AS YOU RECALL, LAST MONTH COUNCIL ASKED US TO BRING BACK MORE INFORMATION ABOUT OUR WATER QUALITY SAMPLING PROGRAM AND THAT'S WHAT WE'RE HERE TO DO TODAY. WE'LL START WITH A LITTLE HISTORY. SINCE 1988, VOLUSIA COUNTY ENVIRONMENTAL MANAGEMENT HAS BEEN COLLECTING AND ANALYZING SURFACE WATER SAMPLES. ENVIRONMENTAL MANAGEMENT STAFF CURRENTLY CONDUCTS SURFACE WATER, SAMPLE COLLECTIONS AT 70 LOCATIONS THROUGHOUT THE COUNTY ON A MONTHLY OR QUARTERLY BASIS. THIS DATA IS STORED IN A STATEWIDE DATABASE THAT IS AVAILABLE TO OTHER AGENCIES, AS WELL AS THE PUBLIC, AND ON YOUR SCREEN, YOUR AGENDA TELL, THERE -- ITEM, THERE IS THE LINK. IT'S LONG-TERM AMBIENT WATER QUALITY MONITORING, PROVIDING A HISTORICAL DATA SET. THIS SLIDE SHOWS YOU THE LOCATION OF OUR WATER QUALITY SAMPLING. YOU CAN SEE WE HAVE SAMPLE LOCATIONS THROUGHOUT THE COUNTY. IT'S QUITE EXTENSIVE. YOU HAVE SEEN THIS SLIDE BEFORE AT OUR WATER QUALITY WORKSHOP. THESE ARE A SAMPLE OF THE PARAMETERS THAT WE MEASURE FOR AND WE TRACK. LET'S GET INTO SOME SPECIFICS ABOUT OUR WATER QUALITY. STARTING WITH BLUE SPRING, WE HAVE BEEN SAMPLING SINCE 2000 WE AND OBSERVED AN INCREASE IN ALGAE MOST LIKELY DUE TO NITRATES. OUR DATA SET WAS INCLUDED IN THE STATE'S TOTAL MAXIMUM DAILY LOAD DEVELOPMENT, SO WHAT WE CAN SAY ABOUT THIS IS THAT WE HAVE INPUT IN THE REGULATORY REQUIREMENTS THAT ARE COMING DOWN FROM THE STATE. SO IT'S ALWAYS GOOD TO HAVE YOUR OWN SAMPLE SET SO THAT YOU CAN VERIFY THE REGULATIONS THAT ARE BEING DRAFTED. THE SOURCES HERE, THEY ARE PRIMARILY THE POLLUTION SOURCES, THEY ARE PRIMARILY GROUND WATER FEDERAL, SEPTIC TANKS, FERTILIZER, AND SOMETIMES REUSE, BUT REUSE WATER HAS A HIGH CONTENT OF NUTRIENTS, SO WE WEAN PEOPLE APPLY FERTILIZERS ON TOP OF THE REUSE WATER WE ACTUALLY HAVE MORE NUTRIENTS THAT ARE NEEDED FOR LAWNS AND ENDS UP INTO OUR SPRINGS AND RIVERS. FOR THE MOSQUITO LAGOON, WE HAVE BEEN SAMPLING THERE SINCE 1988, AND YOU ALL WILL RECALL THAT IN 2011 WE DID HAVE THAT BLUE-GREEN ALGAE SUPER BLOOM THAT STARTED IN THE BANANA RIVER AND SPREAD NORTH INTO THE INDIAN RIVER LAGOON, AND THAT COVERED OVER 130,000 ACRES, AND WE LOST 47,000 ACRES OF SEA GRASSES IN THAT YEAR. IN AUGUST OF 2012 WE HAD A BROWN TIDE WHICH WAS DIFFERENT FROM WHAT WE HAD IN THE PREVIOUS YEAR, AND THEN AGAIN IN 2013 WE HAD ANOTHER BROWN TIDE, AND SO I THINK EVERYBODY IS FAIRLY FAMILIAR WITH THE