 PL) and schools (P2 IT, P3 IT, P8 PT, P9 RO, P10 PL).

Thanks to the project, over 59.000 members of target groups will be informed about the project, and over 700 teachers and 2.000 students will be involved on it at different levels.

The projects foresees 5 project meetings in Todi IT, Pitesti RO, Terni IT, Lodz PL, Firenze IT.

The project will last 3 years,from 1st September 2015 to 31 August 2018.

Tasks of the External evaluator

The External evaluator will help improving management and results of the project by monitoring project process (management), impact (including dissemination and exploitation activities), and suitability and effectiveness of results.

More in detail, the tasks of the External evaluator will be:

  1. To develop the Quality handbook
  2. To monitor all communication among the Partners, the process of development of the Intellectual outputs, the internal and external website, the dissemination activities
  3. To develop the questionnaires for the evaluation of the face to face project meetings
  4. To develop the questionnaires for the evaluation of project management
  5. To develop the grid for collecting information from the Partners about the impact of the project
  6. To deliver 1 evaluation report every 6 months, for a total of 6 Evaluation reports

All the deliverables must be written in English.

Cost information

The fee for the role of External evaluator is set at 7.000 Euro plus VAT. Travel and subsidence costs for the attendance of the meetings will be borne by the Contractor.

The fee, divided in instalments, will be paid no later than 15 days after approval by the Contractor. of every Evaluation report.

Requisites of the External evaluator

The External evaluator must have:

  • a good knowledge of written and spoken English.
  • a sound experience in evaluation of European projects, better if in Lifelong learning multilateral projects and Erasmus+ strategic partnerships
  • a VAT number and invoice this service as consultancy

Previous experience in European projects as project writer / scientific director / coordinator / project manager as well as previous cooperation with the Contractor is also an asset.

Conditions of Tender and Data Protection

This invitation to tender is in no way binding on the Contractor. The Contractor’s contractual obligation starts only upon signature of the contract with the successful tenderer. Submission of a tender implies acceptance of all the terms and conditions set out in this invitation to tender, and in the draft contract. It is binding on the tenderer to whom the contract is awarded for the duration of the contract.

Up to the point of signature, the Contractor may either withdraw from the contract of cancel the procurement procedure, without the candidates or tenderers being entitled to claim any compensation.
