The "Census and Evacuation Plan as well as lessons learned are the main driving force for the information contained on this page. This page will provide easily accessible information to provide guidance on taking shelter during a vapor release or severe weather. This page will also provide information pertaining to the evacuation of the refinery in the event of an emergency incident.

So what do I need to know?

First - How to declare an emergency!

  1. Declare an emergency on the radio!"Emergency, Emergency, Emergency!"
  2. Identify yourself.
  3. Describe the emergency i.e. "There is a vapor cloud in the refinery!"
  4. Give the location of the emergency.
  5. Provide important details.

*The EOC monitors all radio channels and will here your declaration of an emergency. The orange button on the radio is also tracked and monitored for emergencies.

Second - Census Procedure.

OPERATIONS - (For Operations only)

  1. Each Asset Shift team Supervisor will account for those under his/her control.
  2. The Area Shift Team Supervisor will report to the Refinery Coordinator Their "PAR."
  3. A missing person must be identified by name and where they were last seen or heard from.
  4. The Refinery Coordinator MUST call in the information to the EOC.
  5. Operators must review sign-in logs and verify that everyone who signed into their area is accounted for and present.

GENERAL POPULATION

  1. Each line/staff supervisor will account for those under his/her control.
  2. The Supervisor will then report upward to the highest ranking department head present in the refinery that day.
  3. A missing person must be identified by name and where they were last seen or heard from.
  4. The highest ranking person or designate will report the information to the EOC.

Third - Safe Haven locations and procedure!

The safe haven locations are also the muster points. The safe haven leader(s) will be the area supervisor or designates at the primary safe havens. They will have the responsibility to account for all individuals present under their supervision, and other visitors or personnel that are in your area of responsibility. Once the Personnel Accountability Report (PAR) is complete; the safe haven leader shall call the EOC.

In the event that the safe haven leader has a missing person; the EOC shall be notified immediately. In the event the missing person is an operator; safe haven leaders will follow the census procedure and report up to the Refinery coordinator.