QUALITY OF THE LAGOON AND THE IMPORTANCE OF DOING EVERYTHING WE CAN TO IMPROVE THE WATER QUALITY. OKAY. AS YOU CAN SEE FROM THIS SLIDE, WE HAVE BEEN SAMPLING, IN PARTNERSHIP WITH THE HEALTH DEPARTMENT SINCE 1991. AT THE HEIGHT OF OUR PROGRAM IN '09, THE COUNTY HAD SIX FULL-TIME EMPLOYEES IN THE WATER QUALITY PROGRAM BECAUSE YOU HAD SAMPLING PREP, YOU HAD ACTUALLY TAKING THE SAMPLES, AND YOU HAD THE WATER QUALITY LAB WHERE WE ANALYZED THE SAMPLES AND WE WERE -- [INDISCERNIBLE] -- CERTIFIED SO IT WAS A VERY HIGH, FUNCTIONING OPERATION THAT WE HAD. HOWEVER, IN '13, THE HEALTH DEPARTMENT CLOSED THEIR LAB OPERATIONS SO WE LOST OUR PARTNER IN THAT ENDEAVOR, REENGINEERING OUR ENTIRE PROGRAM, AND SO IN '14 WE ENTERED INTO A MEMORANDUM OF AGREEMENT WITH THE WATER MANAGEMENT DISTRICT FOR LAB ANALYSIS. WHAT THAT MEANS IS THAT WE NOW TAKE ALL OF THE SAMPLES, SO INSTEAD OF HAVING MULTIPLE AGENCIES TAKING VARIOUS SAMPLES AND EVERYBODY ANALYZING THEIR OWN SAMPLES, WE TAKE THE SAMPLES NOT ONLY FOR VOLUSIA COUNTY, BUT FOR THE WATER MANAGEMENT DISTRICT AND, IN EXCHANGE, THEY DO ALL OF THE ANALYSIS SO THAT WE DON'T HAVE TO PAY THE LAB COSTS WHICH CAN BE QUITE EXTENSIVE.

OKAY. SO THIS IS AN OVERALL VIEW OF OUR PROGRAM STAFFING AND OUR QUALITATIVE ANALYSIS. WHAT YOU ARE SEEING HERE IS THAT WE'VE GOT -- THE CHART SHOWS THE NUMBER OF SAMPLES THAT WE TAKE. THE GREEN LINE SHOWS OUR PROGRAM STAFF. YOU CAN SEE THAT IT HAS GONE DOWN DRAMATICALLY FROM '09, TODAY AT TWO PEOPLE STAFFED. OUR TWO STAFFED PEOPLE ARE RESPONSIBLE FOR DOING BASICALLY THE SAME AMOUNT OF SAMPLING, AS WE ALWAYS HAVE, AND NOW THERE'S ACTUALLY EVEN MORE TESTING REQUIRED. THE DARK BLUE LINE IS AN INDICATOR OF THE TESTING REQUIREMENTS. JUST TO GIVE YOU AN EXAMPLE, AS WE HAVE THESE TOTAL MAXIMUM DAILY LOAD REQUIREMENTS THAT ARE COMING DOWN FROM THE STATE, OUR DUTY TO PROVIDE INFORMATION HAS INCREASED WHEREAS WE HAVE SIGNIFICANTLY DECREASED STAFF. SO IN MARCH '08, THERE WAS A TMDL FOR FECAL FOR SPRUCE CREEK. IN '08 WE HAD A DISSOLVED OXYGEN AND 92 TREE

