The Early Years Disclosures Service

The AccessNI application process is online. Contained within this document are the forms which are required to enable us to complete the online AccessNI application.

DESIGNATED PERSON

As the Designated Person, you will provide the Applicant with the following:

  • Applicant Instructions Form
  • ID Validation Form

The Applicant must:

  • Complete and submit the online application form as directed on the Applicant Instructions Form.
  • Provide the designated person with the completed Applicant Instructions Form.
  • Present ID documents to the designated person for verification of identity.

On receipt of the documents outlined above, the Designated Person must:

  • Verify the ID documents, complete and sign the ID Validation Form.
  • Complete the Confirmation of Disclosure Certificate Form.
  • Return the following forms along with payment to the Early Years Disclosures Service:
  • ID Validation Form
  • Confirmation of Disclosure Certificate Form

Volunteers

AccessNI’s definition of volunteer is “A person engaged, or to be engaged, in an activity for a non-profit organisation or person, which involves spending time unpaid(except for travel and other out-of-pocket expenses), doing something which amounts to a benefit to some third party other than, or in addition to, a close relative.

Please note that Early Years will not process the online AccessNI application until all documentation and payment has been received.

Applicant Instructions

By submitting an AccessNI application through the Early Years Account on NI Direct, you are agreeing to Early Years processing your AccessNI application.

  1. Go to
  1. Select the green button to Apply for an enhanced check through a registered body.
  1. Register your account by creating a user ID and password [keep these details safe as you will need them to track the progress of your case].
  1. Once you have successfully logged in, you will be taken to the online application.
  1. Step 1 Enter the PIN number: 233213
  1. Step 2 Confirm Body – this should read:

  1. Complete the remainder of the form and click confirm and proceed to finish the online process.
  1. You must note the 10 digit AccessNI case reference number below:

ID Validation Form - to be completed by the Designated Person

Three documents must be produced in the name of the Applicant; one from Group 1 and two from Group 2. If this is not possible, then four documents from Group 2 must be produced, one of which being a birth certificate issued after the time of the birth. It is preferred that at least one of these documents includes photographic identification.
