6. (I) Notification from MN Dept. Of Health approving the delineation of the wellhead protection areas, delineation of the drinking water supply management areas and assessments of well and aquifer vulnerability for the City’s public water supply wells. A public information meeting must be held before the end of January, 2017.

6. (J) Review of the Capital Improvement Program as prepared by the Rushford Airport Commission for calendar year 2017-2026. This CIP document is reviewed by FAA and State agencies for proposed funding needs.

8. (A) Consideration of accepting the recommendation(s) of the Economic Development

Authority (EDA) as discussed at their regular meeting held November 9th:

(1) Flood Recovery Loan Funds: The following list represents the documentation that the five year term has been met, the 75% forgivable installment ($100,000.00) has been applied and the next installment #2, #3 or #4 of 5 of the 20% forgivable amount shall now be forgiven with the remainingbalance to be forgiven in equal installments until said balance is at Zero at which timethe collateral assignments applied to property affected may be removed. (2) Consideration of renewal of the annual contract with Community & Economic Development Associates (CEDA) for consultant services, as recommended by the EDA. The 2017 contract is proposed to be $39,926.00 for 16 hours per week - see attached contract, history of charges and recently revised scope of work plan.

8. (B) Consideration of renewing the standards as originally adopted in 2011 implementing the Governmental Accounting Standards Board (GASB) Statement 54 – Fund Balance Reporting and Governmental Fund Type Definitions. The standard defines the way we classify the fund equity in our governmental funds. The City Auditors recommend adopting the same resolutions to be effective for fiscal year 2016.

8. (C) Consideration of sale of .52 acres of land in the Rush Creek Business Park to Jason Lesmeister for a storage facility; which is a permitted use in this Light Industrial zoned area. The area is located on the east end of the lot just south of the gravel road (part of Lot 6 Block 1, Parcel B). Price for land sales in RCBP is $20,000.00 per acre for a total of $10,400.00. The Council had previously contracted with Darr Realty to market available City parcels,with Darr to receive a 5% commission on this sale ($520.00). See attached drawing, legal description.

8. (D) Consideration of adoption of Resolution 2016-062 Acknowledging a Donation from Ace Telephone Casual Day Fund and matched by Acentek Association for a total of $500.00 to the Rushford Public Library. See attached resolution and thank you letter