-- [INDISCERNIBLE] -- DISSOLVED ACTION GENERAL TMDL'S FOR THE MIDDLE ST. JOHN'S, AS WELL AS SEGMENTS BETWEEN THE INLET OF LAKE CARVY. '13, HALIFAX RIVER. '14, NUTRIENTS TMDL. IT'S NOT JUST, WE AM SELL 'THAT YEAR AND DON'T DO IT. THESE ARE ADDITIVE. ONCE YOU START SAMPLING, YOU HAVE TO CONTINUE OR ELSE YOU ARE POTENTIALLY LIABLE FOR MORE CONTRIBUTION. WE WOULD HAVE A DUTY TO CLEAN THE WATER TO THE LEVEL THAT THE STATE DESIGNATE AS OUR CONTRIBUTION. SO IT MAKES SENSE FOR US TO SAMPLE OUR WATERS AND KNOW THE QUALITY SO THAT WE CAN EITHER REFUTE REGULATORY -- [INDISCERNIBLE] -- OR DECREASING IN SOME CASES WHERE WE MIGHT HAVE TO MAKE MORE OF AN EFFORT. SOMETHING ELSE THAT I THINK IS INTERESTING HERE, YOU KNOW, IS WHAT DO WE KNOW ABOUT WATER QUALITY? WE KNOW THAT OUR BEACHES -- BEACH-WATER QUALITY OR PRISTINE RELATIVE TO OTHER STATES SUCH AS CALIFORNIA. HOW DO WE KNOW THIS? WE KNOW THIS BECAUSE OF BEACH WATER QUALITY TESTING. WE KNOW IT BECAUSE CALIFORNIA SENDS THEIR STORM WATER INTO THE OCEAN. WE SORT OF HAVE THE FLIP SIDE HERE. A LOT OF OUR STORM WATER IS FUNNELED INTO OUR RIVERS, AND SO IT IS IMPORTANT FOR US TO KNOW THE WATER QUALITY THAT EXISTS IN OUR RIVERS. WE DID REQUEST TWO OF THE CONTINUAL DATA LOGGERS FROM THE STATE. WE DID THAT AS A RESULT OF YOUR WATER QUALITY WORKSHOP. UNFORTUNATELY THE STATE IS UNABLE TO FUND THOSE AND SO, YOU KNOW, THAT WAS A APPROXIMATELY $300,000 INVESTMENT, WHICH WE WERE NOT ABLE TO BENEFIT FROM THOSE CONTINUAL DATA LOGGERS. WE HAVE SOME IN THE LAGOON BUT WE FELT LIKE WE NEEDED A COUPLE OF ADDITIONAL ONES SO THAT WE COULD REALLY KEEP A HANDLE ON OUR WATER QUALITY. GIVEN THE TACT WE DIDN'T GET THE DATA LOGGERS, I'M GOING TO REVIEW ASSIST COUPLE OF THE SLIDES WE SHOWED YOU LAST MONTH. THIS IS JUST TO GIVE YOU AN EXAMPLE OF THE COSTS OF THE WATER QUALITY RETROFITS. THIS IS MAYBE THE MOST IMPORTANT SLIDE, THE STORM WATER CAPITAL PROJECTS THAT WE SHOWED YOU, WHETHER IT'S THE NORTH PENN, GEMINI, WILBER BY THE SEA, ALL OF THOSE PROJECTS ARE GREATER THAN 3.$3 MILLION. WHAT WE'D LIKE TO DO, INSTEAD OF INVESTING IN STORM WATER IMPROVEMENTS, WE'D LIKE TO DO PRE AND POST WATER WATER QUALITY IMPROVEMENTS. SO INSTEAD OF PUTTING THE SAME FIX, QUOTE, UNQUOTE, INTO EVERY STORM WATER OUTFAULT AND NOT KNOWING HOW EFFECTIVE IT WILL BE, WE'D LIKE TO DO TESTING. SO THE REQUEST WE CAME TO YOU FOR LAST TIME, WHICH WAS THE 30,000FOR THE BALANCE OF THIS YEAR, AND PARTIAL FUNDING FOR PROJECT HTO WOULD HELP GET US -- T20, WOULD GET US TO THE PREAND POST TESTING. IF WE WANT TO TEST THESE PARAMETERS, REALLY, THIS WATER QUALITY SAMPLING POSITION IS ALL ABOUT MAKING SURE THAT OUR INVESTMENTS ARE COST EFFECTIVE. IF SOMETHING IS NOT IMPROVING WATER QUALITY DRAMATICALLY, WE WANT TO SWITCH TO A DIFFERENT TYPE OF SOLUTION. IT MIGHT MEAN CLEANING OUT THE CATCH BASINS, AND WE WANT TO TEST THE DIFFERENT POTENTIAL SOLUTIONS TO FIND THE RIGHT FIGHT FOR THE RIGHT LOCATION IN THE MOST COST EFFECTIVE MANNER. THIS IS A RECAP, THE REASONABLE ASSURANCE PLAN WE'D LIKE TO DO FOR MOSQUITO LAGOON, AND THAT WILL INVOLVE A PARTNERSHIP. THIS POSITION COULD ASSIST US IN KNOWING THE WATER QUALITY WE'RE GOING INTO AND BEING ABLE TO SHOW THE STATE THAT WE ARE ACTUALLY MAKING IMPROVEMENTS AND MAKING GREAT EFFORTS AND SO THAT WE'D QUALIFY ON EQUAL FOOTING FOR POTENTIAL FUNDING THAT COMES DOWN THE ROAD. AGAIN, YOU HAVE SEEN THIS BEFORE. THESE ARE OUR PRIORITY SURFACE WATER BODIES. AND SO THESE WOULD BE THE AREAS WHERE WE WOULD TARGET FIRST FOR CENTRAL SEWER CONNECTION FROM SEPTIC SYSTEMS. YOU ARE LOOKING AT A HUGE PRICE TAG, AGAIN, AND SOMETHING THAT COUNCIL ASKED AT THE LAST MEETING, WHICH SHOULD WE DO FIRST? WELL, ACTUALLY, THERE ARE -- IT'S A MULTIFACETED APPROACH AND SOME OF THESE CAN BE TAKEN PARALLEL. FOR EXAMPLE, THE SEPTIC TO SEWER CAN BE DONE AS THE GRANTS ALLOW. PUBLIC WORKS HAS DONE AN EXCELLENT JOB IN GETTING A LOT OF STATE MONEY COMING TO US TO UPGRADE THE WASTEWATER TREATMENT PLANS. PUBLICS WORKS HAS IDENTIFIED FUNDING FOR THE BASIN PLANS, TO BE UPGRADED AND WE'RE DOING WATER QUALITY TESTING AND TRACKING THE REGULATORY PROCESS. THESE CAN BE DONE IN PARALLEL, AND SO REALLY THE ORIGINALLY FUNDING OUTPUT THAT WE WOULD BE REQUESTING WOULD BE FOR THE BALANCE OF THIS YEAR, $7,000, WITH PROJECT H2-O, AND THAT WOULD BE GOING TO THE

TO THE -- [INDISCERNIBLE] -- AND I THINK I SAW SOME OTHERS, UHM, WITH UNIVERSITIES, STETSON, DAYTONA STATE, ALL PARTNERING TOGETHER TO CREATE THIS INTERACTIVE MAP SO YOU CAN COLLECT ON A WATER BODY AND KNOW, AS REAL-TIME AS WE CAN GET IT, WHAT YOUR WATER QUALITY IS SO THAT WE HAVE A GOOD, SOLID UNDERSTANDING OF THE WATER QUALITY HERE, KNOWING THE IMPORTANCE OF WATER QUALIFY FOR THE ENVIRONMENT AND THE LOCAL ECONOMY, AND THE BALANCE OF THE REQUEST WOULD BE FOR A FULL-TIME ENVIRONMENTAL SPECIALIST I FOR THE BALANCE OF THIS YEAR SO WE CAN SUPPORT THE REGULATORY REQUIREMENTS, AS WELL AS SUPPORT OUR PUBLIC WORKS PARTNERS AND OUR COMMUNITY PARTNERS. WE CAN USE THIS FUNDING AS MATCH NO FUTURE DOLLARS. STAFF IS WITH APPROVAL OF THIS. WHAT THIS WILL GET YOU IS A REALLY GOOD EVALUATION OF THE COST BENEFIT OF THE DIFFERENT SOLUTIONS, AS WELL AS IMPROVED WATER QUALITY DATA SET, RESPONSIVE AND EVENT-BASED PROJECT MONITORING AND PROBABLY, MOST IMPORTANTLY, THE CAPACITY TO KEEP PACE WITH OUR REGULATORY CHANGES. BECAUSE WE WANT TO NOT JUST KEEP PACE WITH THEM. WE WANT TO BE AHEAD OF THE GAME, AND THAT'S THE WHOLE POINT OF THIS REASONABLE ASSURANCE PLAN, IS NOT TO WAIT UNTIL WATER QUALITY GETS SO BAD THAT WE ARE TIED INTO, LOCKED INTO REGULATORY SOLUTIONS. FOR EXAMPLE, WE'RE WORKING CLOSELY WITH THE CITY OF NEW SMYRNA BEACH ON FERTILIZER ORDINANCE, AND A LOT OF PEOPLE DON'T KNOW ABOUT IT. THE CITIES HAVE THE ORDINANCE IN PLACE BASED ON WHAT THE COUNTY HAS AND WHAT YOU GUYS HAVE DONE A GREAT JOB IN APPROVING, BUT NOW HOW DO WE GET THAT MESSAGE OUT? THAT'S THE POWER OF A PROJECT LIKE THIS PROJECT, YOU HAVE MULTIFACETED GROUPS COMING TOGETHER, STAKEHOLDERS, SAYING HERE IS WHAT WE CAN DO TO GET THIS MESSAGE OUT SO IT DOESN'T GET TIED UP IN WAITING FOR ANOTHER MEETING, YOU KNOW, THE WAY THAT SOMETIMES WE CAN WORK. THIS IS A WAY WE CAN WORK TOGETHER TO REALLY PROMOTE AN OVERALL MISSION AND LOOK AT ALL OF OUR USERS FROM PUBLIC TO PRIVATE, HOW CAN WE COME TOGETHER TO DO BETTER THINGS FOR THE LAGOON. A LITTLE BIT OF HISTORY, I'VE BEEN WORKING ON THE LAGOON FOR OVER 15 YEARS AND I'VE SEEN REALLY UNIQUE THINGS THAT, ONCE CALLED A -- [INDISCERNIBLE] -- A SEA SALT DUST AND IT LOOKS LIKE SOMETHING WAS CUTTING WATER FOR DAYS, CUTTING WOOD FOR DAYS OVER THE WATER, AND SO THE WATER IS SPRINKLED WITH SEA SALT, AND IT LOOKS LIKE SAWDUST. A COUPLE OF DAYS LATER, THAT DUST, WHICH WAS REALLY THE -- [INDISCERNIBLE] -- BACTERIA, ACTUALLY TURNED BRIGHT BLUE GREEN, OR PINK-GREEN, AND IT WAS REALLY KIND OF AN PHENOMENON. THESE ALGAE BLOOMS ARE NOT NEW. WE HAVE HAD RED TIDES AND BROWN TIDES AND THESE OTHER MAJOR EVENTS. IF WE LOOK AT THEM COLLECTIVELY, YOU KNOW, THEY ARE LARGER THAN JUST A FEW DAYS EVENTS. THE COUNTY HAS DONE WONDERFUL THINGS WITH OUR ENVIRONMENT OVER THE YEARS. WHEN I MOVED HERE OVER 15 YEARS AGO FROM -- [INDISCERNIBLE] -- COUNTY, PREVIOUSLY FROM BROWARD COUNTY, I WAS VERY IMPRESSED WITH THE WORK THAT YOU ALL HAVE DONE IN REGARDS TO PROTECTING OUR WATERS AND CONSERVATION, AND I FEEL LIKE WE'RE SEEING, BECAUSE OF OUR GROWTH, OVER TIME, THAT OUR WATERS MAYBE HAVE NOT BEEN AS PROTECTIVE AS THEY COULD HAVE BEEN.
